CHAPTER I
BACKGROUND OF THE STUDY
Introduction
The Sangguniang Kabataan (SK), as the primary organization representing the youth
in the Philippines, plays a crucial role in fostering active participation among young
individuals in nation-building and community development. SK officials are entrusted with
creating and implementing programs and activities that address the needs and aspirations of
the youth. These initiatives typically involve leadership training, community outreach
programs, educational campaigns, sports development, and health awareness projects.
However, the success of these endeavors based on effective planning, proper budget
management, and accurate reporting of accomplishments.
For the Municipality of Dumingag, Zamboanga del Sur, the need for a reliable and
efficient system to manage the SK’s project budget and accomplishment reports has become
clear. Traditional methods involving paper-based documentation and manual processes are
not only time-consuming but also prone to errors and inefficiencies. These challenges hinder
the ability of SK officials to allocate resources effectively and provide transparent updates to
stakeholders. To address these issues, the Web-Based Sangguniang Kabataan Project Budget
and Accomplishment Report system has been proposed as a modern solution tailored to the
unique needs of SK officials and the youth they serve.
This innovative platform is designed to digitize and centralize the processes related to
budget management, project tracking, and accomplishment reporting. By automating these
processes, the system aims to minimize human error, enhance data accuracy, and reduce the
administrative burden on SK officials. Furthermore, the platform enables real-time
monitoring of financial transactions and project milestones, ensuring that every peso
allocated is accounted for. The system also facilitates transparency and accountability by
allowing stakeholders, including local government units (LGUs) and community members, to
access updates on SK projects and budgets.
The introduction of this web-based system aligns with the government’s advocacy for
digital transformation and e-governance as outlined in Republic Act No. 11032, or the Ease
of Doing Business and Efficient Government Service Delivery Act of 2018. It also reflects
the commitment of the SK in Dumingag to uphold principles of good governance,
transparency, and active participation. The system is not merely a technological tool; it
represents a shift towards empowering the youth as key contributors to local governance and
sustainable development.
Moreover, the adoption of this system addresses the broader challenges faced by
municipalities in rural areas like Dumingag, where access to digital solutions has traditionally
been limited. The platform’s user-friendly interface ensures that SK officials, regardless of
their technical expertise, can utilize the system efficiently. It also provides a communication
channel to bridge the gap between the youth and their representatives, encouraging more
robust community engagement and collaboration.
This document delves into the development and implementation of the Web-Based
Sangguniang Kabataan Project Budget and Accomplishment Report system. It explores its
objectives, features, and anticipated impact on the community of Dumingag, Zamboanga del
Sur. By adopting this innovative system, the SK aims to set a benchmark for effective and
transparent governance, empowering the youth to play an active role in shaping their
community’s future.
PROJECT CONTEXT
The Sangguniang Kabataan (SK) in Dumingag, Zamboanga del Sur, faces significant
challenges in managing project budgets and accomplishment reports due to outdated manual
processes. These traditional methods are time-consuming and prone to errors, making it
difficult for SK officials to efficiently record financial transactions and prepare accurate
reports. Errors and misplaced documents often lead to discrepancies in budgets and delays in
project implementation, which can impact the overall effectiveness of their initiatives.
Another pressing issue is the lack of transparency in financial and project management.
Without a centralized platform, stakeholders such as local government units (LGUs) and
community members have limited access to real-time updates on SK projects and
expenditures. This creates mistrust and misunderstandings, affecting the credibility of the SK.
Additionally, the slow compilation of accomplishment reports hinders timely decision-
making and reduces the efficiency of project evaluation and planning. These challenges
highlight the need for a web-based system to streamlinedesign processes, improve
transparency, and ensure accountability. A digital solution would enable SK officials to
automate budget management, track project progress, and provide real-time updates to
stakeholders, empowering the SK to serve the youth and community of Dumingag more
effectively.
The purpose of this study is to develop a web-based system that addresses the
challenges faced by the Sangguniang Kabataan (SK) in Dumingag, Zamboanga del Sur,
particularly in managing project budgets and accomplishment reports. By transitioning from
manual, paper-based processes to an automated system, the study aims to designstreamline
budget tracking, improve accuracy in financial records, and make reporting more efficient.
The system will also promote transparency and accountability by providing stakeholders,
such as local government units (LGUs) and community members, with easy access to real-
time information about SK projects and expenditures.
This study was proposed to solve the issues of inefficiency, errors, and lack of
transparency that have been identified in the current processes. The absence of a centralized
and automated platform hinders the SK's ability to effectively allocate resources and deliver
timely updates on their programs and accomplishments. With a web-based system, the SK
can ensure better management of funds, faster reporting, and stronger trust among
stakeholders. Ultimately, the project will help the SK fulfill its mission of empowering the
youth and contributing to the development of the community.

The Sangguniang Kabataan (SK) Management System is highly significant for several
reasons. First, it greatly improves the efficiency of SK councils by automating key
administrative tasks like program planning, budgeting, and communication. This automation
streamlinedesigns these processes, saving time and effort, and allows SK members to
concentrate on strategic projects and community outreach.
The system enhances transparency and accountability within the SK councils. By
centralizing financial records and activity tracking, it provides accurate and accessible
information, which helps build trust with the community and ensures that resources are
managed properly.
The SK Management System supports better decision-making through its advanced
data management and reporting capabilities. It provides real-time access to detailed data and
analytical tools, enabling SK members to assess program effectiveness, identify areas
needing improvement, and make well-informed decisions. This results in more effective
governance and a greater positive impact on both the youth and the community.
Definition of Terms
Management System

A system or application that works online and can be accessed using a web browser.
Federated SK Official
An SK leader who helps coordinate and manage SK activities for multiple barangays
in a town, city, or province.
Barangay
The smallest local community or village in the Philippines, led by a Barangay Captain
and officials.
CHAPTER Ⅱ
This chapter presents some significant readings about technical background, software
specifications, programming environment, and related studies in local and foreign studies that
are used in this research.
Technical Background
The system is hosted online, so users can access it anytime and anywhere with an
internet connection. It also uses security measures to protect data and ensure privacy. By
automating tasks and reducing paperwork, the system improves how SK projects are
managed, making the process faster, more transparent, and reliable for everyone involved.
Software Specification
The Web-Based Sangguniang Kabataan (SK) Project Budget and Accomplishment
Reports Management System for Dumingag, Zamboanga del Sur is a comprehensive software
solution designed to streamlinedesign and automate the management of SK project budgets
and progress reports. This system allows the local SK officials to input, track, and update
financial data, project statuses, and accomplishments in real-time, making the reporting
process more efficient and transparent. Developed using the Django framework, the platform
is web-based, ensuring easy access for authorized users from different locations within the
municipality. The system includes features for submitting and reviewing project budgets,
monitoring fund allocation, generating detailed accomplishment reports, and facilitating
communication among SK members and other stakeholders. With secure login
authentication, the platform ensures that only authorized personnel can modify sensitive data.
The system aims to promote accountability, reduce paperwork, and improve decision-making
by providing accurate and up-to-date project information.
Hardware Specification
In this phase the researchers utilized the following hardware as a minimum need to run
the system.
Figure 2.1 shows the Personal Computer. Laptop computer, For mobile access tablets, LAN

The hardware specification for the Web-Based Sangguniang Kabataan (SK) Project
Budget and Accomplishment Reports Management System in Dumingag, Zamboanga del Sur
will include robust infrastructure to ensure high availability and optimal performance. The
system will be hosted on a dedicated cloud server with a minimum of 16GB of RAM, a
multi-core processor (Intel Xeon or equivalent), and at least 1TB of SSD storage, providing
ample space for project data, reports, and backups. The cloud server will be configured for
redundancy, with a backup server to ensure continuity in case of failure, and will support
scalable resources to handle increased traffic or future expansion.
Workstations for SK officials, local government staff, and auditors will be equipped with
desktop computers or laptops with a minimum of 8GB of RAM, an Intel Core i5 processor
(or equivalent), and SSD storage for faster data access and report generation. These
workstations will run the latest version of popular web browsers, such as Google Chrome or
Mozilla Firefox, to ensure compatibility with the web-based platform. For mobile access,
tablets or For mobile access, tablets laptops may be used, providing flexibility for remote
work.
The local area network (LAN) will be equipped with high-speed, managed switches,
routers, and secure firewall configurations to ensure stable and secure communication
between users and the server. A fiber optic or high-speed broadband internet connection (with
at least 100 Mbps bandwidth) will be required for smooth system operation, especially for
users accessing the platform simultaneously. Backup internet connections will be considered
to minimize service disruptions.
To safeguard against power outages, an uninterruptible power supply (UPS) with
sufficient battery capacity will be installed for the server and critical networking equipment,
ensuring no data loss or downtime during electrical interruptions. Additionally, regular data
backups will be performed to cloud storage or off-site servers to ensure data recovery in the
event of system failures.
This hardware infrastructure will provide the necessary support for the system’s users,
ensure uninterrupted access to project data, and maintain the security and integrity of the SK
project budget and accomplishment reports.
Programming Environment
The Programming Environment for the Web-Based Sangguniang Kabataan (SK)
Project Budget and Accomplishment Reports Management System in Dumingag, Zamboanga
del Sur will be built using the Django framework, a high-level Python web framework that
encourages rapid development and clean, pragmatic design. Django will handle the backend,
providing a secure and scalable environment for managing project budgets, financial reports,
and accomplishments. The system will utilize Python as the primary programming language
and SQLite or PostgreSQL as the database for data storage and management.
The frontend will be developed using standard web technologies such as HTML5, CSS3, and
JavaScript, with optional integration of React.js or Vue.js for a more dynamic, interactive
user experience. Django's built-in template system will allow for the seamless integration of
the backend with the frontend, ensuring smooth data rendering and user interactions. For
security, SSL/TLS encryption will be implemented to ensure the safe transmission of
sensitive information, and user authentication will be handled through Django’s
authentication system, with support for role-based access controls.
The development environment will use Visual Studio Code or PyCharm as the
integrated development environment (IDE), with Git for version control and GitHub for
collaboration and code management. The application will be deployed on a cloud server
using Nginx or Apache as the web server, and Docker will be used for containerization,
ensuring that the application is consistent and portable across different environments. This
programming environment will provide a reliable, secure, and scalable platform to manage
the SK project’s budgets and accomplishment reports efficiently.
Related Studies
This chapter discusses a review of related literature as well as studies relevant to the
planned investigation. Reviews of Related Literature are used to help students grow and
understand their studies.
Foreign Studies
According to Minbaeva (2019), although the use of project teams is on the rise,
there is a limited understanding of how project managers can ensure project team success.
Research to date is relatively broad and does not pinpoint how and why leadership influences
success in a project team context. Along these lines, we draw from social learning theory to
illustrate that ethical leadership influences project success through leader trust and knowledge
sharing.
According to Lee (2021), the information needed for capital budgeting is generally
not known with certainty. The sources of uncertainty may be the net cash inflows, the life of
the project, or the discount rate. We propose a capital budgeting model under uncertainty
environment in which the concept of probability is employed in describing fuzzy events and
cash flow information can be specified as a special type of fuzzy numbers. The present worth
of each fuzzy project cash flow can be subsequently estimated. At the same time, to select
fuzzy projects and determine the optimal decision time under limited capital budget, we offer
an example to analyze the results of the capital budgeting problem under uncertainty using a
fuzzy real option valuation.
According to Jha (2020), international construction projects encompass various
risks, and it is essential to evaluate and manage them to achieve project and firms’ success.
As approaches to addressing international market risks vary from one country to another, the
purpose of this paper is to identify the critical risk factors of embarking on international
construction projects according to Indian experiences.
Local Studies
According to Chopko (2020), the aim of the article is to study the available ways to
improve the strategic management system in youth public organizations, based on successful
principles and practices of commercial organizations in combination with the specifics of
public activities and youth policy. With regard to the analysis of scientific works of world
scientists and the practical experience of the authors, the components of the system of
strategic development management are considered, and trend management principles are
systematized. As a result of the study, a comprehensive approach to determining the
development priorities of youth public organizations and the priority development goals until
2025 are proposed. The necessity of a two-stage formation of a sustainable development
strategy in a youth public organization is justified. The article indicates that improving the
system of strategic development management by youth public organizations is possible only
through the use of innovative approaches. Among the approaches, more attention should be
paid to application of trend management principles, the most effective management practices
and the latest methods. A promising issue requiring more careful consideration in further
studies is the cyclical nature of the process of managing strategic development by youth
public organizations. The future transition from sequential to cyclical management in youth
organizations will ensure rapid achievement of development priorities.

DESIGN AND METHODOLOGY
System Design
The System Design for the Web-Based Sangguniang Kabataan Project Budget and
Accomplishment Reports Management System focuses on how the system will work and
what it will look like. The system will have a client-server architecture, meaning users will
access it through their web browsers, and the server will handle all the data and business
logic behind the scenes. The design includes a relational database to store all important data
such as projects, budgets, reports, and user information. The system will be divided into
different modules, each focusing on a specific task: one for managing projects, another for
handling budgets, and another for submitting and approving reports. A secure login system
will ensure only authorized users can access sensitive information, and the user interface will
be simple and easy to navigate. The system will be designed to be accessible on various
devices like computers, tablets, and smartphones, ensuring it can be used by SK members and
officials wherever they are.
Implementation
Testing
The Testing phase of the Web-Based Sangguniang Kabataan Project Budget and
Accomplishment Reports Management System focuses on making sure the system works
correctly and is free of problems. During this phase, the development team will test each part
of the system to ensure it functions as expected. This includes checking if users can properly
enter project information, track budgets, and generate reports. The system will also be tested
for security, ensuring that only authorized users can access sensitive data. User Acceptance
Testing (UAT) will be conducted with actual SK members and administrators to confirm that
the system is easy to use and meets their needs. Any issues or bugs found during testing will
be fixed before the system is fully deployed, ensuring that it works smoothly and reliably
when it is launched.

The Maintenance phase of the Web-Based Sangguniang Kabataan Project Budget and
Accomplishment Reports Management System ensures the system continues to run smoothly
after it is launched. This phase involves fixing any problems or bugs that might appear,
updating the system to improve performance, and adding new features if needed. The team
will also apply security updates to protect the system from threats and ensure that only
authorized users can access it. Regular checks will be done to make sure the system is
working well, and any necessary adjustments will be made to keep it up-to-date. The goal of
maintenance is to ensure the system stays reliable, secure, and effective for the long term.

CHAPTER IV
DEVELOPMENT, TESTING AND IMPLIMENTATION
In this phase, the techniques, processes, tools, and methods of data collection used for
the development, testing, and implementation of the Web-Based Sangguniang Kabataan (SK)
Project Budget and Accomplishment Report Management System are outlined. This section
describes the tasks and actions carried out by the researchers to complete the project
successfully. Various system modules were developed, each designed to address the specific
needs of the project. The modules include the Login dashboard for administrators and the SK
Chair, the Registration for SK Chair Dashboard, the SK Chair Dashboard, the Admin
Dashboard, the Accomplishment Dashboard, and the Generate Dashboard. Each dashboard
was discussed with their respective figures below.
