Autonomy in Artificial Intelligence and Drone Warfare:
Challenges to Global Security, Sovereignty, and Accountability

The General Assembly,
1) All member states, especially the nuclear-weapon States, to make every effort that
weapons of mass destruction are never used again, pending the total elimination of
weapons of mass destruction, and to refrain from any inflammatory rhetoric
concerning the use of weapons of mass destruction.
2) All States, in particular the nuclear-weapon States, to apply the principles of
irreversibility, verifiability and transparency in relation to the implementation of
their obligations under the Treaty on the Non-Proliferation of nuclear weapons;
to immediately pursue enhanced transparency measures by providing information
in line with Action 21 of the 2010 Action Plan, related to concrete data on their
nuclear arsenals and capabilities, without prejudice to their national security.
3) Requests the Committee on Disarmament, in the light of its existing priorities, to
intensify negotiations, with the assistance of qualified governmental experts, with a
view to preparing a draft comprehensive agreement on the prohibition of the
development and manufacture of new types of biological, chemical, radiological and
asymmetric weapons.
4) All the relevant member states and stakeholders with relevance to the agenda item
should improve national capabilities to detect and prevent the illegal production and
trafficking of biological and chemical materials that could be used in Weapons of
Mass Destruction, thereby, adhering to existing legal frameworks and treaties like
Nuclear Non-Proliferation Treaty [NPT] Article I, II and VI which focus on non-
proliferation and disarmament.

5) All relevant stakeholders should create justice systems and use technology at its
maximum potent to distinguish between the nature of Non-State Actors and if
violent, take decisive actions following domestic jurisdiction of state which comes
under hard law and by keeping in mind international laws or report it to the United
Nations Security Council.
