LEAVE RULES

General

It is privilege and not right.

Commences from handing over and ends on taking over of the charge.

Cannot be altered except written request of the employee.

Maximum limit is of 05 years.

Can be combined with holidays.

The employee can undertake no other employment during the leave period.

A) KINDS OF LEAVE (debiting leave account of the employee)

1) Average Pay Leave (APL)

Earned 30 days in a calendar year.

15 days on 01.01 and 15 days on 01.07.

2.5 days per month for new entrants and outgoing employees.

Maximum accumulation is 300 and plus 15 days.

Maximum availing is 18o days at a time.

Leave encashment is permissible at the time of retirement.

2) Half Average Pay Leave (HAPL)

Earned 20 days in a calendar year.

10 days on 01.01 and 10 days on 01.07

Commuted 02 days HAPL for 01 APL.

No time limit for maximum accumulation.

Maximum availing 240 days at a time.

No limit for commutation on medical ground.

Employee must report to duty after availing commuted leave.

No encashment at the time of retirement.

Not granted to teaching staffs of Railway Schools.

3) Leave Not Due

Granted in advance to permanent Railway employees,

Debited against HAPL after reporting duty,

Employee must report to duty after expiry of leave,

Maximum 360 days during the entire service.

Maximum 90 days at a time 180 days in all as Study Leave.

Cannot be granted retrospectively when the employee has resumed the duty.

B) KINDS OF LEAVE ( not debiting leave account of the employee)

1) Extra Ordinary Leave

Granted when no other leave is due.

May be granted even though the employee due if specifically applies other leave.

No salary is admissible during the leave period.

Can be combined with other leave except Casual Leave.

Period of absence can be treated as Extra Ordinary Leave.

Maximum limit at a time is 05 years.

2) Special Disability Leave

Granted to Railway employees who became disable by injury inflicted either


intentionally by some one or caused during the official duty,

Injury must manifest within 03 months from occurrence.

Maximum 24 months on certification from authorized medical officer.

Can be combined with other leave.

Leave salary will be equal to Average Pay Leave for first 04 months and Half
Average Pay Leave for the rest of the period.

If the employee is governed under Workers Compensation Act, leave salary shall
be deducted from the compensation granted to him under the said
Rule.

3) Study Leave

Granted for higher study, which is closely related with duties.

Not granted for academic courses.

Maximum limit is 12 months at a time and 24 months for entire service.

Leave salary for the course in India shall be equal to HAPL.

Cannot be granted to whom have not completed 05 years service due to retire
within 02 months.

4) Hospital Leave

Granted when Railway servant sustains injury while in duty.

Leave salary will be equal to APL.

Maximum limit for leave salary equal to APL shall be 120 days but Railway Board
can extend it on recommendation of GM.

Should be certified by the Railway Doctor.

If combined with other leave, not exceeding 28 months,

Not admissible to the employees declared permanently unfit.

Not admissible to Casual Labors.

Officiating arrangement can be made during the leave period.

5) Maternity Leave

Granted to female Railway employees on confinement.

Admissible up to 02 surviving children.

Granted to the extent of 135 days.

Other leave can also be granted in continuation of this leave up to maximum 01


year with out production of medical certificate.

Maximum six weeks for miscarriage but maximum 45 days as abortion leave
during entire service period.

Can also be granted to unmarried female employees.

6) Paternity Leave

Admissible to married male Railway employees.

Admissible up to 02 surviving children for confinement of wife.

Can be granted for a period of 15 days.

Can be combined with any other leave.

Other Leaves

Casual Leave

Granted for unforeseen causalities for private and personal work.

Maximum 08 days in a calendar year for ministerial staff and 11 days for the staff
those nature of duty are such they are not permitted to enjoy holidays.

Cannot be accumulated if not availed during the calendar year.

Full amount of Casual Leave is granted for that calendar year irrespective of
his/her date of appointment/retirement.

Special Casual Leave

Granted for special occasions such as sports events, blood donation,


representing recognized unions, attending DAR enquires etc.
