Topic: Gender pay gap


Committee: United Nations Women

Signatories: Albania, Australia, Brazil, Canada, Cyprus, Egypt, France, India, Indonesia, Italy,
Jordan, Mali, Mexico, Singapore,South Africa, South Korea, Spain, Syria, United States of
America, and United Kingdom

The General Assembly,

Recalls within DEVAW gender pay gap is the difference in average gross hourly earning
between women and men,

Approving the concerns raised over lack of media exposure and raising campaigns to help
women with employment issues,

Realising that there is a lack of awareness amongst the many people of the world, especially in
the third world countries and rural areas, regarding the importance of eradicating equal pay,

Bearing in mind, the importance of NGOs in eliminating discrimination against women,

Recalls the Equal Pay Act of 1970, as an act to entitle men and women of equal pay and terms of
employment

Acknowledges, Article 34 and 33 within Italian Constitution as a measure to promote equality


within education sectors

Acknowledging Charles Chronicals by UK as a way for payment secrecy

Bearing in mind the need of intervention approval of international NGO's and UN bodies inside a
country

Fulfilling the United States of America's Title VII of Civil Rights Act (1964)

1. Approves of the establishment of a committee to work towards aid distribution


in violence against minorities to empower women:
a. Ensuring the committee is headed by an unbiased panel;
b. The committee will require detailed reports to be submitted as to
ensure that all funds are being used for the purpose of inclusion and
safeguard of minorities in sectarian conflict zones;
c. the allocation and implementation of these funds and tasks will be directly
administered by the World bank
and UNHRC;
2. Calls for the “ LTSD (Long Term Strategic Development) Plan” in order to
improve the conditions of working women minorities in conflict-stricken nations:
a. Updating the National abuse helpline with an all-female staff, equipped
with sufficient facilities which allows 24 hours operations of these
helplines;
b. Piloting the use of social media, this campaign will not only spread
educational awareness, aimed at breaking social norms, gender roles
and social stigma;
I. It will furthermore promote the National Abuse helpline on all media
platforms including television, newspapers and radios for poverty
stricken areas;
ii. This will aim to not only promote awareness regarding the long term
physical and psychological violence effects but also share the National
helpline on a national wide scale level as many conflict stricken areas
are uninformed of its presence;

3. Recommends the RIM framework:


a. R: Recognising those minorities that are not being provided with
efficient and equal educational facilities with UN programs such as UN fact finding
mission;
b. I: Implementing targeted policies, programs and camps within these
regions through those UN observed programs;
c. M: Monitoring and overseeing the effectiveness of the programs and
making suitable changes to the program on a yearly basis;

4. Adopts The IP Framework as an Accountability Measure for the funding mechanisms:


a. An International Investigative body to be created using IMF funding
which will include the CIA as well as FSB;
i. IMF funding would include grants not loans;
ii. A committee to be formed under ECOSOC which would do the
following:
A. Investigate into corruption;
B. Money will go through this committee before being given to the
countries for the purpose of humanitarian support;
C. Multilateral support which is going to be given through the
creation of global fund pool will firstly entail countries with stable
and strong economic conditions to be part of the global fund
pool and the committee will be monitoring all the funds
contributed to the global fund pool;
D. Contribution to the global fund pool according to the economic
conditions;
5. Emphasises Non-Governmental Organisations (NGOs) to play an important
role by providing material help to victims, provide urgent intervention in a
context where a certain government is unable to do so, promote social
cohesion, provide a channel for ordinary individuals to contribute in various
ways to a crisis, the system:
a. Will be practical and more effective in providing social services to
minorities in sectarian-conflict stricken nations;
b. ill carry out better and more just distribution of funds to the
Communities.

6. Calls upon member states to strengthen welfare states to ease the triple burden on
women, including:

a. Increasing access to affordable childcare and family leave policies;

b. Implementing flexible work arrangements and telecommuting options;

c. Providing resources for caregivers and dependent family members;

7. Urges governments and private sector entities to promote women's participation in


STEM fields through:

a. Scholarships and mentorship programs for women and girls in STEM education;

b. Internship and job training opportunities in STEM industries;

c. Encouraging diverse hiring practices and gender-balanced workforces;

8. Requests the International Labour Organization (ILO) to develop guidelines for:

a. Transparent salary practices between individuals of the same qualification and equal
pay for equal work;

b. Addressing occupational segregation and gender-based discrimination;

9. Decides to grant interest free loans to support initiatives addressing the gender wage gap,
including:

a. Research and data collection on the gender wage gap;

b. Capacity-building programs for women's empowerment and economic independence;

c. Support for small businesses and entrepreneurship initiatives led by women;


10. Suggests enforcement of OBR department in the givens bloc countries to be clone of
UK’s OBR structure:
a. ensure any Government making significant and permanent tax and spending changes will
be subject to an independent assessment by the Office for Budget Responsibility (OBR)
giving them the power to produce an assessment at a time of its choosing;
b. The National Wealth Fund (NWF) will be central to it’s Government’s mission to deliver
growth and a greener economy, Capitalised with an additional £7.3 billion, the NWF will
make transformative investments across every part of the country - mobilising billions of
pounds worth of additional private sector investment, which would aim to generate £3 for
every £1 invested;
c. Collaboration of investment to be made by NWD with business banks under NWF,
infrastructural banks and aid;
d. banning exploitative zero-hour contracts, ensuring workers have a right to a contract that
reflects the number of hours they regularly work and that all workers get reasonable
notice of any changes in shift with proportionate compensation for any shifts cancelled or
curtailed, This will end ‘one sided’ flexibility, ensuring all jobs provide a baseline level
of security and predictability;
e. making parental leave, sick pay and protection from unfair dismissal available from day 1
on the job for all workers, We will continue to ensure employers can operate
probationary periods to assess new hires;
f. establishing a Fair Pay Agreement in the adult social care sector and, simplifying the
process of statutory recognition and introduce a regulated route to ensure workers and
union members have a reasonable right to access a union within workplaces;
g. enshrining in law the full right to equal pay for ethnic minorities and disabled people,
making it much easier for them to bring unequal pay claims, Claimants currently face
significant barriers when bringing pay discrimination claims on the grounds of ethnicity
or disability, Enshrining in law the full right to equal pay for ethnic minorities as well as
disabled people will make it easier for them to bring forward equal pay claims where they
have been underpaid;
h. introducing mandatory ethnicity and disability pay reporting for larger employers (those
with 250+ employees) to help close the ethnicity and disability pay gaps, Surfacing pay
gaps will enable companies to constructively consider why they exist and how to tackle
them;
