INTRODUCTION
Welcome to this self-learning module on Basic Driving. In
accomplishing this learning material, you have to answer first the Pre-
assessment, study the lesson in the Read and Study and answer or perform the
Learning Engagement. After doing so, you may take the Post- assessment to
determine the knowledge, skills and attitudes you have gained from this lesson.

READ AND STUDY

DRIVING PERMIT AND OTHER RELEVANT DOCUMENTS


Driving a motor vehicle in the Philippines as in other countries is NOT a right but a
privilege. This privilege is granted by the Philippines Government through the Land
Transportation Office (LTO) based on the Republic Act no. 4136 and Batas Pang
Bansa No. 398.
A driver is licensed by the Land Transportation Office as proof of his proficiency in
driving and his knowledge of road rules and regulations while operating a motor
vehicle. Upon proving this proficiency and knowledge he will be issued a document
in the form of either of these following licenses:
I. LICENSES
STUDENT Permit
QUALIFICATIONS:

1. Filipino citizens [sixteen (16) years of age and above]


2. Foreign citizens at least eighteen (18) years old and must have been
in the Philippines for at least one (1) month and proof of stay for at least six
(6) months
3. Must be physically and mentally fit
4. Must be able to read and write in Filipino or English
5. Must not have unsettled traffic violation

Age qualification – 16 yrs. old and above


Validity – 6 to 12 months

CHECKLIST OF REQUIREMENTS:

1. Duly accomplished Application for Driver's License (ADL).


2. Presentation of original and submission of one (1) photocopy of birth
certificate and marriage contract (for married women) duly authenticated by
the Philippine Statistics Authority (PSA) or valid passport
3. For applicants below 18 years of age, one (1) parent's consent or a person
having custody/care or supervision over the minor applicant authorizing the
applicant to secure a student permit with presentation of one (1) original and
submission of one (1) photocopy of any valid government issued ID of the
parent/affiant with photo and signature
4. Presentation of original and submission of one (1) photocopy of any issued ID
with photo and signature of the applicant
5. Presentation of copy of the medical certificate. (Electronically transmitted to
LTO by the accredited medical clinic)
6. For foreigners, presentation of the original and submission of one (1)
photocopy of passport with entry date of at least one (1) month and visa
duration of six (6) months from date of application, or if born in the
Philippines, presentation of the original and submission of one (1) photocopy
of birth certificate duly authenticated by Philippine Statistics Authority (PSA).
7. Taxpayer’s Identification Number (TIN), if employed
Non – professional
QUALIFICATIONS:
1. Must be physically and mentally fit to operate a motor vehicle
2. Must be able to read and write in Filipino and/or English
3. Must have passed the written and practical examination
4. Must be at least seventeen (17) years old
5. Must be a holder of Student-Driver’s Permit valid for at least thirty one (31)
days from issuance / expired foreign driver's license / expired non-
professional driver's license for more than two (2) years
Age qualification – 17 yrs. old and above
Renewal or validity – every five years

CHECKLIST OF REQUIREMENTS:
1. Duly accomplished Application Form for Driver’s License (ADL)
2. Presentation of copy of the medical certificate. (Electronically transmitted to
LTO by the accredited medical clinic)
3. Original copy of valid Student-Driver's Permit
4. For applicants aged 17 years old, one (1) original copy of parent's consent or
affidavit of a person having custody/care or supervision over the minor
applicant authorizing the applicant to secure a student permit with
presentation of original and submission of one (1) photocopy of any valid
government issued ID of the parent/affiant with photo and signature
PROFESSIONAL
QUALIFICATIONS:
1. Must be physically and mentally fit to operate a motor vehicle
2. Must be able to read and write in Filipino and/or English
3. Must have passed the written and practical examination
4. Must be a holder of a valid NPDL issued at least six (6) months from issuance
Age qualification- 18 yrs. old and above
Renewal or validity – every five years

CHECKLIST OF REQUIREMENTS:

II. REGISTRATION:
An official receipt/ document issued to the owner of a certain vehicle. It is
accompanied by sticker, showing the current year of registration and it is
being place on a plate of vehicle.

SEC.6 Application and payments for registration- shall be made
personally or by registered mail, and the date of cancellation of the postage stamp
of envelope containing money order or check shall be taken as the date of the
application and/or payment for registration. Provided that the application is properly
prepared and the payment for registration is sufficient as required by law.
SEC.7 Registration qualification- the qualification of vehicle shall be:
 PRIVATE- Motor vehicles registered under this classification shall not be used
for hire under any circumstances. White background and green mark.
 FOR HIRE- Motor vehicles registered for public convenience, or special
permits issued by the Board of Transportation and shall be subject the
provision of Public Service act and the rules and regulations issued there
under, as well as the provision of this act. Yellow background and black mark
 GOVERNMENT- Motor vehicles owned by government of the Philippines or
any of its political subdivisions shall be registered. White background and red
mark
 DIPLOMAT- Motor vehicles owned by foreign governments or by their duly
accredited diplomatic officers in the Philippines and used in the discharge of
their official duties.
RENEWAL OF MOTOR VEHICLE REGISTRATION:
 Original Copy of Registration Office
 Original copy of current official receipt of payment
 Insurance certificate cover
 Actual inspection of Motor Vehicle and duly accomplished MVIR
(Stencils of motor and chassis number must be done of space provided
for)
 Smoke test result

What is a Deed of Sale?

The deed of sale is a legal document that proves and records the sale of a
vehicle. Specifically, it serves as proof that both the buyer and the seller have
reached an agreement of sale or purchase. With this, the deed of sale protects both
the buyer and the seller should disagreements or problems arise in the future.

DRIVING OUTFIT/ATTIRE
Your outfit can impact the way you drive and may lead to greater danger
behind the wheel and on the road. For most people, they get ready for the day, get
into their car and drive to their destination without thinking about what they’re
wearing. Here are some useful tips to make sure you’re wearing the right gear when
driving.

Choose the right shoes.


Never go barefoot as you have to put pressure on the pedals which your shoes can
do a lot easier, and we do not advise wearing flip-flops or open-toed sandals as they
can get caught between the pedals. Wearing a sturdy pair of trainers or shoes is the
best option when driving. You can always leave your favorite shoes in the boot of
your car and change into them once you arrive at your destination.
Get enough legroom.
Your trousers can restrict your movement. For example, skinny jeans are designed
to be upright and therefore they barely bend. Go for trousers that are loose enough
for your legs to move around in.
Wear the correct clothes.
Following on from skinny jeans – before getting into your car, think about the type
of clothes you’re wearing. If they’re tight-fitting, they will limit your movement in
the driver’s seat of your car.

Ditch the distracting fashion accessories.


Smartwatches now have the ability to connect to your phone. So even if you’ve put
your phone out of sight and on silent, will your watch vibrate when you receive a
with your smartphone.

For male
motorists,
sleeveless shirts,
also known
as sandos, are
strictly not allowed.
Bare minimum
attire to be
attended to will be
a short-sleeved
shirt and jeans;
yes, shorts are not
allowed, either.
Neither is open
footwear, in fact.
Slippers are not
considered proper
attire, so only those
wearing closed
shoes will be
entertained.
As for the ladies,
the same rules pretty
much apply. Sleeveless
shirts, tank tops, and
tube tops are grounds
to not be
accommodated.
Sleeved upper
garments, jeans, and
closed shoes are also
the only items deemed
appropriate. Do note as
well that though skirts
were not labeled as
“inappropriate”, jeans
and slacks are the
safest items to wear.
