PRESIDENT'S FOREWORD
Dear Friends,
It gives me great pleasure to welcome you all to
the IMMAF Amateur World Championships 2022
in the amazing city of Belgrade. This is the
IMMAF flag ship event where athletes are
gathering from around the world on the biggest
stage for amateur MMA. Every year our world
championships are growing in the number of
participating athletes and nations, and this is
testimony to the resilience and determination of
our MMA family to move forward despite the
many challenges that we have experienced the
last 2 years due to Covid.
Taking on the responsibility of hosting an IMMAF world
championships at short notice is no simple task and takes courage.
Fortunately we have found a partner in the Serbian MMA
Federation with all of the human and financial resources to make
this happen, and on behalf of the IMMAF board of directors I would
like to extend my gratitude and congratulations to the President of
the host federation Mr. Luka Nikolic for securing these
championships.
An event of this magnitude always benefits from governmental
support and I would like to thank Prime Minister Ana Brnabić for
her support of the championships.
We look forward to the delivery of a world class championships
which promises to be the largest in the IMMAF history and I wish all
of the participants every success.

WELCOME
We invite you (or you are welcome) to the
heart of the Balkan, to Serbia, where the
traditional and the modern intertwine, and
where we can happily say that MMA has
become a favourite combat sport.
As the president of the MMA Federation of
Serbia, it is a great honour for me that we will
be the hosts (so the name of the world
championship) in Belgrade.
I wish good health to all national teams, coaches and fighters so that
they can show their best skills on the days of the championship.

If any professional records are detected by IMMAF after the registration
deadline without prior notification, the National Federation will incur a
fine of £100 for each athlete who is listed as professional, regardless of
website error.

This Senior and Junior World Championships is for all IMMAF Member Federations.
There is a limit of 32 participants for each weight category and each federation can
enter a maximum of 2 entries per weight category, subject to the following criteria.

The top 32* ranked countries as per the IMMAF World ranking list as of 7th
2022 have a priority option to enter one (1) athlete in each weight
division by the outline cut-off date (see below).
●outside
After this cut-off date the brackets will be opened to all national federations
of the top 32 ranked teams who then also have a priority option to enter
one (1) athlete in each weight division if there are any spaces available in the
brackets by the outline cut-off date (see below).

The competitors must be of the same nationality as the National Federation, which
enters them.
1. It is mandatory that competitors participating in IMMAF Championship events are
nationals of the country whose team they are representing. For the avoidance of
doubt, nationals are classed according to the passport(s) they hold. The IMMAF CEO
retains the right to make a case-by-case decision in circumstances regarding
citizenship upon reviewing relevant documents.
Change of National Representation – Application Criteria:
2. A competitor who is a national of two or more countries at the same time may
only represent one of them. After having represented one country in IMMAF
competitions, he/she may not represent another country unless he/she meets the
conditions set forth below which applies to persons who have changed their
nationality or acquired a new nationality. An athlete is able to switch nationality
only once. Before switching to represent a new national team, the competitor must
wait for the current year of IMMAF events to be completed. The Athlete, via their
selected national federation, will be required to present a written application
outlining their request to change national representation, accompanied by
supporting documents towards any of the following:
1. The athlete was born on the territory they wish to represent.
2. The athlete's biological Mother or Father was born on the selected territory.
3. The athlete's grandmother or grandfather was born on the selected territory.
4. The athlete has lived on the territory for at least five years and possesses a
passport or satisfactory documentation of citizenship.
3. A competitor who wishes to represent a new nationality in order to compete in
IMMAF Championships, without meeting any criteria of Article 2, may represent a
new team provided that at least twelve (12) months have passed since the
competitor last represented his/her former country and has possessed a valid
passport for at least 2 years. The requirement for 2 years of passport validity also
applies to competitors wishing to change nationality ahead of their IMMAF debut.
National federations wishing to acquire an athlete who does not meet the criteria of
Article 2 must inform IMMAF when the athlete first receives a new passport, ahead
of the 2 years validity period.
4. Any competitor who changes nationality ahead of representing a country at
IMMAF championships is responsible for presenting a written application outlining
reasons for switch of nationality under IMMAF, submitted through their new
federation and accompanied by supporting documents for approval upon request
of IMMAF.

Anti-doping; WADA ADAMS System Registration:
5. Athletes who have been registered with WADA while competing in another sport
may not represent a separate nationality under IMMAF. The athlete must either
withdraw from one sport or ensure that nationalities match in all sports that adhere
to the WADA code. Cases of nationality clashes within WADA registration will result
in the athlete being suspended from IMMAF competition until the matter is
resolved.
6. It is the responsibility of national federations to ensure that application of IMMAF
approval is completed ahead of any event registration deadline and that all
requested documents are provided. Failure to notify IMMAF of a change of
nationality or failure to provide supporting documents upon request may result in
but is not limited to: disqualification of the athlete from IMMAF competition,
deduction of ranking points, a team ban from the division, or a fine, following review
by the IMMAF Disciplinary Committee.

The athlete must be over the age of 18 years or aged 20 years before 1st day
of competition and must be within this age band until the competition has
been completed.
Seniors 18 years old and above.
The athlete must be 18 years of age by the 1st day of competition.

At least one (1) team official and a maximum of two (2) must attend
the check-in at Stark Arena on Saturday 11th February 2023 from
11:00 to 16:00 in order to confirm the delegation.
Failure to do this will result in a nation not being entered into the
draw and will be disqualified from the competition.
Passports or photocopies of passports from all competitors must be available on
request (National ID Card showing nationality and date of birth or a copy is also
accepted).

After the deadline only athletes replacing a competitor who is medically
diagnosed as unfit to compete can be entered into the competition.

TOURNAMENT CHECK-IN
Each team enters a check-in location strictly according to the previously
allocated time slot accompanied by at least one team leader.
Athletes’ appropriate documents (athlete waiver, media release form) have to be
uploaded onto smoothcomp.com beforehand.
Every athlete’s passport/ID is controlled and thereafter an accreditation is issued.
Coaches and team staff receive their accreditations at the check-in too.
COMPETITION MODE
The competition will be conducted in accordance with the latest IMMAF Amateur
rules, (See https://immaf.org/wp-content/uploads/2021/02/IMMAF-Rules-
Document-as-of-Jan-2021.pdf).
There is only one uniform competition system for all IMMAF official events – an
elimination system with no repechage.

Sunday 12th February 2023 - Friday 17th February 2023 – Competition days 1 to 6 –
All competitors to make weight with no allowance. Any competitor that fails to
make weight will be out of the competition at this stage.
There will be no option for late annual medical examination or blood tests.
Following this the official weigh-in & pre fight medical for each weight category
is held each morning of competition ( See 2 program. Athletes must present their
IMMAF accreditation card and his/her passport (National ID Cards showing
nationality and date of birth are also accepted).
Only athletes that are set to compete on that day must attend that competition
day weigh in. Competitors with byes are not expected to weigh in.
Any athlete who does not show up within the designated weigh in times or fails
to make weight will be excluded from competition. Athletes will only have one
chance at making weight on the official scales.
A set of test scales will be available for one hour before the official weigh in. This
is to facilitate athletes who wish to check their pre-fight weight before stepping
onto the official weigh in scales.
Outside of the official weigh in times test scales available on the same morning
and a set of scales will be made accessible throughout the competition.
Athletes must present their accreditation card and passport or National ID Card
showing nationality and date of birth.

REFEREES & JUDGES
Each federation may put forward recommended competition officials
through the IMMAF NTO (National technical Officials) application
process.
The organizing federation (RSMMAF) may enter officials as required for
the realization of the tournament if a sufficient number cannot be
sourced

DRAW
The draw will take place on Saturday 11th February 2023 at
5pm at Stark Arena, Belgrade.
All team delegates must fully adhere to the dress code outlined for the draw as
well as the duration of the competition.
Dress Code for Draw : suit, with jacket and tie OR national team tracksuit.
Only 2 representatives from each Federation are allowed to attend the draw,
representatives must reserve their draw slots during registration.
The top four (4) competitors in each weight category will be seeded according to
the current IMMAF World Amateur MMA Ranking List.
For all divisions the competitors will be divided into a bracket by means of a
“draw”, and a single elimination system will be used to produce two (2) Finalists,
who will compete for the gold medal. Competitors from the same nation can not
meet before the semi-final (unless it’s a bracket of 2).
A bronze medal will be awarded to both losing semi-finalists, even if the bronze
medalist hasn’t won a bout to reach the semi-finals, (for clarification, a bye is
classed as a win). There will be no placement points awarded for a losing semi-
finalist that has not won a bout to reach the semi-finals.
If there are only two (2) competitors in a bracket, then this will be a gold and silver
medal match with the loser receiving a medal. No placement ranking points will
be awarded for the loser however.
Full ranking points will be issued if there are twenty (20) or more countries
competing at the event. If there are under twenty (20) countries competing, then
only half of the ranking points will be issued. Please see this link for how ranking

All competitors must make weight each day they are scheduled to compete.
Once a competitor loses a bout they are then out of the competition from that
stage. If a competitor wins their bout but is medically suspended, they are out of
the competition from that time. Please note, competitors that have byes are not
required to weigh-in. Only competitors scheduled to compete on any given day
must weigh in and make weight. If the competitor fails to make weight for the
official weigh in, then they will be out of the competition from this time and their
opponent will advance to the next round via a bye. If both opponents fail to make
weight then no one advances.

Ratio of accredited coaches
National federations can register as many coaches as they require for
the event.
However please note that there is a ratio of accredited coaches per
athlete competing each day that will be allowed in the backstage
warm up areas.
ACCOMODATION
The host federation has secured discounted rates for a
number of hotels with various pricing options.
National Federations are to organise their accommodation
needs directly via the host federation.
The hotels booked through the host federation will include
daily transportation for the national teams from the hotels
and venue.

EQUIPMENT
Athletes will be supplied with competition gloves, shin guards, shorts and
rash guards.
Handwraps will also be supplied and applied by IMMAF certified
cutpersons.
PARTICIPATION FEE
A participation fee of €500 per competitor, and €250 per team leader,
team affiliates and team coaches is payable to IMMAF for the National
Federations team entries.
Registration for each competitor and team delegate is via the IMMAF online

Accreditation will not be issued where entry fees have not been paid by
Friday 20th January 2023.
Only registered participants who have paid the participation fee will get
access to official IMMAF credentialed areas at the competition venue. This is
for security and practical reasons. If there are persons traveling with the
federation who are not needed in the arena, who don’t have a key role in
the team and who won’t need assistance from the IMMAF, then they are
welcome to attend the World Championships and not pay the participation
fee. They can then purchase tickets (if available) for the competition at the
competition venue respectively and book their own accommodation.
The fee is a combined fee that covers some but not all of the costs that
IMMAF, which is a non-profit entity, incurs for the participants.

ANTI-DOPING

Anti-doping controls will be conducted in accordance with the IMMAF Anti-
Doping Rules and the World Anti-Doping Code.
IMMAF will be responsible for planning and implementing the necessary
procedures.
All participants (athletes, coaches and officials) should ensure they comply
with the Anti-Doping Rules -

The IMMAF Anti-Doping Rules adopt the WADA Prohibited List of Substances
and Methods WADA Prohibited List 2023.
Athletes should check all medications to ensure any substances used are
permitted. https://immaf.org/integrity/anti-doping/education/#consequences
If approval for the medically justified use of a Prohibited Substance or Method
is required, apply to IMMAF for a Therapeutic Use Exemption by 21st January
2023. In an emergency/after this date, submit a TUE form as soon as treatment
is required.
If a TUE has already been approved at national level, submit the TUE Certificate
for approval as soon as possible tue@immaf.org

NOTE: IMMAF operates a zero tolerance on the use of needles for any purpose
without medical justification.

MEDICAL
CLEARANCE
Competitors need to ensure that their annual medical examination and blood work is
in good standing as per IMMAF’s competition medical requirements.
The cut-off date for submission of all correctly completed AND correctly
submitted medical forms and blood work is Saturday 21st January 2023.
To be medically cleared to compete in the 2022 World Championships, each athlete
must provide:
a) a completed Annual Medical Examination form (in English or with an English
language translation) dated within one year of the final day of competition - so on or
after 18th February 2022.
b) a copy of the testing laboratory result form showing clear blood test results for
Hepatitis B (HBsAg), Hepatitis C (Anti-HCV) and HIV (p24 antigen and HIV 1+2
antibodies), all dated within 6 months of the final day of competition - so on or after
18th August 2022.
c) a doctor's review of blood test results, documented in either the Annual Medical
Examination form or the Blood Test Review form.
*Please Note: this review does not need to be duplicated on both forms (the one-page
Blood Test Review form is only needed if blood test results are not being reviewed
during the annual medical examination!)
d) all documentation must be sent as an email attachment in PDF form (ideally one
complete PDF per athlete) through the team Medical Safety Lead (*see Note 1 below)
to: immaf@safemma.org
*Please Note: we strongly recommend submitting all forms at least one week in
advance of the deadline so that any mistakes or omissions can be addressed
before the cut-off date, thus avoiding any Late admin fees (*see Note 3 below)
e) there is no need to resubmit forms previously received and accepted by SAFE MMA

Note 1: MEDICAL SAFETY LEAD
Each team must nominate a Medical Safety Lead. Your MSL acts as the
single point of contact through whom we expect to receive all medical
documentation, and with whom we share important updates.
The role is purely administrative - no prior medical knowledge or experience
is required. Please let us know if you require details of your MSL or wish to
nominate someone new to the role.
Note 2: INTEGRITY
If we suspect a document is forged, we will investigate.
If a document is proven to be a forgery, we will charge the athlete or their
team a fee for our investigation. The fee will be £40 per hour, with a
minimum of 3 hours.
Please do NOT submit forged documents! It endangers athletes and
costs more in the long run.
Note 3: ADMINISTRATION FEES FOR LATE SUBMISSIONS
The cut-off date for submission of all CORRECTLY COMPLETED and
CORRECTLY SUBMITTED medical forms and blood work is Saturday 21st
January 2023.
Please ensure forms are submitted at least one week in advance of this so
that any mistakes or omissions can be addressed before the cut-off date.
Forms must be received through the nominated MSL, ideally as one
complete PDF per athlete.
Note 4: PLEASE DECLARE ALL YOUR MEDICATION
Declaring your medications at Medical Clearance, Registration, Pre & Post
Medical Checks and at Doping Control is in your own interest for health and
safety reasons.
Failure to make a full declaration and update as necessary may delay
appropriate medical treatment. It may be considered adversely in an anti-
doping investigation.
Declare, in your own interests, team officials please remind your athletes.

- a £10 Late admin fee will be payable direct to SAFE MMA by or for any athlete
whose correct & complete documentation has not been received by the cut-off
date of Saturday 21st January 2023 (2359hrs UTC)
- a £20 Late admin fee will be payable direct to SAFE MMA by or for any athlete
whose correct & complete documentation has not been received one week
after the cut-off date, so Saturday 28th January 2023 (2359hrs UTC)
- a £40 Late admin fee will be payable direct to SAFE MMA by or for any athlete
whose correct & complete documentation has not been received two weeks
after the cut-off date, so by Saturday 4th February 2023 (2359hrs UTC)
- an £80 Late admin fee will be payable direct to SAFE MMA by or for any
athlete whose correct & complete documentation has not been received more
than 2 days before the start of competition, so by Thursday 9th February 2023
(2359hrs UTC)
Important information:
Other than in exceptional cases (such as with late injury replacements) the Late
admin fees detailed above WILL be strictly enforced WITHOUT exception.
If a Late admin fee is due, no documentation will be reviewed, or even considered
as having been received, until that fee has been paid.
If a Late admin fee is due and not received before a further deadline has been
passed, the higher fee will be payable for that athlete's documentation to be
reviewed.
The review of any documentation received after the cut-off date is subject to the
availability of resources, and at the discretion of SAFE MMA and the IMMAF
Medical Commission.
For the record, Late admin fees are not intended to raise revenue. They have solely
been introduced to focus attention on the importance of complying with deadlines
so that we can continue doing the work we do effectively with the resources we have
- the alternatives being raising fees for everyone or removing athletes from the
tournament. We would be delighted if not a single late admin fee was ever incurred!

COMPETITORS

The competitor competes under the full responsibility of their
National Federations Insurance.
Each national federation is responsible for insuring its competitors
against “injury and third party risk (public liability)” during the period
of the event.
The International Mixed Martial Arts Federation and RSMMAF decline
all responsibility.
It is the responsibility of the National Federation to ensure that in addition to their
normal insurance they have sufficient insurance in place to cover any COVID-19-
related costs.
The organiser of the event and the IMMAF accept no liability for any claims relating
to cancellation of the event due to COVID-19 or medical costs for any COVID-19
related illness that may affect a National Federation delegation member during the
event.

Journalists can apply for media accreditation by sending their requests directly
to the organiser at nicolas.davies@immaf.org.
When journalists are traveling as part of a

TRAVEL ADVICE
There are no Covid-19 restrictions for entering the Republic of Serbia.
Wearing face masks indoors is recommended. Wearing face masks in health
facilities remains mandatory.
The currency is the dinar (usually abbreviated to din), comprising coins of 1, 2, 5,
10 and 20din (and also 50 para coins – 100 para equals 1din), and notes of 10, 20,
50, 100, 200, 1000 and 5000din.
Most major credit cards are accepted by merchants in major cities like Belgrade.
And you’ll easily find ATMs that support both credit card and debit cards.
