METHODOLOGY REGARDING THE ADMISSION COMPETITION FOR


UNDERGRADUATE STUDIES
FOR INTERNATIONAL STUDENTS IN GRIGORE T.POPA UNIVERSITY OF MEDICINE
AND PHARMACY OF IASI,
FOR THE ACADEMIC YEAR 2025/2026

The admission of candidates on places with foreign currency fee in 2025-2026 for study programs
with tuition in Romanian, English or French language in “Grigore T. Popa” University of Medicine
and Pharmacy (U.M.Ph.) of Iasi is carried out in compliance with the Higher Education Law no.
199/2023, the guidelines issued by the Ministry of Education and the rules and regulations of the
University, according to the principle of academic autonomy.

1. The mission of the University


The mission of “Grigore T. Popa” University of Medicine and Pharmacy of Iași is to create the
premises for an educational act of the highest quality through a modern academic management
oriented towards freedom of thought and expression through a friendly and collaborative learning
environment and also through centring teaching on the acquisition of skills and abilities.
The process of admitting an international student to our University is a competitive, fair and non-
discriminatory process aimed at creating a multicultural learning and training environment.

2. The legislation underlying the admission process


The organization and conduct of the admission competition is carried out in compliance with:
- the provisions of Higher Education Law no. 199/2023, with subsequent amendments;
- Ministry of Education Order no. 5655/23.07.2024 approving the Methodology for the
admission of foreign citizens to undergraduate and postgraduate studies in foreign currency;
- ME Order no. 5552/31.07.2024 regarding the approval of the Methodology regarding the

conditions of enrolment of Romanians from abroad and foreign citizens in accredited state,
private and private denominational higher education institutions in Romania
- Government Ordinance no. 22 of August 29, 2009, establishing the minimum amount of tuition
fees, in foreign currency, for citizens studying on their own account in Romania, from states
that are not members of the European Union, as well as from those that are not part of the
European Economic Area and the Swiss Confederation;
- The Order of the Minister of Education no. 3693/01.02.2024 for the approval of the
Framework Methodology on the organization of admission to undergraduate, master and
doctoral university cycles;
- Government Emergency Ordinance no. 194/2002, on the regime of foreigners in Romania,
republished, with subsequent amendments and additions.

3. Description of the admission process


3.1. General conditions
a) In the selection process of international candidates for admission to "Grigore T. Popa" University
of Medicine and Pharmacy in Iasi can participate graduates of pre-university high school studies
from previous years and candidates in the last year of pre-university high school studies if no
restrictive measures have been taken against them by the Romanian authorities, European or
international institutions;
Candidates who can apply for the selection process can be:
- citizens of EU (other than Romania) and non-EU member states, for study programs taught in
Romanian, English or French language;
- Romanian citizens, with high school studies carried out in countries other than Romania, and
with permanent residence outside Romania, for study programs taught in Romanian, English or
French language.

b) In order to register in the first academic year, the candidates who will be declared admitted will
have to cumulatively meet the following conditions:
- They have documents attesting the citizenship of the respective state;
- They are high school graduates with a baccalaureate diploma or its equivalent, according to ME
regulations, regardless of the year of high school graduation;
- They have submitted their application file according to the admission calendar posted on the
website of “Grigore T. Popa” U.M.Ph. and have complied with the deadline hereby established;
- They went through all the evaluation stages provided in this Methodology, in order to obtain the
acceptance to study at “Grigore T. Popa” U.M.Ph. Iasi.

3.2. Documents required for applying to the admission competition


For enrolment in the admission contest, the candidate must fill in the online application on the
admission platform www.umfiasi.ro. In this application, it is mandatory to fill in all fields in capital
letters. Equally mandatory is the provision of exact data regarding the following elements: full name
(as per the order in the identity document), home address (postal), email address (personal), mobile
phone number (personal), citizenship, identity document number and series (passport or identity
card). If the candidate has multiple passports or identity cards, they must fill in the details from all

these documents. If the candidate uses a mobile phone number or an email address already in use,
the continuation of the registration process will be automatically blocked by the platform.
The documents below must be submitted online on the dedicated digital platform, in the form of
scanned documents in ".pdf" format.
If the original documents are issued in Romanian, English, or French language, only certified copies
of the original documents are required. If the original documents are issued in languages other than
those mentioned above, copies of the original documents accompanied by certified translations into
Romanian, English, or French language are required.

Candidates must compulsorily submit:

1. Standard request for issuing the Letter of Acceptance for studies (non-EU
states)/Recognition/Equivalence Certificate for studies conducted abroad (EU states).
2. Legalized copy - authenticated by the authorities of the issuing country - of the academic
transcripts for the last two years of pre-university studies, except for the final year1 .

Candidates will be deemed eligible only if the average of the two years of pre-university studies
considered is at least equivalent to 6 in the decimal system (conversion of results from other school
evaluation systems to the decimal system will be based on the rule of three; for example, for a
grading system of 1-20, grades above 12 will be considered, while for a grading system of 1-100,
grades above 60 will be considered).

3. Certified copy of the birth certificate;


4. Document attesting the stable domicile abroad (certificate issued by the local authority).
5. Copy of pages 1, 2, 3, and 4 of the passport. For candidates from EU countries, they can submit a
copy of the Identity Card instead of a passport copy. Both the passport and the identity card must
be valid for at least 9 months after the start of the academic year. If the candidate has multiple
passports/identity cards issued by different countries, copies of all respective documents must be
submitted.
6. Legalized copy certifying the proof of name change (if applicable). If the candidate's name on
the educational documents does not match the name on their birth certificate, the candidate is
required to submit a notarized declaration specifying the reasons for these discrepancies.
7. Copy of the medical certificate from the country of origin or domicile, which will include the
following elements: assessment of mental state, presence/absence of chronic diseases,
presence/absence of contagious diseases, presence/absence of conditions incompatible with
undergraduate studies or the future profession.
8. Language proficiency certificate, minimum level B2, for the language chosen for study,
according to Annex 1 - scanned. For the program of study in Romanian language, foreign
citizens who present the certificate of language proficiency are exempted from the obligation to
present the certificate of language proficiency if they present the certificate of graduation of the
preparatory year program of Romanian language or if they present Romanian study documents
(diplomas and certificates) or study documents, school records attesting at least three consecutive
years of study in Romanian language;

second year, will be taken into account instead of the school report.

Citizens of countries where the official language is Romanian (Romania, Republic of Moldova),
French (France, Democratic Republic of Congo, Canada, Madagascar, Ivory Coast, Cameroon,
Burkina Faso, Niger, Senegal, Mali, Belgium, Rwanda, Chad, Guinea, Haiti, Burundi, Benin,
Switzerland, Togo, Central African Republic, Republic of Congo, Gabon, Comoros, Equatorial
Guinea, Djibouti, Luxembourg, Vanuatu, Seychelles, Monaco), and English (South Africa,
Antigua and Barbuda, Australia, Bahamas, Barbados, Belize, Botswana, Cameroon, Dominica,
Fiji, Philippines, Ghana, Grenada, Guyana, India, Falkland Islands, Marshall Islands, Solomon
Islands, Ireland, Jamaica, Kenya, Kiribati, Lesotho, Liberia, Malaysia, Malta, United Kingdom,
Mauritius, Micronesia, Montserrat, Namibia, Nauru, Nigeria, New Zealand, Pakistan, Palau,
Papua New Guinea, Rwanda, Samoa, St. Kitts and Nevis, St. Vincent and the Grenadines, St.
Lucia, Sierra Leone, Singapore, United States of America, Sudan, Swaziland, Tanzania, Tonga,
Trinidad and Tobago, Tuvalu, Uganda, Vanuatu, Zambia, Zimbabwe) are exempt from this
requirement for the study program in the respective language.

If the candidate has language proficiency in several of the languages for which the admission
process is organized at the "Grigore T. Popa" University of Medicine and Pharmacy in Iași, it is
mandatory to upload all these proofs and mention these competencies in the digital admission
application.

9. Other relevant documents for selection:


- Volunteer certificate issued by the Red Cross/Red Crescent, Doctors Without Borders, etc.
Volunteer activities in non-institutional systems are not considered.
- Letters of recommendation from teachers who can provide information about the candidate's
high school educational background, official certificates from the graduated educational
institution (maximum two letters),
- Documents attesting to the professional experience in medical or paramedical fields.

The absence of these documents does not result in the rejection of the admission application; these
documents are relevant only for the evaluation and scoring of the candidates.

10. Declaration of conformity for the documents submitted (dated and signed by the candidate) –
the declaration template can be downloaded from the UMF Iași website.

11. Baccalaureate diploma for candidates who are high school graduates at the time of application
and the transcript of the last year of high school study, notarized copies (in Romanian, French or
English language).
Candidates who are in their last year of high school may upload their diploma at a later date, on a
date set by the admissions competition calendar.

12. Consent of the parents or guardian regarding the stay in Romania for study purposes, if the
foreign citizen is a minor.

After completing the online registration application for the admission contest uploading other
documents or additions to the documents submitted can be done exclusively at the request of the
verification committee.

3.3. How to apply
The candidate will access the "Grigore T. Popa" U.M.Ph. of Iasi platform (www.umfiasi.ro)
in the International Students Registration section and upload the scanned documents specified in
point 3.2. The platform will allow candidates to upload documents only during the period mentioned
in the registration calendar. The applicant will specify the Faculty/Faculties and teaching
programme(s) for which he/she opts. If you wish to apply for more than one faculty/specialisation of
study, please indicate the order of your choice when you apply online (in the special section).
The calendar of the admission process for international candidates to the "Grigore T. Popa"
University of Medicine and Pharmacy of Iași is approved by the Administrative Council of the
University and will be published on the University's website.
Admission is based on the analysis of the candidate's application.

There will be two admission sessions for the academic year 2025-2026:
- March - May 2025
- June - July 2025.

If the first admission period is fully filled, the second admission period will be cancelled.
If there are still places available after May 26, 2025, the second admission period will be organized
for the remaining places.

3.4. Admission method


Registration for the entrance exam for international candidates is exclusively online. The processing
fee for the application for the admissions competition, with a fee in foreign currency, for the
academic year 2025-2026 is 200 euro. The fee is non-refundable. Only documents uploaded to the
electronic admission platform will be taken into consideration.
A single committee per university, appointed by decision of the Administration Board, will check
whether the file is complete and contains all the documents mentioned in point 3.2. All complete
files will be submitted for the evaluation and scoring. If the file is incomplete, the candidate will be
informed by e-mail that further additions to the file are required. If the candidate does not complete
the file by the deadline set in the admission competition timetable, the file will be considered
rejected and access to the application platform will be blocked.

The evaluation and scoring will be carried out by 2 evaluators who will award a score according to
the Evaluation Grid. If there are differences in scores between the 2 evaluators, the chair of the
committee will ask for the file to be re-examined in the presence of the evaluators. The score
calculated for each file will be noted in the online electronic application form for each candidate.

During the application period, the files will be analysed according to admission calendar, approved
in the Administration Board. Candidates who rank below the last successful candidate will be placed
on a reserve list. Candidates on this list will only become eligible for admission if some of the
candidates declared eligible for admission in the first phase do not secure their place by paying half
of first year fee for the chosen specialisation. For international students on self-funded places
starting their studies in the academic year 2025-2026, the annual fee will remain unchanged

throughout the academic years. The amount of the annual fees for all the specialisations that have
places open for admission for the academic year 2025-2026 are presented in the annex to this
methodology (Annex 3).

Candidates declared eligible for admission - notified by e-mail - will secure their place, within a
maximum of two weeks from receipt of the notification, by paying 50% non-refundable of the
tuition fee. When the money enters the university's account, the accounting service will generate a
confirmation message. Proof of payment of the 50% non-refundable of the tuition fee must be made
within two weeks of receipt of the e-mail notification of eligibility. After 14 calendar days, the
applicant's access to the platform will be restricted and it will not be possible to upload the proof of
this payment.
If the candidate does not confirm his/her place within a maximum of two weeks from the publication
of the list of eligible candidates for admission and does not upload proof of payment of the 50% of
the tuition fee to the admission platform, the University will consider the application as rejected and
the place will automatically be awarded to the next candidate on the approved reserve list. From this
moment on, the rejected candidate's access to the application platform will be blocked.

A candidate who has been admitted to the first year of a programme of study according to the
choices made when applying for admission cannot change the programme of study to which he/she
has been admitted.

Any declaration under oath that is not in conformity with the facts will result in the elimination of
the candidate from the competition.
If an admitted candidate withdraws or does not fulfil the obligations related to the application and is
rejected, according to the Methodology, the amount paid for the place confirmation, i.e. 50% of the
tuition fee, will not be refunded.

3.5. Ranking the results and closing the admission process.


Following the evaluation of the applications, candidates will be ranked by faculty and study
programmes, according to their score. Successful candidates will be notified by email, with the
confirmation message automatically generated by the admission platform.
The result of the selection cannot be contested.

Candidates of high school class 2025 declared eligible for admission, who did not upload their
baccalaureate diploma when registering, are required to upload on the admission platform, according
to the admission calendar approved by the Administration Board, the proof of having passed the
baccalaureate exam (grades obtained at baccalaureate/baccalaureate diploma) in certified copy (in
Romanian, French or English language) and the school transcript for the last year of high school,
under penalty of losing the status of eligible candidate.

Candidates declared admitted on the final list must pay the difference of the tuition fee for the first
year of study, by the date specified in the timetable for the admission competition. Proof of payment
of this difference in tuition fees must be uploaded to the admission platform. The accounting service
will generate a message confirming payment of the fee. If the proof of payment of the difference of
the tuition fee is not uploaded within the deadline as per the timetable approved by the

Administration Board, the candidate loses his/her admission status, but the amount paid for the
confirmation of place is not refunded (half of the tuition fee). After this period has elapsed, the
candidate's access to the platform will be restricted and it will be impossible to upload the proof of
payment of the difference in the study fee.

The Administration Board approves the refund of the tuition fee only to those candidates declared
admitted who have paid the full fee and who do not receive the acceptance letter / equivalence
certificate from the ME for any of the universities in Romania or who do not receive the study visa.
Candidates who do not obtain a study visa must provide proof of refusal from the embassy.

In case some candidates declared admitted do not confirm that they have paid the full fee by the
deadline stipulated in the admission calendar, the candidates on the reserve list will be contacted, in
the order of classification, requesting payment, within 5 working days (from the moment the email is
sent), of the fee corresponding to the first year of study, in order to finalize the admission process. At
the end of this 5-day period the admission process is declared finalized.

4. Obtaining the Letter of Acceptance / Certificate of recognition / equivalence of studies


carried out abroad
The letter of acceptance, respectively the Certificate of recognition / equivalence of studies abroad,
issued by the ME, are documents, necessary and mandatory for access to studies at the University of
Medicine and Pharmacy "Grigore T. Popa" in Iasi for foreign citizens.
The Secretariat of the Rectorate will send electronically to the ME the list of the candidates
potentially admitted following the process described above, as well as their files (according to the
instructions of the ME) in order to obtain the Letter of Acceptance / Certificate of Recognition /
Equivalence of studies abroad.

The letter of acceptance is valid only for the higher education institution for which it was issued,
starting with the academic year for which it was issued and for the academic cycle concerned.

The authentication of study documents subject to recognition / equivalence is regulated


according to the following requirements:
I. for diplomas from the Republic of Moldova no apostille or super-legalisation is required.
Diplomas issued before 2008 (as well as diplomas issued after 2008 that cannot be
verified through the ME portal) must be accompanied by the original authenticity
certificate issued by the Ministry of Education of the Republic of Moldova;
II. for States that are parties to the Hague Apostille Convention, the educational documents
subject to equivalence/recognition must be endorsed with the Hague Apostille by the
competent authorities of the issuing countries; educational documents from Italy, Greece,
Spain, Portugal and Cyprus will be endorsed with the Hague Apostille, other EU Member
States being exempted;
III. for States which are NOT party to the Hague Apostille Convention, the educational
documents will be endorsed or accompanied by the authenticity certificate issued by the
competent authorities of the country of origin; the super-legalization is applied by the
Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of

Romania in the country concerned or by the Ministry of Foreign Affairs of the issuing
country and its Embassy/Consular Office in Romania and the Ministry of Foreign Affairs
of Romania; for countries where there are no diplomatic missions of Romania or which do
not have diplomatic missions in Romania, the study documents will be endorsed by the
Ministry of Education and the Ministry of Foreign Affairs of the issuing country;

In accordance with the list of high school diplomas recognised by the Ministry of Education for the
enrolment of foreign citizens in undergraduate university studies, in force and in accordance with the
requirements of CNRED (National Centre for the Recognition and Equivalence of Diplomas -
http://www.cnred.edu. ro), posted on the website at the date of approval of this Methodology, the
following documents are accepted: for Italy - certificate of passing the Italian baccalaureate exam;
for Spain - Pruebas de Aptitud para el Acceso a la Universidad, calificación Apto; for Sweden -
certificate issued by Verket för högskoleservice regarding access to university studies in Sweden;
for the USA - Scholastic Aptitude Test (SAT) or ACT from the USA

5. Students’ enrolment to studies


Foreign students will be enrolled in the Romanian Single Enrolment Register/National Single
Integrated Register of Diplomas and Study Documents (RMUR/RUNIDAS), according to Ministry
of Education Order 5552/2024.
The University will take into account the names of foreign citizens according to the data entered in
the passport.
After obtaining the Letter of Acceptance / Certificate of Recognition / Equivalence of Studies
Abroad, issued by the Ministry of Education, the candidate may enroll within 15 days from the
beginning of the academic year or at a later date, with the approval of the Administration Board of
UMF "Grigore T. Popa" in Iasi and may attend the faculty and study program to which he was
declared admitted. Exceeding the enrolment deadline makes it impossible to enrol. It is only possible
to withdraw from student status after enrolment in the first year after the end of the first semester.
In order to register, candidates who are citizens of third countries of the European Union must obtain
a study visa issued by the Romanian Embassy in their country of origin, issued on the basis of the
Letter of Acceptance to study issued by the Directorate General for International Relations and
European Affairs of the Romanian Ministry of Foreign Affairs.
Upon enrolment, candidates must submit the original of the documents mentioned in point 3.2., as
well as the baccalaureate diploma (or its equivalent), the transcript of records for all years of
secondary education, the letter of acceptance if it was issued to the candidate at his/her request and
proof of full payment of the tuition fee.

Candidates who are citizens of non-EU countries and who have been declared admitted may enrol on
the condition that they present their baccalaureate diploma (recognised in accordance with the
methodologies drawn up by the specialised directorates of the Ministry of Education) and the letter
of acceptance to university studies issued by the competent directorate of the Ministry of Education.
The Faculty Secretariat will check the documents submitted in the electronic file against those
submitted at registration; any discrepancy may lead to the cancellation of the registration
process.
Candidates declared admitted who have filled in an affidavit that does not correspond to the truth
will not be enrolled.

6. Final dispositions
This methodology may be subject to subsequent changes depending on the regulations of the
Ministry of Education and candidates are required to regularly get informed of any changes that may
occur and to proceed accordingly.
