Topic: Clarifying the basis for military interventions

Russia believes that it is the right of every country to seek assistance during periods of anarchy.
Our stance on the matter is not one-sided, rather we see the necessity of military intervention
and its consequences in a balance. Military intervention occurs in two scenarios; intra and extra
state conflicts. They pose a challenge whereby the interests of the intervening country
supersede any humanitarian objectives. Russia seeks to clear its stance on the Russia-Ukraine
crisis and the Crimea crisis, solve issues pertaining to military intervention in east i.e. the
consequences of USA and NATO intervention Libya, Iraq and Afghanistan, extend its support
Palestine, as well as offer a forum of negotiation on Pak-India issues.

Russia’s ties with the West, particularly with the NATO have always been strained. This means
that military intervention is used by both to counter influence deteriorating their relationship.
For example, NATO expansion is a serious threat to Russia which led to Russia-Ukraine conflict
as it opens up land for the NATO to intervene in Russia. NATO intervention in Libya created
unrest on the Russian border and led to weaker ties with the country as the pro-Russian leader
was toppled and killed. This led to the Russian intervention in Syria. Moreover, Russia needs to
clarify and explain its stance on the on-going intervention in Ukraine and also in Crimea, the
most controversial intervention in UN history.

The proposed solution aims that NATO-Russian ties are improved through more peace talks. We
insist that in controversial scenarios like that of the Russia-Ukraine conflict both sides of the
story are heard. A legal framework must be decided upon whereby countries that do not
support an intervention have the right to limit the powers of intervening countries whose
concerns should be discussed prior instead of being ignored. Moreover, a system of economic
pay-back must be devised so that intervening countries that have expended large sums of
money in interventions can have their financial position restored, so as to offer combatants
reintegration programs and health-care. Further, reintegration programs should be offered in
areas where intervention has affected the lives of civilians whereby they are offered physical
and emotional help. Most importantly it must be ensured that a compromise is brought about
in the Russia Ukraine conflict so as not to sacrifice Russia’s interests and it is ensured that the
NATO and allies will not repeat mistakes of the past. This sums up Russia’s stance on clarifying
the basis of military interventions.
