28 A. Preliminaries:
29  The activities commenced at 8 am, with the prayer, followed by
30 the singing of the National Anthem and the Biliran Hymn.

32 B. Meeting Proper:
33  PEO II Edwardo Almazan did the roll call of attendees.
34  Provincial Director Jesus Naquila welcomed all the attendees at the
35 first Zoom provincial conference meeting of the DILG Biliran.
36  PD Naquila acknowledged attendees and reminded everyone of the
37 importance of preparing for the CY 2024 Seal of Good Local
38 Governance.
39  He also thanked the participation of various partners for the
40 culmination activities for Fire Prevention and Women’s Month.
41  PD Naquila added this is a collective effort that anchors very
42 essence of knowledge-sharing of DILG’s Local Governance
43 Resource Center.

45 WOMEN’S MONTH:
46  PEO II Edwardo Almazan introduced the Resource Speaker.
47  Dr. Annel Ruth Celis, one of the experts on Gender and
48 Development from Biliran Province State University, served as a
49 Resource Speaker to discuss Gender Sensitivity.
50  Dr. Celis expressed willingness to serve as a Resource Speaker if
51 Local Government Units need experts about Gender and
52 Development.
53  She also suggested Mr. Fernando Quiroz to be a Resource
54 Speaker for the Harmonized Gender and Development Guidelines.

56  QP HARMONIZATION:
57  Mr. Jayson Oledan from the DILG Regional Office 8 presented the
58 updates on the process and new forms along with the E-CSM.
59  He assured that for any questions or clarifications, the RO8 would
60 be assisting.

62 BASIC LIFE SUPPORT AND FIRE DRILL:
63  The Bureau of Fire Protection (BFP) Biliran led a comprehensive
64 discussion on Basic Life Support (BLS), Earthquake Preparedness,
65 and Fire Drill procedures.
66  BFP Biliran provided an in-depth safety briefing and detailed
67 guidance on properly handling fire incidents.
68  Personnel from the Department of the Interior and Local
69 Government (DILG) Biliran actively participated in the fire
70 extinguishing activities.
71  BFP Biliran offered several recommendations, including ensuring
72 an adequate supply of fire extinguishers and implementing
73 preventive measures to avoid fire incidents.

75  DAYAW CRITERIA:
76  OIC Program Manager Blessie De Leon led the discussion on the
77 given criteria and guidelines for the 2024 Dayaw Awards.
78  The feedback on the 2024 Dayaw Awards criteria and guielines
79 included are as follows:
80  It is proposed that the Local Legislative Awards criteria be revised
81 to ensure fairness. Specifically, for LGUs like Biliran, which
82 achieved a rating of 90% and not the required 95%, an alternative
83 solution could be to allocate points for those LGUs recognized as
84 provincial awardees.
85  The criteria for the Seal of Good Local Governance for Barangays
86 (SGLGB) should be adjusted to reflect the percentage of passers
87 and not the improvement in the number of barangays that meet the
88 standards.
89  For individual award categories, it is recommended that the criteria
90 primarily derive from the Individual Performance Commitment and
91 Review (IPCR) commitments, especially since there are items
92 declared in the IPCR that are not included in the OPB targets.
93  The criteria for the Lupong Tagapamayapa Incentive Awards (LTIA)
94 should consider whether an LGU had a provincial nominee as a
95 qualifying factor.
96  In categories requiring a consistent number of passers, the focus
97 should shift to the percentage of passers rather than the absolute
98 count of maintaining or increasing the number of passers.
99  For the Peace and Order Council (POC), the emphasis should be
100 placed significantly on the results of the functionality rating. The
101 grading of resolutions and meetings conducted should not be
102 graded separately, recognizing that resolutions emerge from these
103 meetings.
104  For the Provincial Team Conferences, it is necessary to clarify the
105 frequency of required team conferences, especially concerning
106 changes from quarterly to monthly meetings, and how this affects
107 assessments if inclusive of the previous year's fourth quarter
108 activities.
109  Initiatives should be integrated as additional points to regular
110 programs in the assessment process, rather than being scored as
111 independent entities with greater weight.
112  A streamlined presentation should be developed to exclusively
113 outline the changes in this year's assessment process.
114  The assessment criteria for Municipal Local Government
115 Operations Officers (MLGOOs) should align with those for Cluster
116 Heads and Program Managers to ensure consistency across
117 evaluation parameters.
118  For the Seal of Good Housekeeping, LGUs should receive a
119 certificate of passage instead of being required to submit a post-
120 activity report.
121  For the Full Disclosure Policy (FDP) and Halina't Magtanim ng
122 Prutas at Gulay, criteria should include direct inspection and
123 monitoring of the Barangay FDP Board and HAPAG community
124 gardens to ensure compliance and effectiveness.
125  PD Naqula instructed all personnel to review the criteria and
126 guidelines.

128  PROGRAM UPDATES:
129  LGOO VI Narciso Palconit shared that single-used should be
130 avoided, especially since the directive is anchored by Central Office
131 through the Memorandum Circular.
132  Almeria MLGOO Bernarda Saboy raised questions on when is the
133 implementation and towards LGOO will designate themselves as
134 the Water Officer.
135  LGOO VI Palconit presented brief updates on the program
136 assigned to him.
137  LGOO II Pentado reminded of the submission of one-stop short
138 reports and assured her that programs assigned to her are updated
139 in SICAT.
140  Engr. Kim Brazil reminded submissions for the Local Project
141 Monitoring.

143 PD’s REMINDERS:
144  PD Naquila expressed his congratulations that the province
145 accomplished the LTIA assessments ahead of the targeted
146 timeline.
147  He also asked on the number of SK officials who have
148 accomplished the SKMT.
149  LGOO II Joylene Pentado said that all SK treasurers and
150 secretaries have that there are LGUs who have not conducted their
151 SKMT.
152  PD Naquila reminded focal officers to coordinate with their regional
153 counterparts in relation to deliverables, funding, and other matters
154 that should be cleared before the actual Regional Management
155 Conference.
156  He informed that the Regional Director is trying to lobby to lessen
157 inter-agency commitments.
158  He also reminded all personnel to seek guidance to ensure proper
159 information is relayed to the regional office because RD made a
160 proclamation that he does not like to be the last one to know.
161  PD Naquila shared RD's reminder to be objective in their rating of
162 their personnel and hopes that everyone always gives their best
163 efforts.
164  He also suggested inviting local GSIS to the next team conferences
165 to discuss employee benefits.

167 ADJOURNMENT:
 Having no other matters left for discussion, the meeting was
adjourned by PD Jesus Naquila at 6:00 PM.
