Transport planning is the process of defining future policies, goals, investments, and spatial planning
designs to prepare for future needs to move people and goods to destinations. As practiced today, it is a
collaborative process that incorporates the input of many stakeholders including various government
agencies, the public and private businesses. Transportation planners apply a multi-modal and/or
comprehensive approach to analyzing the wide range of alternatives and impacts on the transportation
system to influence beneficial outcomes.Transport planning internationally, and is involved with the
evaluation, assessment, design, and siting of transport facilities (generally streets, highways, bike lanes,
and public transport lines). Tanzania is among of the country that can elaborate the objectives and
function of urban transport planning especially to their cities like mwanza , Arusha , Tanga and Dar es
salaam.By starting by purpose of urban transport planning as follows
Urban transport planning (UTP), essential for sustainable development .Transport system where every
individual or traveler category in a city is able to fulfill their mobility needs in a quick, affordable, safe,
reliable, comfortable, energy efficient and environmentally benign manner’ The key focus area of
NUTP- ‘people should occupy center- stage in our cities and all plans would be for their common benefit
and well being’ The objectives of the National Mission on Sustainable Habitat promote energy
efficiency and reduce emissions from transport sector.The government’s objectives –
The government’s purposes ensure that all the areas where it can have an impact are considered before
making a viable plan. The transportation planning objectives in relevance with the government such as,
Safety, Improving security, Reduce accidents, Environment, Reducing the levels of noise, Minimizing
greenhouse gases, Improving the quality of air, Improving the ambiance during the journey, enhancing
the landscape, Economy, Improving transport economic efficiency for transport providers and business
users,social inclusion, access to facilities, integration, integration between different modes of transport,
integrate transportation policy with other government policies.
National purpose .Promote economic growth by enhancing the transport system and infrastructure,
connect remote communities by increasing accessibility to the transport network, Protect the
environment by investing in sustainable transport which will minimize emissions, Improve safety in
journeys, promote public safety, conserve and enhance the environment through sustainable
development, facilitate easy access to hospitals and other places where health service is provided,
enhance economic and social well-being,make the best use of the existing transport system for all users,
improve safety.
Apart from purposes of urban transport planning the following below are the function of urban
transport planning (UTP).
Minimizing the impact on climate change.It is a hard fact to face that pollution has increased because of
transportation emission. It is the need of the hour to enhance technology so that it can result in cleaner
fuels. It should be the priority of people who are involved in transportation planning to upgrade the
infrastructure so that people can choose less polluting methods of transportation.
Good choices of models of transport .Proper transportation planning should be inclusive of all the travel
modes so that it becomes easier for people to make choices that are good for their health.
Air quality.The importance of a transportation planning process is that if advanced technology is used
creatively, then it will improve the air quality and reduce air pollution.
An efficient transportation planning minimizes the chances of accidents and mishaps on the route.urban
Transport planning can help to reduce rate of accident occur in Urban ,due to fact that both public
transport have it's their route and schedule even the train have it's route and schedule the aim is to
meet transport demand to the population to move from origin to destination especially during peak
hours .so accident can be minimized by putting different warning sign and signals behind the road and
establishing rules and regulations to be obeyed by all road users.
A proper transportation planning process assists in shaping the economic quality of life because it can
enhance the mobility of goods and people.If the urban transport planning is proper can shape the
economic life of the population because people are able to from their residential to Central business
region (CBR) for short time and the transport service is available all the time . through availability of
transport service at the right can help the people to boost it's own economic status from poor to
standard life
It offers access to land and influences the pattern of economic activity and growth in an area.Urban
transport planning very important in influencing placement and arrangements of economic activities
within the urban because can help in land use by introducing various economic activities depends on
natui of the population and land for example in Dar es salaam the government introduce Bus Rapid
Transit (BRT) from kimara to kariakoo and morroco due to the high number of people in those
areas .Also decide to shift the region terminal from ubungo to mbezi because of ecomic purpose.
A useful transportation planning has to improve the comfort and safety of people and even
animals.when urban transport planning is proper the comfortability and safety of urban passengers may
increase and can move from origin to destination without any complications or fear to reach to the
target area(destination ) . If there is comfortability and safety means rate of is low
Essential for promoting interaction within a community, urban transport planning can facilitate suitable
interaction of the population or community by connecting people from one street to another street or
from area with better social services to area with normal service example in Dar es salaam people move
from various places like mbagala ,kimara ,mwenge to kariakoo and posta because most of them are
employed in this area other are business men and interprenuers ,also people move in rural area to
urban through various modes of transport
Safe accessibility of areas .One of the function of urban transport planning is to ensure that all sreas or
streets in Urban is accessible very easy with comfort and safety of passengers. Example in Dar es salaam
area like posta and kariakoo is accessible due to the availability of transport service all the time to meet
requirements of the population like transporting their laggage and reach to their destination and origin
area comfortably.
