Important Notice for Special Stray Vacancy Round Counselling
Pursuant to the notice of NBEMS dated 25.02.2025 regarding lowering down the cut-off percentile for NEET(PG)-2024,
Fresh Online Registration and submission of Application Form from such qualified, eligible and interested NEET(PG)-2024
candidates who have not duly submitted online Application Form earlier / Willingness (from such candidates who have duly
filled the online Application Form for PGMAC-2024 vide Adv. No. BCECEB(PGMAC)-2024/01 & 2024/02 dated 03.11.2024
and 2024/11 & 2024/12 dated 08.01.2025) are invited if found eligible as per Revised cut-off percentile and do not come
under the points mentioned below in not eligible criteria are eligible for participating in Special Stray Vacancy Round
Counselling of PGMAC-2024 for admission in govt. as well as Pvt. Medical Colleges of Bihar on vacant seats of MD / MS
/ PGD / DNB (Degree & Diploma) courses after admission on the basis of PGMAC-2024 Stray Vacancy Round Counselling
which was held from 03.03.2025 to 04.03.2025 vide Adv. No. BCECEB(PGMAC)-2024/23 dated 26.02.2025.
The new qualifying cut-off percentile for admission in MD / MS / PGD / DNB (Degree & Diploma) courses are as
follows;

2. In the light of Adv. No. BCECEB(PGMAC)-2024/01 & 2024/02 dated 03.11.2024 and 2024/11 & 2024/12 dated
08.01.2025 who have duly filled the online Application Form for PGMAC-2024 and fall under below mentioned conditions
are not eligible to participate in Special Stray Vacancy Round Counselling of PGMAC-2024 based on NEET(PG)-
2024. Hence they need not to submit online Application form nor Willingness.
(a) Admitted on PG Medical seat through PGMAC-2024 Round-1 / Round-2 Counselling.
(b) Allotted through PGMAC-2024 Round-3 / Stray Vacancy Round Counselling.
(c) Admitted through AIQ on the basis of NEET (PG)-2024 Round-1 / Round-2 / Round-3 Counselling.
(d) Allotted through AIQ on the basis of NEET(PG)-2024 Stray / Special Stray Vacancy Round Counselling.
(e) Any other under not eligible criterias as mentioned in previous round of concerned Counselling
Advertisement.
3. Special Stray Vacancy Round Counselling will be conducted Online.
4. All such candidates who have duly submitted online Application Form vide Adv. No. BCECEB(PGMAC)-2024/01 &
2024/02 dated 03.11.2024 and 2024/11 & 2024/12 dated 08.01.2025 and found eligible as per Revised Cut-off Percentile and
do not come under the points mentioned above in Not Eligible criteria may give their Willingness for participating in Special
Stray Vacancy Round Counselling, such candidates need not to submit fresh online Application Form. For submitting
Willingness candidates are advised to click the link "online Application Portal of PGMAC-2024" available on Board's website
by login to their account through entering their NEET(PG)-2024 Application no. and Password. After successful login click
on "Submit Willingness" button for submitting Willingness.
Note : (i) All such candidates who will give willingness for participating for Special Stray Vacancy Round Counselling
will have to re-download their Hard Copy (Part-A & Part-B).
(ii) All such candidates will have to fill fresh choices for Special Stray Vacancy Round Counselling as their
previous filled choices will become "Null & Void". Detailed information regarding choice filling / seat allotment
result / admission process will be published later on through concerned advertisement.
5. All such candidates who have not duly submitted online Application Form earlier vide Adv. No. BCECEB(PGMAC)-
2024/01 & 2024/02 dated 03.11.2024 and 2024/11 & 2024/12 dated 08.01.2025 and found eligible as per Revised Cut-off
Perentile and do not come under the points mentioned above in Not Eligible criteria may do Fresh Registration and submission
of Online Application Form for participating in Special Stray Vacancy Round Counselling. For this, candidates are advised to
click the link "Online Application Portal of PGMAC-2024" available on Board's Website and follow the steps for Registration
& Submission of Application Form as mentioned below in this advertisement.
6. All such candidates who will submit Fresh Online Application Form / Willingness, if found eligible will have to fill fresh
choices for Special Stray Vacancy Round Counselling as their previous filled choices will become "Null & Void". Detailed
information regarding choice filling / seat allotment result / admission process will be published later on through concerned
advertisement.
7. If any candidates who will be allotted a seat in Special Stray Vacancy Round Counselling but due to any reason could not
report to reporting centre for document verification within prescribed date or appeared for document verification but do not
take admission on their Special Stray Vacancy Round Counselling allotted seat, then their paid security deposit amount will
be forfeited and the allotted seat will be cancelled as well as will not be eligible for further Round of Counselling (if conducted).
8. In case of any discrepancies, the Rules and Regulations of MCC (PG Counselling) / PGMAC-2024 Prospectus will be
followed.
9. Eligibility criteria and instructions and other details are available in the Prospectus of PGMAC-2024 which can 2/3
be downloaded from the Board's website bceceboard.bihar.gov.in.
10. Seat Matrix of vacancies after completion of Stray Vacancy Round Counselling will be available on Board's website from
05.03.2025. If any further vacancies arises, the Seat matrix of updated vacancies shall be uploaded on the Board's website
before start of choice filling for Special Stray Vacancy Round Counselling.
11. Candidates are advised to fill Online Application Form / Willingness keeping in mind that Virtual Vacancy may arises
due to Upgradation.
12. The Prospectus of PGMAC-2024 can be downloaded Online from the BCECE Board’s website: bceceboard.bihar.gov.in
by clicking on the link “PGMAC-2024” under Prospectus Section. For filling online Application Form click on “Online
Application portal of PGMAC-2024” and then click on “Apply Online” button and follow the instructions as given
below;
I. Step-One - Registration : For registering, the candidates are required to fill the information asked in Step-One of the
application form, appearing on the computer screen. Candidate must enter their NEET-PG 2024 Roll No. and then click
on verify button and then enter their Date of Birth and click OK to verify their details. If data gets verified then an OTP
will be sent to their registered mobile no. and email ID. After verifying OTP, proceed for further process. Candidate's
all informations concerning registration will be sent on their registered email ID and Mobile No. given in NEET-PG
2024 online application form. After successful Registration, candidate will receive a message of successful registration
on their registered mobile no. and email. After that, candidate will have to login to their account by entering their
NEET-PG-2024 Application no. and Password and will process the further activities to duly submit their online application
form. The candidate must keep the password entered in Application Form confidential, otherwise BCECE Board will
not be responsible for any changes in their data or any other complication etc. The NEET-PG-2024 Application No.
provided to the candidate by NBE will be his “user name”.
II. Step-two - (Personal Information) : After successful registration and activating the account, the candidate should
again “Sign in” to his account and thereafter complete the required entries regarding personal information on the
computer screen. Then click on “Save & Continue” button.
III. Step-Three - (Upload Photo and Signature) : After entering the personal information, the candidate should upload
his / her passport size photograph as uploaded in NEET-PG 2024 online application form and full signature in Hindi
and English (Not in capital letter) after duly scanning the same. After uploading photo and signature click on “Save &
Continue” button.
IV. Step-Four - (Educational Information) : After uploading the scanned photo and signature the candidate should enter
his / her educational information on the computer screen and click on “Save & Continue” button.
V. Step-Five - (Remote Experience) : After entering educational informations the candidate will have to enter the details
regarding work experience as Medical Officer in remote / difficult area as well as to upload their work experience
certificate issued by authorised concerned authority, if candidate claimed reservation for Medical Officer employed in
remote / difficult area. For detail please see para-5.4 of the Prospectus of the PGMAC-2024.
VI. Step - Six - (Preview your application) : After entering educational information / remote experience the candidate
must verify all the information given by him / her while verifying given information in step-2, step-3, step-4 and step-
5. If any information is found wrong, then the candidate should click “Back to Edit” button and make required corrections.
Thereafter the candidate should click “Save & Continue” button so that entered information should be updated.
If preview of application form is found to be correct, then the candidate give his / her Declaration and click the
“Proceed to Payment” button so that he / she should pay Counselling Fee and Security Deposit as per Step-Seven.
VII. Step-Seven (Payment of Counselling Fee and Security Deposit) : After previewing the Application Form for
submitting the same, candidate should click “Proceed to Payment” button and complete the payment procedure for
counselling fee and security deposite according to instruction appeared on the computer screen. Counselling fee is not
refundable.
(a) Candidate has to pay Rs. 2200/-(Two Thousand Two Hundred Only) for all category as non refundable counselling/
registration fee through online mode only e.g. by Credit card/Debit Card/ Net Banking / UPI.
(b) The details of payment of security deposit for Govt. / Pvt. Medical Colleges will be as follows ;

As per above table, the candidate has to pay the refundable security deposit, if applicable, through online mode
only e.g. by Credit card/Debit Card/ Net Banking / UPI at the time of registration and submission of the application
form. The candidate has also to pay processing charge in addition to Counselling / Registration Fee and Security
Deposit for payment through online mode.
Note: (i) If any candidate does the payment of Counselling Fee / Security Deposit, but due to any technical issue the
payment does not reflect and the amount got deducted from their bank account and even if due to any technical
error sms or mail on their Registered Mobile and email id goes as ‘’Application form submitted successfully’’
then in this case candidates are advised not to wait for payment updation instead do re-payment of counselling
Fee/ Security Deposit else neither your application form nor candidature will be accepted. If your required
Counselling fee do not reflect in Board’s account within the due date, your application form will remain incomplete
and you will not be eligible for Counselling.
Your failed deducted amount from bank will be refunded to your account.

VIII. Step - Eight (Downloading of Part- A & Part-B) : After payment of Counselling/Registration Fee and Security 3/3
Deposit upto scheduled date and time, the candidate must download Hard Copy (Part-A & and Part-B) of online submitted
Application Form and keep the same safely in his / her possession because it contains all informations provided by the
candidate and the PGMAC-ID made available by the Board for further use during counselling.
Note: a. Downloaded Application Form (Part-A & Part-B) need not to be send to Board’s office, but instead this is to be
made available at the time of counselling.
b. After completing the above procedure and submitting the online application form, there is no provision for any
change or modification in the same.
c. The candidate must note that after submission of online application form, neither it can be withdrawn nor any
request for refund / chargeback of paid counselling fee will be entertained.
d. Board will not be responsible for any interruption in Internet / Banking system. Therefore the candidates must not
wait for last date and complete all procedure before due date.
e. Final Merit list will be prepared after scrutinising the candidate’s submitted data from the data provided by
National Testing Agency / Health Deptt., Govt. of Bihar and also under the rules & regulations of Hon'ble court,
MCC and BCECEB.
f. The Rank Card / Merit List will be published on the Board’s Website on scheduled date as notified through
concerned advertisement.
g. Candidates are advised to confirm the Fee structure / any other additional Fee for the Pvt. Colleges before filling
up online Application Form. As Pvt. Colleges have high Fee structure, therefore candidates must confirm the Fee
structure before Registration and Submission of Application Form from either the website of BCECE Board or
concerned colleges. BCECE Board takes no responsibility of the fee structure of the colleges and will not entertain
any complain regarding Fee structure.
h. After online submission of application, candidates will not be given any opportunity to edit / rectify any
entries including Photo/ Signature as there is very short period for One time Registration process. No fresh
Application / Willingness will be taken for further round of Counselling. Hence, all candidates are advised
to ensure the correctness of their entries, for which the candidate will himself be responsible.
13. Such candidates who claim for NRI Quota must upload their Certificates as per clause 5.4(e) of the Prospectus of PGMAC-
2024 in a single .pdf File not exceeding more than 2 mb file size, After scrutny of uploaded NRI Certificate, the candidate will
be declared eligible / ineligible for NRI Quota Seat.
14. DQ candidates must note that they have to submit DQ certificate issued by only authorised Centres / Institutes on prescribed
proforma as per para-7B (Annexure-1A, 1B, 1C) of the prospectus of PGMAC-2024 at the time of counselling / document
verification.
Certificate issued from any other Institutes / Centres except above will not be entertained, for which the candidate will
himself be responsible.

Candidates are advised to confirm the Fee structure / any other additional Fee for the Pvt. Colleges before filling
up online Application Form. BCECE Board takes no responsibility of the fee structure of the colleges and will not
entertain any complaint regarding Fee structure.
17. BCECE Board / Controller of examination reserves the right to amend / rectify any of the conditions of prospectus of
PGMAC-2024.
18. Rest of the terms / conditions of the Advertisement No.- BCECEB(PGMAC)-2024/01 Dated 30.07.2024 will remain
same.
