CHAPTER I
INTRODUCTION
This chapter includes the Background of the study, Objectives of the study,
Conceptual Framework, Scope and Limitations, Significance of the study, and
Definition of Terms. The aim of this chapter is to lay down the concepts that
will guide the researchers in the study.
Background of the study
The advanced era of technology and automation effiency by computing
effective solutions for our daily activities. Attendance plays a necessary role
in numerous institutions, college and colleges are made of paper. Taking
attendance on papper into account, the probability of errors is high. The use of
the same old ways of attendance management is time consuming and prone to
discrepancies, especially when managing a large number of individuals. This
trouble can be fixed using technology, and documents is frequently avoided at
some stage in this process.

The Office of the Student Affairs and Services and the University Student
Council of Iloilo State University of Fisheries Science and Technology San
Enrique Campus are the ones who monitor student activity, development, progress,
and active participation. The school conducts a variety of programs and
activities that will improve students' academic performance and can help the
students to improve their social and emotional competencies and to increase
school day attendance and participation. The CSSC is the one who's responsible to
ensure that the student will attend the programs for effective learning, self-
development and positive results to take place. Contrary to this, the students
are rarely attending the said activities and programs, so to address this problem
the CSSC imposes a manually written attendance sheet and enforce corresponding
penalties. With the solution being applied, students are now interested and
active in attending school activities and programs.
However, the USC's biggest problem is the assurance that the data, records,
and reports gathered from the

manually written attendance sheet are legit and true. Especially the
students demand and request transparent, reliable, clear, and free-from-error
records and reports from the council for the reason that the penalty involves a
monetary agreement.
With this problem being presented, the researchers would like to develop an
Attendance and Penalty Monitoring System with QR Code. With the use of this
advanced technology in recording students' attendance the system will ensure to
provide transparent, reliable, true, and free-from-error records. Moreover, the
researchers will also create and develop a desktop app that the student can
access to view, track and monitor attendance and penalties acquired individually.
Objectives of the Study
The study aimed to develop an Attendance and Penalty Monitoring System with
QR Code.
Specifically, it aimed to:
1. designed and developed a user interface for the students and admin;

2. designed and implement a database that can create, read, edit, view, update,
and delete records;
3. integrated a QR Code scanner that can verify the students;
4. determined the acceptability of the system in terms of its usability.
Conceptual Framework
The conceptual framework showed the relationship between variables using the
Input, Process, and Output (IPO) diagram. This process is presented in Figure 1.
The QR Code, User Information, Attendance Log, and computer hardware and
software requirements would be the inputs in developing the system. The
researchers used the System Development Life Cycle (SDLC) Waterfall Model
developed by Dr. Winston W. Royce (1970) and evaluations of the system in terms
of its usability were the process of developing the system. The expected output
would be the

Scope and Limitations of the Study
The study would focused on the Attendance and Penalty Monitoring System with
QR Code. The developed system is limited only to Student Profiles. The JetBrains
Pycharm 2023 is used in developing the system and guided by the principles of the
SDLC. The system reduced the time spent by the students in logging in, secured

that the records are reliable and secured, ensured that the penalty applied is
fair, and provides transparent and accessible records for

the user. The researchers used the descriptive- developmental research design.
The developmental aspect involves the designing and developing a user interface
for the students and admin, designing and implementing a database that can
create, read, edit, view, update, and delete records, and integrating a QR Code
scanner that can verify the students. The descriptive part of the study involves
the evaluation of the system in terms of its usability by one (1) USC Adviser
chosen purposively, seven (7) higher position, twelve (12) senators, and randomly
selected three hundred and thirteen (313) students of ISUFST-SEC chosen randomly
based on their availability. A standardized questionnaire checklist by John
Brooke (1986) will serve as a tool in the evaluation. This study is conducted at
Iloilo State University of Fisheries Science and Technology San Enrique Campus,
San Enrique Iloilo from April to September 2023.
Significance of the study
Attendance and Penalty Monitoring System with QR Code is significant to the
following:

Students. The system greatly helped the students to fasten their attendance
log in and out in the civic and cultural center where different school programs
activities are being held. and
University Student Council. With this system, the USC can record, store,
retrieve, and keep track of the students' logs and allow for a quick tracing and
summation of the total penalty of every student.
Teachers. This system helped the teachers to keep track, monitor, and have
an accurate record of their student's attendance in every school program and
activity.
Security Personnel. With this system, the security personnel can ensure
that the students are not roaming around the school premises and that they are
inside the program venue to attend and learn.
Parents. This system helped the parents monitor their young professionals'
attendance in every program that the school conducts to develop their skills and
potential.
Researchers. In developing this system, the researchers developed their
writing analysis and critical thinking skills

that will help boost the knowledge they acquire in making a good thesis to help
the community.
Future Researchers. This study would help future researchers and may serve
as a basis for developing or proposing a system.
Definition of terms
The following terms used in the study were defined conceptually and
operationally to ensure clarity and better understanding.
Attendance. Attendance is the concept of people, individually or as a
group, appearing at a location for a previously scheduled event (Franklin et.al,
2008).
In this study attendance is a term used for the data of the students' login
and log out.
Computer. Computer is a machine or device that performs processes,
calculations and operations based on instructions provided by a software or
hardware program. It has the ability to accept data (input), process it, and then
produce outputs. It can also store data for later uses

in appropriate storage devices, and retrieve whenever it is necessary (Rouse,
2020).
In this study, a computer is a device to use in developing the Attendance
and Penalty Monitoring System with QR Code and Face Recognition of Iloilo State
University of Fisheries Science and Technology San Enrique Campus.
Design. Design is a specification of an object, manifested by some agent,
intended to accomplish goals, in a particular environment, using a set of
primitive components, satisfying a set of requirements, subject to some
constraints (Ralph et.al, 2009).
In this study, design refers to the overall overview of the system.
Penalty. Penalty for tardiness or absenteeism. Schools typically have
expectations for attendance and punctuality. If a student is frequently tardy or
absent without a valid reason, they may face penalties such as detention or loss
of credit for the class.

In this study penalty is a term used for monetary agreement and the amount of
money that has to be paid as a punishment for not obeying a rule or law.
Python Programming Language. Python is a high- level, general-purpose
programming language. Its design philosophy emphasizes code readability with the
use of significant indentation. (Kuhlman, 2012).
In this study, Python Programming Language is the programming language that
will be used to develop the system.
QR Code. A quick response (QR) code is a type of barcode that can be read
easily by a digital device and which stores information as a series of pixels in
a square- shaped grid. QR codes are frequently used to track information about
products in a supply chain and are often used in marketing and advertising
campaigns (Hayes, 2021).
In this study, QR codes will be used to access the Information of every
student in logging in and logging out.
Students. A student is primarily a person enrolled in a school or other
educational institution who is under learning with goals of acquiring knowledge,

Professions, and achieving employment in the desired field, In the broader sense,
a student is anyone who applies themselves to the intensive intellectual
engagement with some matter necessary to master it as part of some practical
affair in which such mastery is basic of decision.
In this study, the students refer to an individual enrolled in the iloilo
State University of Fisheries science and Technology.
Student Council. A Student Council is an administrative organization of
students in different educational institutes ranging from elementary schools to
universities and research organizations around the world (Bloomdahl et.al, 2013).
In this study, the Student Council refers to the College Supreme Student
Council of Iloilo State University of Fisheries Science and Technology San
Enrique Campus which is responsible and accountable for the student's attendance
and penalty monitoring.
System Development Life Cycle (SDLC). SDLC is a
process for planning, creating, testing, and deploying

an information system. The SDLC concept applies to a range of hardware and
software configurations, as a system can be composed of hardware only, software
only, or a combination of both (Pendharkara et. al, 2008).
In this study, SDLC is the method that will be used to guide the
researchers in developing the system.
Technology. Technology is the application of knowledge, techniques, and
tools to adapt and control physical environments and material resources to
satisfy wants and needs (Bell, 2013).
In this study technology means the hardware that will be used in developing
the system.
Usability. Usability can be described as the capacity of a system to
provide a condition for its users to perform the tasks safely, effectively, and
efficiently while enjoying the experience (Lee et.al, 2019).
In this study, usability will be used to evaluate the acceptability of the
system to determine its usefulness to end-users.
