REPORT ON MASSHA DIVISION ELECTION CONFERENCE
Brief Background
The Malawi Secondary School Head teachers’ Association (MASSHA)
conducted elections for the National Executive Committee (NEC) on
6th December 2021 at Blue Waters Holiday Resort in Salima. Prior to
the elections, MASSHA launched its constitution. The Constitution,
as a rule book, mandates the NEC to conduct election conferences
to usher in Executive Committees at Divisional level.
Thus, guided by the Constitution and the Workplan that the NEC
developed, the Divisional Election Conferences were scheduled to
take place from March to May. With guidance from the Directorate
of Secondary Education, MASSHA settled for 14th April, 2022 as the
date to conduct the elections across the six education divisions.
Desirous to conduct elections that will be credible, transparent, free
and fair, MASSHA worked in liaison with the Education Division
Office in the organization and conduct of the elections. Other key
stakeholders like the Teachers’ Union of Malawi (TUM) and
Secondary School Teachers’ Union (SESTU) were also invited to send
their representatives to attend the conferences as observers.

On 14th April, the day of the elections, two out of the six Education
Division Managers (EDMs) attended the conferences in their
respective Divisions otherwise others sent in their representatives as it can be noted in the
table below:

Election Process
As evidently stipulated in the MASSHA Constitution, delegates to the Division Elections
Conference are drawn from the education districts that make up the Division. That is, nine (9)
members that form the Executive Committee at District level, are the identified as delegates and
consequently hold voting rights at such elections.
The Constitution was read out to the delegates to ensure that the process is in tandem with the
Constitutional provisions. All the 9 positions were up for grabs during the elections which were
to be through secret ballot.
Prior to the voting process, the Committee that was holding powers was dissolved to allow the
commencement of the voting process.

Observations
The elections went on well and a critical analysis on the results shows that all districts in the
divisions are fairly represented. One critical point worth mentioning is that in NED, Sr.
Clementina Phiri declined to take up the post. As such Chitipa MASSHA, as the elected holder
of the position was asked to provide another name to replace Sr. Phiri. Thus, the Committee
provided the name of Rose Phiri as the new Gender Coordinator.
Conclusion
Now that the elections at Division level have been done, the onus now rests squarely on the
Division Executive Committee to go down to work and ensure that MASSHA is vibrant and

working towards achieving its set objectives. Besides, the Constitution mandates the
Divisional Executive Committee to organize and conduct elections in all education districts
to ensure that MASSHA is institutionalized. It is thus expected that the elected officials will
do the needful in all districts before the end of May.
These were also advised to come up with workplans to guide their operations and these to
be shared with the NEC which is mandated to oversee the operations of the institution at
national level.
