This MoU is for “Delivering capacity building program for the industrial
sector in Sri Lanka” under the “Accelerating Industries’ Climate Response in
Sri Lanka” project

Article 1 General Terms of Agreement

This Memorandum of Understanding (MoU) is signed between Accelerating


Industries’ Climate Response in Sri Lanka” ( AICRSL) project herein after referred
to as “Project” and [Name of the company] ……………………………………………
herein after referred to as “Company” on [Date]………………………… for delivering
capacity building program for the industrial sector in Sri Lanka under the
“Accelerating Industries’ Climate Response in Sri Lanka” ( AICRSL) project
(August 2022 to July 2024). This MoU is based on the terms and conditions agreed
upon under the articles given below.

Article 2 Background & Philosophy

AICRSL is a 5-year project funded by the European Union under GCCA+


initiative and is implemented by the United Nations Industrial Development
Organization (UNIDO)The main government counterparts are the Ministry of
Industry, Ministry of Environment, and the Ministry of Power and Energy in Sri
Lanka. The Project's overall objective is to mitigate climate change by assisting
Sri Lanka in implementing its Nationally Determined Contributions (NDCs) for
the industrial sector. Through the design and implementation of technical,
policy, regulatory, and financial tools and mechanisms to accelerate the
deployment of renewable energy, energy efficiency, and resource efficiency
technologies and best practices, the specific project objective is to scale-up Sri
Lanka's industrial sector's response to climate change.

As part of the project, Project intends to provide the services for delivering
activities related to the ‘‘Capacity related to climate change mitigation practices
in the area of industry is built’’. For the second 12 months of the Project's
operations, National Cleaner Production Centre (NCPC), Sri Lanka
will coordinate the delivery of these consulting services with the project team
to guarantee the timely completion of all activities. The Company is not required
to pay for the Project and other consortium partners as funds are coming from
The European Union GCCA+ Support Program.
Article 3 Company responsibilities

The Company agrees to the following:


• To accept the Energy Management System (EnMS) Expert Training program offered by
the project as expressed by the terms and conditions of this MoU.

• To grant official leave for the following personnel for attending the training program
full-time during the period

• To willingly and actively participate in the EnMS Expert Training program and
implementation of mutually agreed measures including sharing of necessary data with
the project team.

• To permit AICRSL project team members to visit the premises of the Company to
provide necessary services and support for implementation of the agreed measures.
The visit may include supervision of progress, independent assessment, short on-site
trainings, measurements to record the benefits where needed. Such visits would be
with prior approval from the company.

• To permit the AICRSL project team to document the findings of the assessment in the
form of a report with relevant photos; this report will be confidential and will be
used to facilitate decisions on implementation and will be available as reference
material for the Company.

• To allow AICRSL project team to use these findings for dissemination as a case study
(without name if Company is unwilling to disclose identity)

• To agree to share relevant information (other than confidential and proprietary


information) and findings with the other Companies/associations for peer learning and
replication.

• To apply EnMS in a manufacturing organization after completing the entire training


program. If the Company already having the EnMS, continue it.

• To agree to share the gained knowledge with the peer employees.

• To allow registering of all the EnMS implementing organizations in national


Measurement, Reporting and Verification (MRV) system at Ministry of Environment as
facility level climate change mitigation projects.

• To bear the additional costs relevant to the participant (transport and accommodation
costs) since the project does not offer these costs.

In the event that the information provided by the institution in the application form is
found to be inaccurate, the organizing body reserves the right to assess and determine
the continued eligibility of the applicant for participation in the program."
Article 4 Project responsibilities

The project Partner agrees to the following.


• To provide the entire capacity building training course “Free of charge”
• To maintain the confidentiality of all the information gathered from the Company and
the findings made during the on-site assessment.

• To provide update to the Companies about various planned activities of the project.

• To assist Company in implementing EnMS within their organization

• To share knowledge from international experts and national experts

• To provide technical assistance and expert advice when required.

• To assist in preparing of report(s) on the findings during the on-site assessments


highlighting feasible options and support the Company to develop a customised
implementation plan.

• To prepare success stories based on the results of the assessment and implementation
of measures.

• To ensure that the assessment under AICRSL project will be conducted to a successful
finish within the agreed time frame.

Article 5

To consider this MoU to be in effect and binding on both parties from the date of
signing and will remain in effect until the successful completion of the Energy System
Optimization in the company.
