Overview
In order to succeed within MED, we are given the privilege with the tool of cuffs.
The usage of cuffs is really important, as that’s how we manage to use it for the greater
good of MED.
The reasoning behind the cuff usage, is to handle the trespassers, violators, etc.
This manual includes information for patrolling with cuffs.

Topic I - Expectations
As a member of MED, you must know that to use cuffs, you must be highly skilled.
⇒ You must know how to use them properly and under no situation you shall abuse.
However, just because we are equipped with cuffs, does not mean you may misuse them.
⇒ There are still set certain times, for the arrest times, which will be further discussed within
“Topic 3”.
⇒ There are a specified number of members that may not be arrested for trespassing,
commonly referred to as “Whitelisted Personnel” or “WL”. Whitelisted personnel
will be further discussed on the next topic.
In order to prevent mass abuse of tools. Detain tools or cuffs are given to MED members with
the particular rank.
⇒ MED members will receive detain tools (without the arresting function) at the rank of E4, and
handcuffs at the rank of E6.

Topic II - Whitelisted Personnel


Whitelisted personnel, commonly referred to as “WL”, are people that are given
permission to stay at a specific restricted area freely, usually division bases.
⇒ Therefore, you should never arrest whitelisted personnel for “trespassing” within the
area that they’re whitelisted.
“So, how do I know if someone is whitelisted or not?”
Although, you may not cuff or detain someone for a long time and you cannot know directly.
There are multiple simple and fast ways for checking.
⇒ You may simply check on the channels of whitelists on Dizzy. Including #whitelists,
#whitelisted-personnel as well.
Note that SOCOM/USMC High Command are automatically whitelisted at their base.
⇒ Sometimes, SOCOM/USMC whitelists might not be found within the #whitelisted channel.
“So, how do I know if someone’s High Command in SOCOM/USMC?“
⇒ You may simply ping/mention them on the dizzy server and check their roles, then you will
know if they’re a High Command or not.

Important: You are always suggested to double check before arresting people for
“trespassing”, so you won’t take the risk of being punished.

Topic III - Arresting


As MED is an enforcement based division, most of our time is spent on arresting the players
who violate the rules within Fort Tedder. This is where your handcuffs come in handy.

“So, where do I start?”


⇒ The procedures that everyone must follow is noted down in
United States Arresting procedures and times
document.
⇒ It also contains information regarding a player’s individual rights such as the right to
remain silent and the right to be told what they’re being arrested for and for how long.
Reminder, you may not AFK for more than 30 seconds while patrolling.

“What do I do when I encounter a violator?”


As a member of MED, you are expected to apprehend and actively enforce CUSA’s rules
within Fort Tedder. In the event that you find a player actively violating any of the rules, you may
use your cuffs to properly administer force on them.
⇒ You are allowed to cuff a violator to get their attention or when they are running away from
you.
⇒ If you are giving the person a warning, do not have them cuffed for too long. Let them go as
soon as you warn them.
⇒ After the player has reached the max amount of warnings (3) and violated again or they
require an immediate arrest, you are legally required to.
⇒ What you will say should look like this: “You are being arrested for [violation], you will be
in jail for [x] seconds.” ​ (ex. “You are being arrested for trespassing into USMC, you
will be in jail for 120 seconds. You have the right to remain silent.)
⇒ Before arresting them, you are required to take a screenshot so that you may log it in the
#arrest-logs channel, which will be further discussed in the next topic.
⇒ You must add 30 seconds if they commit the same violation more than once. For example, if
you caught a person trespassing into SOKOM for the 2nd time, their required arrest time will be
150, not 120. If you caught a person trespassing into SOKOM for the 3rd time, the arrest time
will still be 150 seconds (120 + 30) since they commit the violation more than once.
Note: You should specify that in the arrest panel, such as “Trespassing MED base (second
offense)”
⇒ 3.12 | If they ran away from you or reset to evade the arrest, you may add 70 seconds to
their arrest time. For example, they killed a BA then reset to get away or leave your cuffs, you
may use the track feature to find them then arrest them for 220 seconds instead of 150.
You should specify that as well, such as “Killing BA + Resisting Arrest”.
Common mistake, you should only arrest someone when they are issued 3 warnings and violate
again, not when they reach the 3rd warning. (except for the violations that require immediate
arrest)

Topic IV - Scenarios
Situation 1: Uniform misconduct. This situation is the most common, people are often not
wearing a uniform, or wearing the wrong one.
⇒ If this happens, simply give the person verbal warnings and instruct them to wear the correct
uniform. Arrest after 3 warnings and refuse to wear again.
Situation 2: Trolling / Disrespect. Another common situation you will have within CUSA is
trolling, and it won't stop either.
⇒ All you have to do is warn them and ask them to stop, and try to stay as calm as possible,
it’s better not to argue with them. Arrest after 3 warnings and committed again.
Situation 3: Walking on grass/sign.
⇒ Simply verbal warn them and arrest them once they break the rule again. (Do not use W1 -
Touching grass, just say “Please refrain from touching grass”)
Situation 4: Trespassing, this is where the situation gets a little tricky.
⇒ You will arrest the trespasser immediately (for SOCOM/USMC bases) and leave the
property once dealt, do not stay there for no reason otherwise it will be considered as
“trespassing”.
⇒ Special situations such as trespassers in HLS/DHS building/headquarters, will be explained
in the next topic.

Topic V - Special Scenarios


Sometimes, there are situations that might be a little bit tricky to deal with. Therefore, you are to
study the “Base Access Limitation Act” and “The Pursuit and Trespass Act” as
well. The “Base Access Limitation Act” will be applied once a citizen is found to violate
rules. It is an act whereby Law Enforcement Officers (Such as MED, MP) are given authority to
arrest citizens.
⇒ You may arrest citizens when they are violating rules.
Refer to H.R. 1147 "Base Access Limitations Act" Revised for more about this topic.
“The Pursuit and Trespass Act” will be applied once a trespasser has trespassed into
federal properties (courthouse, headquarters, etc). It is an act whereby [O1] Department
Supervisors+ are given authority to pursue and arrest violators who trespassed onto
Division/Federal Properties, excluding HLS base.
⇒ Any MED agent may chase and arrest military division trespassers when there are no
available guards with cuffs.
⇒ In MED, only [O1]+ may chase and arrest headquarters/courthouse trespassers and only
when there’s no in-game guards with cuffs.
⇒ However, you should never trespass onto DHS/HLS building no matter what otherwise it will
result in an immediate exile once caught.
Refer to H.R. 1158 "The Pursuit and Trespass Act" Revised for more about this topic.

So, how do I deal with HLS trespassers?


⇒ You don’t really have to do anything, do not arrest them even if you can cuff them,
simply ignore them even if there’s no available guards or they walk out.

Situation 5: Ro-banging / LTAA (Leave To Avoid Action)


Whereby you encounter someone ‘ro-banging’ (doing inappropriate stuff on people) or
someone leaves to evade cuffs.
⇒ Simply record and call staff, if there’s no available staff you can create a report ticket
within the communication server.
⇒ For someone who evaded cuffs, just screenshot the arrest panel and show that the person
has disappeared.

Topic VI - Extra Information


It is prohibited to detain/arrest on-duty division members. If you witness any division member
breaking rules, simply report them to their High Command, never cuff them.
Division Guests are not official members of the division and hence they may be
detained/arrested if they break rules, they are to wear a uniform as well (it doesn’t have to
match the Uniform Policy of that division).
Off-duty (when on USM team) SS, HLS and SOCOM members are required to have a realistic
skin tone, they may not use jet black skin tone while off-duty.
Janitors may wear their janitor uniform and are whitelisted in all division property, you may
identify by checking their roles on the server.
Gamepass raiders cannot be detained/arrested when they’re raiding on their team.
Crimson Raiders (on citizen team) can be arrested for raiding. They can also get arrested when
they trespass divisional bases/HQ/DoJ.
All USM members unless explicitly stated, must have a realistic skin tone, you may arrest them
for “Refusing to listening orders given from MED/MP or not wearing the correct uniform” if
they fail to comply.
The MED Lobby is considered as a public area, so do not arrest visitors for trespassing.
