NOTIFICATION

S.R.O. No.214(I)/2008. In pursuance of sub-section (4) of section 31 of the Regulation of


Generation, Transmission and Distribution of Electric Power Act, 1997 (XL of 1997),
and in supersession of its Notification No. S.R.O. 153(I)/2007, dated 23rd February, 2007,
the Federal Government is pleased to notify the National Electric Power Regulatory
Authority’s determination of rates dated 6th February, 2008 as per Schedule-I placed
below applicable with immediate effect to be charged for the provision of electric power
services, by PESCO. It is further notified that PESCO shall receive payments from its
consumers at the rates as per Schedule-II placed below. The difference between the
relevant rates determined by NEPRA as per Schedule-I and the rates charged from the
consumers as per Schedule-II shall be paid to PESCO by the Federal Government of
Pakistan:
Provided that there shall be levied till the 31st December, 2015, an additional
charge at the rate of Rs.0.10/kwh on the consumption of electricity by every category of
electricity consumer mentioned in Schedule II except the lifeline domestic consumers of
the category “Residential-Al” and such additional charge –
(a) shall not form a part while calculating the difference between the relevant
rates of Schedule I and Schedule II ;and
(b) shall be deposited in a Fund called the “Neelum-Jhelum Hydro Power
Development Fund” to be kept in the ESCROW Account of the Neelum-
Jhelum Company for exclusive use for the Neelum-Jhelum Hydro Power
Project.

Adjustment of Power Purchase Price (PPP) ΔPP2.1 = ( )

Where:
∆PP2.1 is the change in PPP for the 1st half of FY 2007-08.

PPa2.1 is the actual weighted average power purchase price for the
duration of 1st half of FY 2007-08 which is Rs. 3.6761 per kWh.

PPa1.1 is the actual weighted average power purchase price for the
duration of 1st half of FY 2006-07 which is Rs. 3.2018 per kWh.

LQ2.1 is the target weighted average losses for 1st half of FY 2007-
08 which are 31.72%.

Replacing values in the formula we get,

∆PP2.1 = (3.6761-3.2018)/(1-31.72%)
∆PP2.1 = + 0.6946
Average sale rate on 1st January 2008 will be

Rt 2.1 = Rt1 ± ΔPP2.1

Where:
Rt2.1 is the revised average sale rate
Rt1 is the reference average sale rate which is Rs. 6.1601
∆PP2.1 is the change in PPP for the 1st half of year 2007-08

Replacing values in the formula we get,

Rt2.1 = Rs. 6.1601/kWh + Rs. 0.6946/kWh


Rt2.1 = Rs. 6.8547/kWh
