1.1 INTRODUCTION
The operational policies, recommended procedures for crew coordination and CRM are
covered in this document to provide a basis for standardization. It should however be
noted that good judgment and logic cannot be replaced when conditions fall beyond the
scope of the procedures. Each crew member is assigned an area of responsibility.

1.2 DISTRIBUTION LIST


Master Copy of B-1900D Standards Operating Procedures is retained and controlled by
the office of Chief Pilot Training. Distribution list of B-1900D SOP is as under:

1. Head of Flight Operations.


2. All Flight Operations Chief Pilots.
3. All flight crew (B-1900D)

The distribution list will be maintained and updated by Chief Pilot Training according to
operational needs and requirements.

1.3 HOW TO FILE REVISIONS


This manual is controlled document and is audited to ensure that it is properly
maintained. When a revision is issued for this manual, following instructions shall be
followed as a guide line for the manual update process:-

STEP 1
Upon receipt of a revision packet, ensure that the revision received is in continuation to
the last revision record.

STEP 2
Before updating this manual with the new revision, make sure the manual has previous
revisions inserted.
1. Revision records for this manual are shown on page 8.
2. Compare the last revision signed off in the manual to the new revision.
3. The new revision will be the next number in sequence.
4. Insert the new revision and remove the old pages.

STEP 3
When new revision is inserted, turn to the REVISION RECORD page, insert date and sign
on the appropriate revision line.

NOTE: As revisions are received and entered in to this manual, complete the revision
record boxes. To maintain an accurate history of revisions, keep revision records sheet in

1.4 REVISION SUMMARY


This revision represents a major design change in the original Multi Crew Standard
Procedures, which has been an adaptation from the B190 SARPs. This revision
incorporates industry best practice and safety recommendations. The following list is a
summary of design and philosophy changes.
1. Standard Procedures and briefings simplified. Simpler procedures allows for
easier compliance and situational awareness in demanding situations.
2. Areas of responsibility. Major emphasis of crew operating areas of
responsibility. The same applies to the normal and non-normal operations.
3. PM responsibilities. The role and responsibility of the Pilot Monitoring
emphasized.
4. Checklist simplified. Only critical items and aircraft performance related items
are retained in the checklist. Other items are still done by flow but not
required in the checklist.
5. All briefings, aircraft setup and non taxi critical items are completed while the
aircraft is stationary allowing the crew to focus, not combining two things
together and avoid distractions during taxi.
6. Runway occupancy. Checklist and on runway actions reduced to minimize
runway occupancy time.
7. Emphasis on threat and error management.
8. Procedures re-aligned to conform to AFM requirements.
9. Non-precision call outs for CANPA (Constant Angle Non Precision
Approach)/Constant Descent Final Approach (CDFA) as recommended by
ICAO.

2.1 General Operation


With regard to flight safety and general cockpit management, it is imperative that all
crewmembers adhere strictly to all governing documents (SARPS, Operations Manuals,
etc.). Standard call-outs are compulsory and unscheduled call-outs are only to be made
when deviations from standard flight paths are observed.

2.2 Sterile Cockpit


During ground maneuvering, operating in terminal areas while airborne, flight crew must
devote their full attention to operating the aircraft and must not allow secondary activities
such as paper work, unnecessary radio transmissions, unnecessary cockpit set-up, casual
conversation or interference from cabin crew or passengers to distract them from their
primary task. The Crew shall ensure a sterile cockpit when below 10000 ft AMSL and/or
clear of the terminal area and conversation shall be limited to only that pertinent to flight.

2.3 Transponder Usage


Transponders are to be used in flight at all times. If no transponder code has been
allocated, then 2000 on mode C is to be set.

2.3.1 VHF Radio Usage


VHF 1 should be used to communicate with ATC. VHF 2 should be used for all other
operational radio communication. Crew are to adhere to the requirements of position
reports as applicable. All radio procedures are to be made in accordance with ICAO Doc
4444 and to comply with ICAO ANNEXTURE 2 policies regarding use of head phones and
flight deck speaker use.

2.4 illumination of master warning/caution


If any caution/warning lights illuminate, either of the pilots will inform the other of the
reason for the illumination of the light before extinguishing the master caution light.

2.4.1 Operation of ENGINE ANTI-ICE


Ground: Engine Anti-Ice should remain ON for all ground operations. Engine Anti-Ice
should be set prior to take-off.
In-flight: Engine Anti-ice should be on whenever OAT is +5°C or below in visible moisture.

Take-off: Engine anti-ice must be OFF for all take-offs on paved runways above 10°C OAT.
For unpaved runways the take-off must be done with regards to the applicable
performance criteria as laid out in the AFM Supplementary section.

Landing: When landing on gravel/grass strips, Engine Anti-Ice should be opened prior to
landing. This shall be briefed during the normal Approach briefing.

2.5 500 FT APPROACH STABLE


The call “500 ft Approach Stable” is made by PM at 500 ft above DA/MDA referenced to
the pressure altimeter. This call is to ensure a last chance check that the aircraft is on a
stable flight path and will remain so until touchdown. Should the following parameters
not be satisfied, a Go-around must be executed for that approach. The aircraft should be
fully configured for landing by 1000 ft AGL in IMC OR in VMC by 500 ft AGL, with landing
checklist completed.

2.5.1 MONITORED APPROACH


All non-precision approaches should be flown as a monitored approach as well as all ILS
approaches where the weather is below: Cloud Base is less than 500ft and or if the
reported visibility is less than 2000m.

2.6 BRIEFINGS
Briefing between the two pilots is essential to achieve a safe multi-crew operation. It is
essential that each pilot is aware of what to expect in both normal and abnormal
situations. Briefings should be specific to the requirements of operation. Emphasis of the
briefings shall be on threat and error management and practical conduct of flight.

2.7 CREW DUTIES


Captain shall not designate if:
 Cloud base below 500ft or visibility less than 2000M (see monitored
approach).
 Cross wind component exceeds 15 Kts.
 Runway is slippery/contaminated or braking action reported as less than
good.
Pre-flight and post flight crew duties are divided between the Captain and First Officer.
Phase of flight duties are divided between the Pilot Flying (PF) and the Pilot Monitoring
(PM).

Each crewmember is responsible for moving the controls and switches in their area of
responsibility:

 The phase of flight areas of responsibility for both normal and non-normal
procedures are shown in the Area of Responsibility illustrations in this section.
Typical panel locations are shown.
 The Captain shall be designated '' Pilot Flying (PF)'' while the aero plane is on
the ground. He will taxi the aero plane and call for the required checklist. The
Captain shall handover the controls to the First Officer after the aero plane is
lined up and the Take off power is set (if the First Officer is designated to fly
the sector). Captain shall take over the controls prior to vacating the runway
after landing.

Captain may direct actions outside of the crewmember’s area of responsibility.

General PF phase of flight responsibilities are:


 Taxiing.
 Flight path and airspeed control.
 Airplane configuration.
 Navigation.

General PM phase of flight responsibilities are:


 Monitoring taxiing, flight path, airspeed, airplane configuration and
navigation.
 Checklist reading.
 Communications.
 Tasks asked for by the PF.

Any time that control of the aircraft is transferred from one pilot to the other, the
following phraseology shall be used:-
 Pilot taking control: “I HAVE CONTROL”.
 Pilot handing over control: “YOU HAVE CONTROL”.

When control is transferred, the pilot handing over control must make the other pilot
aware of the intentions and flight conditions e.g. track, altitude, autopilot selection
(on/off), flight director selection, etc.

2.8 REJECTED TAKE OFF PROCEDURE

Procedure for RTO as given in chapter 11 is supplemented by the following:-

Decision to Reject Take Off. Whenever the either pilots decide to reject Take off, he/she
shall call ''STOP'' and promptly executes rejected Take off actions as stipulated in Chapter
11, sub Para 11.4. PF will keep his hand on the power levers until V1. PM shall precisely
call any malfunction or threat affecting the safety of the aircraft.

2.9 AUTOPILOT (AP) AND FLIGHT CONTROL PANEL (FCP) PROCEDURES


Crew must always monitor:-
 Airplane course.
 Vertical path.
 Speed.
When selecting a value on the FCP (Flight Control Panel), verify that the respective value
changes on the FMA (Flight Mode Annunciator), as applicable.
The Flight Control Panel (FCP) is the PF’s responsibility. On the B1900D both FCP’s operate
independently. For this reasoned due to the position of the FCP panels the PF must make
his own FCP selections and direct the PM to also make changes on their panel. The Auto
Pilot (AP) is the PF’s responsibility. When flying manually, the PF directs the PM to make
the changes on the (FCP) Flight Control Panel.
Announcing changes on the FMA (Flight Mode Annunciator) display when they occur is
good CRM practice.

2.10 ATC CLEARANCES


When a clearance are received and copied but not understood by both pilots as the same,
clarification from ATC should be sought immediately to resolve the conflict. Never resolve
a clearance issue by cockpit consensus alone. Acknowledge all clearances with a
COMPLETE read back including your FULL CALL SIGN.

At 1000 ft. before pre-selected altitude the PM will call, “1000 to level off”. The PF will
respond with the call, “Check”.

The following must be confirmed and acknowledged between pilots:-


 ATC clearance and altimeter settings and amendments thereto.
 Runway clearance before proceeding on to the active runway.
 Take-off clearance before power application.
 Landing clearance before landing.

If any doubt exists as to the clearance, a clarification will be requested from ATC
immediately.

2.11 CHECKLIST USAGE


The normal checklist is challenge and response type checklist. The PF will call for the
checklist by name, where upon the PM will first read the checklist heading then the
checklist items. Upon a challenge from the PM the PF will respond with the appropriate
response.
In situations where the checklist states “As required” the correct response is that
corresponding to switch position. In situations where both pilots must respond the PF
shall respond first, followed by the PM.
The exceptions are the “After Take-off Checklist” which is done as a read and respond
checklist by the PM and the “Secure Checklist” which is completed as a read and do
checklist.
Abnormal checklists are completed as a “read and do” by the PM. Actions are based on
area of responsibility. Memory items in a checklist should be verified by both crew
members.

5.1 TAXI
On completion of start up, Capt shall ensure removal of all ground connections and request
hand signal on appropriate side. First officer shall request taxi clearance from ATC. After
receiving signal from ground crew and taxi clearance from ATC, both pilots shall check respective
sides and announced “LEFT/RIGHT CLEAR”.

5.2 POWER BACK


Power back using reverse power should be avoided. If required it shall be carried out at slow
speed using the following precautionary measures:-
 ATC clearance obtained, specifically requesting power back.
 Ground staff briefed to check area clear before and during power back,
communication with cockpit through use of thumbs up to signal area clear and
thumbs down to signal an obstruction or any reason to stop the aircraft.
 Slight reverse power application, just before releasing the park brake to avoid
forward movement.
 Capt & First officer to keep their feet off the brake pedals and on the floor.
 Never use the brakes during power back to avoid possible tail strike.
 Use ground idle or positive power to decrease speed or stop.

5.3 EXTERIOR LIGHTS


Capt shall select TAXI light ON before taxi and announce “OFF BLOCK TIME ____”. First officer
shall record the time.

5.4 BRAKES CHECK


As soon as aircraft rolls check brakes as per procedure given in FCOM.

5.5 TAXI SPEED


 Straight taxi way 25Kts.
 Turn at or below 15 Kts.
 Sharp turn at or below 10Kts.

5.6 WEATHER RADAR


During taxi when clear of congested area, weather radar shall be selected to “WX” from “STBY”
to scan for weather.

5.7 INSTRUMENT AND REVERSE THRUST CHECK


Capt and First officer shall scan their instrument to check for any failure or flags.
PF will check the reverse thrust.

5.8 ATC CLEARANCE


First officer shall receive the ATC clearance, record it on the flight plan. Capt shall also cross
check the ATC clearance for conformity with the filed flight plan, ensuring that GPS (RWY/SID),
Altitude/FL and transponder are set accordingly.

After the system checks the crew should anticipate the timing of expected runway entry
clearance so as to have the following items completed prior to being cleared to enter the
runway without having the strobes and Ice Protection ON for an extended period of time.

8.1 TOP OF CLIMB


Level off shall be verified by FMA annunciators and PF shall announce ''ALT'' and then
''ALT GREEN''.At cruise flight level the PF shall announce '' Compute Cruise Parameters''.
The PM shall check OAT and compute cruise parameters from the performance graph.
Reaching cruise speed the PF shall select Power to calculated cruise Torque. After three
minutes with cruise torque set PM to note down the engine parameters in tech log on
first flight of the day.

8.2 CRUISE
Once stabilized in cruise, the PM will maintain the flight plan and fuel score on the flight
plan as per OM Chapter A8 Page 84.

8.3 TURBULENCE
In turbulent condition, speed shall be progressively reduced till a comfortable cruise
speed is attained. In moderate to severe turbulence, maximum 170 Kts shall be
maintained with seat belts sign switched ‘‘ON’’ and both PF and PM wearing shoulder
harnesses.

8.4 NAV AID/ FLIGHT PLAN


Nav aids such as VOR and NDB shall be tuned and identified by PM. PM shall also monitor
the flight on Jeppesen map and update the flight plan.

8.5 WEATHER RADAR


Weather radar tilt shall be adjusted as per weather radar manual for accurate weather
depiction on its display.

8.6 ENROUTE WEATHER


PM shall continue updating enroute airfields weather for in flight contingencies/
emergencies.

10.2 NON PRECISION APPROACH CALL OUTS

NOTE 1: Non precision approaches should be flown as CDFA (Constant descent final
approach). Reference ICAO8168. (Jeppesen ATC P- 216).
NOTE 2: Use MDA +50’ for minimums to avoid descending below MDA during the Go-
Around.

11.1 Introduction
The following material is guidance for abnormal and emergency multi-crew operation of
the aircraft.

Latest CRM training and Simulator experience has proven that a systematic approach to
dealing with non-normal situations leads to the best possible outcome. It is recommended
the crew utilise a decision and risk management model (RMM). This model allows for
flexibility in the cockpit while still dealing with non-normal situations systematically.

The most important tasks are AVIATE, NAVIGATE and COMMUNICATE, in order of
priority. Only once the aircraft has reached a ‘Safety Window’ should one start the
Management process and non-normal Checklists. Abnormal and Emergency checklists
form part of the Management Model process.

A “Safety window” is a concept and cannot be defined by a fixed set of parameters. It will
vary according to the situation. For example:
1) In a busy circuit pattern: once clear of all the traffic (2000’ AGL and more than 5nm
from the field).
2) On an IFR departure: safely on track or en-route to a holding that has been requested
from ATC or even only once in the holding pattern.
3) In mountainous terrain…safely clear of terrain or MSA.

During all non-normal situations, pilot monitoring duties are essential. Where possible the
Captain should be the pilot monitoring.

All actions taken during the emergency are done in a positive and deliberate manner and
not done in haste.

In all abnormal and emergency procedures the following practice should be adopted:

AVIATE Control the Aircraft (Autopilot if available)


Contain (Memory items if required)

NAVIGATE To safety window


Lateral - stay on track or engine inoperative routing
Vertical - to terrain clearance/altitude limitations

COMMUNICATE Mayday or Pan call


(Be careful of further ATC distractions until situation is under
control)

11.5 ENGINE FAILURES

In the event of an engine failure, the tasks of Aviate and Navigate become challenging and
are yet crucial to ensure a safe outcome. The PF must focus as much attention as possible
on controlling the aircraft. Using Flight Director and, where appropriate, the autopilot, will
reduce the PF’s workload considerably.

It is crucial that the PM monitors flight path and assists the PF with FDP selections.

The PM shall also action the memory items, however the PF must verify the correct switch
or lever selection before the PM may action it.

The principles of dealing with an engine failure in flight do not change (Identify, Verify,
and Memory Items). The SARPS (standard and recommended procedures) divide these
duties between the PF and PM. Additional items have been added to the Beech craft
procedures to include the use of the Flight Director, and to ensure that both crew
identifies the failed engine correctly.

12.1 TAKEOFF
Slippery or contaminated runways significantly decrease the takeoff performance of the aircraft.
Tailwind takeoffs are not permitted on slippery runways.
Comply with the performance as applicable in the Supplementary section of the AFM. Takeoff is
not recommended if the braking action is reported to be less than medium.

12.2 LANDING
Braking will be significantly less effective on wet or icy runways. Do not land where deep
standing water, deep slush or deep snow is present unless diversion is not practical.

12.3 WIND SHEAR


Low altitude wind shear encounters are especially significant because wind shear can place the
crew in a situation which will test the maximum performance capabilities of the aircraft and the
crew. Wind shear encounters below 500’ AGL are the most threatening because there is little
time or altitude to respond to and recover from an inadvertent encounter.

12.3.1 WIND SHEAR AVOIDANCE


Carefully assess all available information such as pilot reports of wind shear or turbulence, low
level wind shear alerts and weather reports, including thunderstorm and virga activity. Avoid
areas of known severe wind shear. If severe wind shear is anticipated, delay takeoff or do not
continue an approach until conditions improve. If wind shear is suspected, be especially alert to
any of the danger signals and be prepared for the possibility of an inadvertent encounter.
Crew co-ordination and awareness is very important, particularly at night or in marginal weather
conditions, to ensure immediate recognition of a deteriorating flight path. Closely monitor the
vertical flight path instruments, such as VSI, altimeters and G/S indicators. The PM should
immediately call out any deviations from normal.

Wind shear may be recognised as a change in more than:


+ 15 knots IAS
+ 500 ft/min vertical speed
+ 5 pitch attitude
+ 1 dot displacement from the G/S

12.3.2 WINDS HEAR RECOVERY MANOEUVRE


The following action should be taken when preventative action is not successful, or whenever
flight path control becomes marginal below 500’ AGL on takeoff or landing. The flight crew must
determine the possibility of marginal flight path control using all the information available in the
cockpit.
Power - Set max power
Pitch - Maintain 12 to 15 Nose Up (Do not follow flight director)
Do not reconfigure or attempt to regain airspeed until ground contact no longer a factor.
PM to call any trends towards the ground.
If ground contact imminent, transient power may be required.
