603 (THE CHILD AND YOUTH WELFARE CODE)
● Exemption of Criminal Liability

unable to extinguish between right and wrong.

WHO WAS TO BLAME?
The setbacks of this PD is inevitable, however Government should take measures and be
accountable for the lack of sufficient funding of the programs of the said law. Government
agencies such as DSWD, DOJ, LGU’s and other agencies should maximize their resources (like
facilities and infrastructures) and implement the law with theit utmost capacity. Despite of that,
the parents should also take part on molding their children to be a better individual to contribute
as a productive citizen. As an individual, it is our duty and respond to adhere and obey laws. We
must and we need to unite and make a collaborative effort to implement these laws
