01. About YCMOU

‘Open University’ is a new concept that has been adopted across the world. Many students drop out
for a variety of reasons. The establishment of open universities aims to offer higher education opportunities
to individuals who lack access to educational facilities due to work or business commitments in rural areas
and aspire to continue their education. England established the world's first Open University in 1969. Since
then, numerous countries, such as China, Japan, Canada, Thailand, Sri Lanka, Pakistan, Bangladesh, and
others, have established open universities to provide opportunities for various educational programs to
society's aspirants. The first Open University in India is established in Hyderabad (Andhra Pradesh) in
1982. In 1985, the central government established Indira Gandhi National Open University (IGNOU) at the
national level. Subsequently, open universities have been functioning in the states of Maharashtra,
Rajasthan, Bihar, Madhya Pradesh, Gujarat, Karnataka, West Bengal, Uttar Pradesh, Tamil Nadu,
Chhattisgarh, Assam, Uttarakhand, Odisha, Punjab and Kerala.
Maharashtra has a tradition of social reformers who brought social and educational changes.
Mahatma Jotiba Phule, Krantijyoti Savitribai Phule, Rajarshi Shahu Maharaj, Dr. Babasaheb Ambedkar.
Punjabrao Deshmukh, Karmaveer Bhaurao Patil, and Swami Ramanand Teerth have made invaluable
contributions to education. The Government of Maharashtra Legislative Assembly Act No. 20/1989
established ‘Open University’ on 1st July 1989 with the aim of carrying forward their legacy and bringing
higher education to the villages, similar to other universities in Maharashtra. The university bears the name
of Yashwantrao Chavan, who is considered the father of modern Maharashtra. ‘Yashwantrao Chavan
Maharashtra Open University’ is India's fifth and Maharashtra's first Open University. The university is
headquartered in Nashik and covers the entire state of Maharashtra. The university connects more than
2400 Study Center / Learner Support Centers (LSC) across Maharashtra through its 8 regional centers.
Section 12 (b) of the University Grants Commission (UGC) Act recognizes Yashwantrao Chavan
Maharashtra Open University. Accordingly, the Maharashtra State Legislature and the University Grants
Commission have granted permission to the university to conduct certificate, diploma, degree, post-
graduate, and research courses. Yashwantrao Chavan Maharashtra Open University is a member of many
reputed national and international educational institutions. The Commonwealth of Learning has twice
awarded the university with the International Quality Award for Best Institution. The university recently
received an ‘A’ grade from NAAC.
Yashwantrao Chavan Maharashtra Open University is at par with all recognized universities in the
country. The degrees from this university are equivalent to those from other universities, making them
suitable for employment, promotion, and further education in all government, semi-government, and
private institutions, as well as various boards recognized by the Government of Maharashtra. The
Maharashtra State Public Service Commission has already declared the students of Yashwantrao Chavan
Maharashtra Open University are eligible for their examinations. Until now, many students of the
university have passed various competitive examinations of the Central and State Public Service
Commission.
The mission of Yashwantrao Chavan Maharashtra Open University is to provide a variety of
courses in sync with our developmental needs and plans for the nation and state. Open education focuses
on developing curricula that provide intellectual support to society as it adapts to changing technologies
and lifestyles. The university contributes to the development of a learning society by implementing the
concepts of ‘Education for Life’, ‘Education at Work,’ and ‘Skill-Based Education that Supports
Employment’.
The Yashwantrao Chavan Maharashtra Open University’s motto is ‘Dnyanganga Gharo Ghari!’
and it is striving to become ‘Lok Vidyapeeth’. The aim of the university is to provide quality education to
all sections of society. The university is making efforts to introduce its various courses to the general public
in rural, urban, and tribal areas through its headquarters, regional Centers, district Centers, study centers /
LSC and workplaces. The university adheres to the educational philosophy of Yashwantrao Chavan, which
advocates for the status of folklore as a knowledge language by providing education in the mother tongue.

03. Learning Method / Instructional Design

The Open University has developed a separate study method for students who cannot go to college
every day and do not have enough time to study. It includes the following elements: The program offers
self-study-based textbooks, expert faculty guidance in communication, assessment within the study period,
and the opportunity for demonstration when necessary.
In the study method, students receive not only the course details but also a set of study books. The
admission fee includes selected study books that the student can retain. The soft copy of the study material
is available on the university's website, www.ycmou.ac.in or https://ycmou.digitaluniversity.ac/. Students
should use the self-study books, which have a unique writing style from other traditional study books.
These books break down the topics into manageable chunks, enabling comprehension in a single reading.
For instance, these books arrange topics using graphs, pictures, and examples. These books aim to simplify
the learning process for students. Each page of the book reserves large margins on both sides. In the blank
space, the student can write down the important points and note down the doubts that the learner faces.
These notes aid learners in reviewing the subject matter. Additionally, the lesson includes some questions;
if the student answers these after reading the relevant section, he can assess his own understanding of that
section. If the student is unable to answer certain questions, he must reread the passage to get the answers.
If you are still unable to find answers to certain questions, you can write them down and seek them
answered by speaking with a counsellor at the Study Centre / Learner support Centre’s counselling session.
Students can choose their nearest Study Centre / Learner support Centre. The Study Centre /
Learner Support Centre offer counselling for each course generally during weekends. Experts in the subject
will guide in counselling sessions. Such guidance is not limited to lecture method. Students should attend
counselling sessions to receive answers to their queries and doubts from the counsellor, participate in
discussions and symposiums on challenging topics, and learn about their progress in internal assessments.
Students should make maximum use of all the above learning facilities and prepare their own study
method. Students should make sure to plan their study time accordingly. A successful course of study is not
just the study of the text but a clear understanding of the subject and its use in daily life. Therefore, we
expect students to study focussing on practical and practice.
