1. PMOC Accreditation for Social Workers (SW)

Advocate for the accreditation of social workers managing court-related cases through DSWD.

parents and identifying skills gaps through regular assessments.

skilled SWs.

3. Support for Training and Development

Allocate resources to allow SWs to attend relevant training programs, including travel and

Issue an Executive Order to formalize the donation and volunteer management system. Conduct
workshops and forums to build partnerships, involve stakeholders, and engage volunteers in
disaster response activities.

Establish and implement a volunteer management mechanism in the LGU.

2. Disaster Assistance Infrastructure and Guidelines

Coordinate with DSWD for guidelines on the establishment or rental of a warehouse for disaster

building activities, consultations, and dialogues with the justice system’s five pillars.

2. Monitoring and Re-Entry Action Plans

Regularly monitor the implementation of Re-Entry Action Plans to ensure that case management
practices are continuously improving and meeting the needs of clients.

3. Court and Legal Observations

Facilitate LGU SWs’ attendance at Family Court observation sessions by sending formal
requests to the Family Court, ensuring that SWs gain practical insights into legal proceedings.
Establish a system for regular, scheduled court observation sessions to enhance SWs'
understanding of legal processes and their role in case management.

4. Adopting New Technologies and Practices

Promote the adoption of new technologies and practices to improve service delivery in the
government sector, ensuring that SWs have access to the tools needed for efficient case
management.

These initiatives aim to enhance the skills and knowledge of SWs through training and
exposure to legal and case management processes, while also ensuring the ongoing
monitoring of action plans to improve client services and strengthen the justice system's
collaboration.
Program Management: Implementation - Sectoral Programs

1. Orientation and Advocacy Campaigns

Send a request letter to DSWD and PSWD for conducting orientation and advocacy campaigns.
Implement regular scheduled orientation sessions to ensure continuous community engagement
and awareness about various sectoral programs.

2. Capacity Building and Forum Participation

Encourage attendance at relevant forums and capacity-building events to enhance the knowledge
and skills of stakeholders involved in sectoral programs.

3. Parent Education Sessions (PES)

Organize and conduct Parent Education Sessions (PES), ensuring that at least 100 parents or
guardians attend to receive vital information on relevant programs and services.

Institutional Mechanism: Functionality of LCPC (Local Council for the


Protection of Children)

1. Juvenile Delinquent Centers and Crisis Center Assessment

The LCPC has conducted a thorough assessment to determine the need for establishing Juvenile
Delinquent Centers and other crisis centers.

Preparation for the funding and establishment of these centers includes social and engineering
technical assistance from DSWD MIMAROPA, along with manpower planning for daily
operations.

2. Training and Capacity Building

Provide training on Rights-based Situational Analysis and the development of key child
protection documents, including the LDPC, LJIP, LCC, and LSCR.

Organize Training of Trainers for crafting the Four Legacies and offer coaching and mentoring
workshops on developing results-based M&E plans for child protection initiatives.

3. Technical Assistance and Knowledge Sharing


Facilitate knowledge sharing between technical staff and the RJJWC to enhance their capacity in
handling CICL. Ensure regular attendance of technical staff in RJJWC activities for continued
learning and collaboration.

4. Strengthening Local Child Protection and Women’s Councils

Fully operationalize the MCPC, and BCPC by providing orientation and capacity building on
child protection-related laws.

Conduct capability enhancement training for Barangay VAW Desk Officers across the 32
Barangays of Victoria to strengthen local child protection and women’s rights efforts.

Strengthen the functionality of the Local Council for Women and LCAC VAWC through
reorientation on functionality indicators.

5. Awareness Campaigns and Symposiums

Conduct symposiums and awareness campaigns focusing on women’s protection-related laws to


empower and educate the community.

These initiatives aim to strengthen the functionality of child and women’s protection councils,
enhance capacity building, and ensure that local government units are adequately prepared to
address the needs of vulnerable children and women through comprehensive plans, technical
assistance, and operational readiness.
