DRUGS IN MIZORAM

1. DRUG ISSUES :- Mizoram lies in the North East part of India and used to
be isolated from other states of the country. As such, drug issue had not been known until
1970’s. Since 1970 Ganja had been used by some Mizo youths. In the mid 1980’s abuse
of pharmaceutical drugs like Spasmo Proxyvon, Parvon Spas, Nitrazepam,
Alprazolam, Cough Syrup containing Codein phosphate, etc had been known. Again,
during the same period heroin coming from Myanmar became popular and much addicted
by Mizo youths.
On 22nd June, 1992, the Government of Mizoram declared the Mizoram Excise &
Narcotics Department as State Nodal Department for the purpose and administration of
the Narcotics Drugs & Psychotropic Substances Act, 1985. Since then, it took initial steps
in combating of illicit drug trafficking within the state.
From the available records maintained by the Mizoram Excise & Narcotics
Department since 1984, total number of persons who have lost their lives due to drugs
abuse may be seen as under :

(c) TRAFFICKING ROUTES :- Mizoram is located in the north east part of the
country and it shares two long international borders, one with Myanmar (404 Kms) and
with Bangladesh (318 Kms.). Being adjacent to the “Golden Triangle” Mizoram is one of
the drug trafficking routes from the Golden Triangle to elsewhere. The 20 kms of free
movement region on both sides of Mizoram and Myanmar has aggravated the problem.
Presently the drug traffickers of Golden Triangle regard the routes of Mandalay-Kalay-

Tiddim-Aizawl-Silchar(Assam) as safe conduits to the prospective national and


international markets.

Recently, the Mizoram Excise & Narcotics Dept seized a number of


pseudoephedrine tablets which came from different states in the country which were
meant for manufacture of ATS like methamphetamine in Myanmar-China border. The
Department also seized a number of Methamphetamine tablets coming from Myanmar.

When interrogated, all the persons arrested for ATS mentioned that the ATS they
brought were manufactured within Myanmar-China border which were marketted wihtin
TAHAN, Myanmar and its neighbouring cities/villages. It has been reported that the ATS
coming from these places were meant for sale in muslim countries like Bangladesh and
Middle East. Fortunately, it may be noted that there is no demand for ATS within
Mizoram so far.

The following tables will show how Mizoram is used for drug trafficking route by
the foreigners epecially Myanmarese.
