DEFINITIONS
1. Organizing Committee shall mean The Moot Court Society, i.e., The Society of
Mooters, University Law College & Department of Studies in Law, Bangalore
University, members thereof, or any person or persons appointed for the
administration of this moot court competition.
2. Clarifications shall mean any questions, inquires or doubts sent by a registered
team to the organizers seeking any factual clarification(s) in the Moot Problem.
The clarifications, if any, provided by the organizing committee shall be
considered as if they were part of the Moot Proposition and shall have no
individual significance.
3. Compendium shall refer to a concise compilation of principle heads, general
principles, case laws, and other relevant academic resources related to the
Memorial.
4. Competition shall denote the XXIX All India Moot Court Competition.
5. Memorial shall refer to the written submissions submitted by participating
teams.
6. Participant refers to any member of an institution participating in the
Competition.
7. Participating Team shall denote the team that has registered for the
competition as specified below.
8. Participating Institution shall be deemed to be the parent institution of the
Participating Team.

9. Penalty shall refer to the deduction imposed on the Memorial scores for non-
compliance with the rules stated herewith.
10. Petitioner shall refer to the side that argues on behalf of the party that brings
the claim at any given point in the Competition.
11. Respondent shall refer to the side that argues on behalf of the party against
whom the claim has been made at any given point in the Competition.
12. Rebuttals shall denote the arguments presented by the Petitioner in response
to the Respondent's submissions at the conclusion of the main pleadings of all
speakers.
13. Sur-rebuttals shall denote the defense presented by the Respondents to the
rebuttals.
14. Scouting shall refer to the practice whereby any individual observes the Oral
Rounds of a team other than the one with whom they are associated with. (Such
scouting by the participants shall be closely monitored by the organizers and
shall attract penalties)
15. Speaker shall refer to a Participant who presents oral arguments in any given
round.
16. Team code shall refer to the code allocated to a Participating Team by the
Organizing Committee after the completion of the registration process.
17. Imposition of penalties including disqualification rests solely with the Organizers
in case of failure to comply with the rule(s) and deadline(s)

INTERPRETATION
The organizers will have exclusive authority to interpret the Rules in instances
of interpretational conflict. Such interpretation will be performed according to
appropriate procedure and be guided by interests of fairness and equity. The
interpretation placed upon these rules by the organizers shall be conclusive and
the decision of the organizers regarding the application of these rules shall be
Final.
DATE & VENUE OF THE COMPETITION
Date: The XXIX All India Moot Court Competition 2025, shall be held from 30th May
2025 to 1st June 2025.

PARTICIPATION AND ELIGIBILITY
Eligibility
Participation in the competition is open to all law students pursuing 3 or 5 year
integrated courses or any equivalent law program from any law college / department
/ university recognized by the Bar Council of India.
Team composition
Team Registration:
• Each institution may register a maximum of one teams for the
competition.
• Each team shall comprise a minimum of two members and a maximum of
three members.
• Once registered, this number shall not be modified under any circumstance.
• Any changes to the team composition will be subject to the discretion of
the Organizing Committee.
Team Dynamics:
• In a team consisting of three participants, two members must perform
the role of a speaker, and one member must perform the role of a
researcher.
• In a team consisting of two participants, both members must perform
the role of speakers and one among them must be the researcher.
Disclosure of Identity:
Teams shall not disclose the identity of their institution; such disclosure shall
invite penalties, including disqualification. The decision will be made at the sole
discretion of the Organizing Committee.

LANGUAGE AND DRESS CODE
The official language of the competition shall be English.
The participants shall adhere to the following dress code throughout the competition.
a. Gents: Western business formals (white formal shirt with black pants
and a black blazer with black shoes).
b. Ladies: Western business formals (White formal shirt with black formal
pants/black formal skirt and a black blazer with black shoes) or Indian
formals.
The above-mentioned dress code must be adhered to during the Inaugural and
Valedictory Ceremonies also.
REGISTRATION PROCESS
Provisional Registration:
The provisional registration shall be complete after filling the 'Authorization Letter'
provided at the end of this document, duly signed by the Head of the Institution and
uploaded to the link given below before date : 10th April 2025

Registration after the given deadline shall not be accepted under any circumstance.
On receipt of the duly filled registration form, the institution shall respond to the
participating team, acknowledging the receipt.

Final Registration:
Unless otherwise specified, the maximum number of teams participating in the event
shall be 32 teams on the basis of Memorial Qualification.
The last date for the final registration of the 32 teams shall be on or before 13th May
2025. The formalities to be complied with for the final registration shall be communicated
by the Organizing Committee as and when the top 32 teams are announced.
ANONYMITY OF TEAM
• Teams must not reveal the name of their institution, or country of origin, or names of
the participants, anywhere in the memorials or in the course of the oral arguments.
Teams must also not make use of or display in any manner whatsoever any logo, pins,
badges etc. in the memorials or during the course of the oral arguments. Provided that
speakers may refer to themselves and other speakers in an oral round by their
respective names.
• A team must be identified only by the team code that will be allotted to it after
registration.
• Violation of above rules at any point will lead to severe penalty or disqualification as
determined by the organizers.
CLARIFICATION
• All requests for clarifications with regard to the problem must be submitted via the
official Mail ID 29thulcaimcc@gmail.com. The last date for accepting responses to the
form shall be 11:59pm on date: 16th April 2025
• The request for clarifications should be clear and related to the facts of the case and
not related to the substantive arguments.
• The clarifications as and when issued become a part of the Moot problem. These
changes shall be compiled and communicated duly by the administrators to the
participating teams.

Cover Page
The Cover Page of each memorial must contain only the following
information:
a. The team registration code in the upper right-hand corner, followed
by an ‘P’ for the Petitioner Memorial, or/and R for the Respondent memorial.
For example, Team TC_99 would put it as TC_99P in the upper right-hand
corner of its Petitioner memorial;
b. The name of the forum before which the proceedings are being
conducted;
c. The year of the Competition;
d. The name of the case;
e. The title of the memorial (either Memorial for Petitioner or Memorial for
Respondent)
Table of Abbreviations
All abbreviations used in the memorial must be included in the Table of
Abbreviations. This will include commonly used abbreviations, acronyms and
marks. The Table of Abbreviations must be in an alphabetical order.
Index of Authorities
The Index of Authorities must list all the authorities cited in the memorial.
The Index must indicate the page number(s) and/or the paragraph number(s) of the
memorial in which the authority is cited. The Index of Authorities must be in an
alphabetical order.
Statement of Facts (Shall not exceed 2 pages)
The Statement of Facts must contain a concise statement of the relevant facts of the
dispute. As far as may be, the Statement of Facts should be limited to the stipulated
facts and legitimate inferences which can be drawn from those facts.

Summary of Arguments
Each memorial must include a “Summary of Arguments” not exceeding two pages.
This section shall consist of the main prongs and sub-prongs/headings and sub-
headings of the
Arguments Advanced.
Arguments Advanced
Substantive, affirmative legal argument or legal interpretation of the facts of the Case
may only be presented in the Arguments Advanced section of the Memorial.
Footnotes and Citations
It is not permitted to provide any information in the footnotes that is not related to
the identification of an authority or source. Footnotes may not include additional legal
arguments. Substantive footnotes are not allowed.
SUBMISSION OF SOFT COPIES:
All teams shall send a soft copy of memorial for each side in both Microsoft Word and
PDF formats, via electronic mail, on or before 5th May, 2025 (11:59 PM IST) to
29thulcaimcc@gmail.com only. Any submission made after 5th May, 2025 (11:59 P.M.
IST) will be considered late submission and penalized. Both Memorials in word and pdf
format (4 files) must be attached in a single email only with the subject of the e-mail
being “Memorials for Team Code-X” (X being the allotted team code). However, no
Memorials received after 5th May, 2025 shall not be considered.
Each memorandum should be contained in a single file with the name of the file being
the allocated team code followed by the first letter of the party whose arguments are
presented in that memorandum, i.e., an R for Respondent and ‘P’ for Petitioner. For
instance, the Petitioner memorandum of team code TC_99 should be named
“TC_99P”.

SUBMISSION OF HARD COPIES:
Teams are required to submit Six hard copies of the Petitioner and Respondent
memorial each on the day of the inauguration i.e on 30th May, 2025. The memorial
can be printed on both sides of A4 size sheets, with equal margin of at least one inch
on all sides. The copies once submitted to the organizers will not be returned to
participants at any cost.
The hard copies of memorials should be stitched. The hard copies must be exactly
similar to the soft copy. Any changes in the hard copy vis – à vis the soft copy will
entail disqualification. The decision of the organizers will be final in this regard.
The hard copies of the Memorials must bear a cover page in conformity with the
following scheme:
Petitioner: Blue, Respondent: Red
EXCHANGE OF MEMORANDUM
The exchange of memorandum will take place on 30th May 2025, post the
Inauguration ceremony.
Teams are prohibited from making any marks on the memorandums thus exchanged.
Teams are also prohibited from taking photocopies of such memorandums.
The opponent’s memorandum shall be returned to the Court Officers after the
completion of each Round.

SUBSTANTIVE SCORING FOR MEMORIALS

PLAGIARISM
The participants are required to refrain from employing similar language or replicating
content from the memorials of other teams or any other sources. Even the usage of
publicly available information must be accompanied by proper citations. It is crucial to
note that these rules shall be applicable to all components of the memorial and not
just limited to the Pleadings and Prayer. Failure to adhere to this rule may lead to
disqualification from the XXIX All India Moot Court Competition, 2025. The Organizing
Committee, in consultation with the memorial judges, shall make the final decision
regarding the determination of instances of plagiarism and the imposition of penalties
for such actions.
Penalties for the memorial scoring:
1. Penalty for any submission made after the deadline specified - 1 point/hour
2. Summary of Arguments, Arguments Advanced and Prayer if exceed a maximum
of 30 pages – 1 point/additional page
3. If memorial exceeds a maximum of 40 pages, which shall include the cover page
– 2 points/additional page

4. Failure to adhere to a uniform style of citation, i.e., the 21st Edition Bluebook
Method of citation, throughout their written submissions – 1 point per error
5. The Cover page of the Memorial shall prominently feature the allocated Team
Code in the upper right-hand corner, followed by a ‘P’ or ‘R’ to indicate whether
the Memorial is being submitted on behalf of the Petitioners or Respondents.
Additionally, the Petitioner’s Memorial shall feature a blue cover page, and the
Respondent’s Memorial shall feature a red cover page. Failure to comply with
this rule - 1 point
6. Failure of submission of the soft copy Memorial in both Microsoft Word
Document format (.doc/.docx) and PDF Format - 3 points
7. Failure to follow the mentioned font type, font size, headers and footers, Line
Spacing, Footnotes - 1 point per error
8. Memorial disclosing any personal information of the team members, including
their names and institutional affiliation - Disqualification
RESEARCHER’S TEST
The Researcher's Test will take place on 30th May 2025, post the Inauguration
ceremony.
Researcher's Test shall be conducted in two phases to determine the "Best
Researcher", & is exclusively open to the designated researchers of the participating
teams. In the event where there are only two members in a team, either one of them
may partake in the researcher's test.
Phase 1-Qualifier Round:
The qualifier round of the Researcher's Test shall consist of a written test.
Questions for the Researcher's Test will be formulated based on the factual
circumstances of the moot proposition, as well as relevant legal principles and
statutes. The test will be conducted for a duration of 60 minutes.

The Researcher's Test shall consist of 40 objective-type questions carrying 2 marks
each and 10 subjective questions, also carrying 2 marks each. There will be no negative
marking.
No additional material, such as the bare acts, written submissions, etc., apart from
stationery may be brought by the researcher to the test, and no such material shall be
provided by the organizers.
Phase 2 Final Round
The top four highest scoring researchers will qualify to the Final Round. In the event
of a tie, the score of the memorials will be used to ascertain the qualifiers. The rules
and regulations for the Final Round will be intimated during the Researcher Test
orientation.
• The syllabus for the Final Round of the researcher test shall be the relevant laws and
concepts connected or applicable to the Moot Proposition.
• The researcher with the highest marks in the Final Round will be the 'Best
Researcher."
In the event of a tie, the score of the memorials will be used to ascertain the winner.
ORAL ROUNDS:
There shall be two Preliminary Rounds, a quarter-final round, a semi-final round and
a final round. Lots picked by the teams will decide the side of the arguments in
Preliminary rounds.
A. PRELIMINARY ROUNDS:
i. Each team will be given a total of 30 minutes to present their case.
This time includes questioning by the judges. The division of time is
left to the discretion of the team members, subject to a maximum of
18 minutes per speaker. Division of time should be informed to the
Court Officers/ Clerks at the beginning of the round. The oral
arguments need to be confined to the issues presented in the
memorials. Passing of notes to the speakers by the researcher during
the rounds is allowed. A maximum of 2 minutes may be reserved for

rebuttal and one minute for the sur-rebuttal. Judges may at their
discretion, extend the time allotted for the oral arguments up to a
maximum of 10 minutes.
ii. In the Preliminary Rounds, each Team shall argue once as the
Petitioner and once as a Respondent. All teams are expected to carry
with themselves any case laws or authorities which they intend to
refer to. There shall be two preliminary rounds wherein every
Participating Team shall be required to argue once from each side.
Preliminary round(s) will be held on Saturday, 31st May, 2025. Top
eight teams will qualify for the Quarter- Finals at the end of the
Preliminary Rounds. The top eight teams shall be decided on the basis
of the aggregate of oral score and the memorial score.
iii. To resolve a tie between the teams, the scores of memorial are
considered
iv. The Quarter-Finals, Semi Finals and the Finals will be held on 1st
June 2025.
B. THE QUARTER FINAL ROUNDS:
i. The highest ranked eight (8) teams from the Preliminary Rounds shall
qualify for the Quarter Final Rounds. The first 8 teams will be selected on
the basis of their oral scores in the Preliminary Rounds. The fixtures for
the Quarter Final Rounds shall be determined on the basis of draw of lots.
For the Quarter Final Rounds, each team shall argue only once against the
team determined by and for the side decided by a draw of lots. The time
for presenting the arguments shall be the same as the preliminary rounds
i.e. 30 minutes.
ii. Four (4) teams shall qualify for the Semi Final Rounds on a knock- out
basis, i.e., the winner of each Quarter Final Round shall qualify to the
Semi Final Rounds. The winner will be decided by the oral arguments.
Only in case of a tie, the memorial score will be considered.

C. SEMI FINAL ROUNDS:
i. The four (4) teams that proceed to the Semi Final Rounds, as determined
by the Rules above, shall each argue only once for the side allotted by a
draw of lots. The fixtures for the Semi Final Rounds shall be determined
on the basis of draw of lots. Two (2) teams shall qualify for the Final
Round on a knock-out basis, i.e., the winner of each Semi Final Round
shall qualify to the Final Round. The time limit stipulated for each team
for the presentation of arguments shall be 35 minutes including the time
for rebuttal or sur-rebuttal. The judges may extend the time in their
discretion up to a maximum of 10 minutes.
ii. The winner will be determined by the oral arguments and only in case
of a tie, memorial scores will be considered.
D.FINAL ROUND:
i. The two (2) teams that proceed to the Final Round, as determined by the
Rules above, shall each argue only once for the side allotted by a draw of
lots. The team which wins in the Final Round shall be declared as the
“Winning Team”. The other team shall be declared as the “Runners up
Team”.
ii. In the Finals, each team will get a total of 45 minutes to present their
case. The division of time is left to the discretion of the team members,
subject to a maximum of 25 minutes per speaker. Division of time should
be informed to the Court Officers/ Clerks before the beginning of the
rounds. The oral arguments must be confined to the issues presented in
the memorials. The side the Participating Teams will be arguing for will
be decided by a draw of lots, with the Participating Teams picking the lots.

EVALUATION OF THE ORAL SUBMISSIONS

DELAY IN APPEARANCE/ PRESENTATION:
If a team scheduled to participate in the oral submissions of a Round does not appear
for 10 minutes after the scheduled commencement of such Round, the other team
shall have to make oral submissions ex-parte.
MISCELLANEOUS GUIDELINES
• All the teams shall be bound to follow the code of conduct and the rules
laid down by the Organizing Committee.
• Carrying, possessing or/and consuming liquor, cigarettes, or any other
intoxicating substance during the course of the competition shall be dealt
with strictly and may lead to immediate disqualification from the
competition without scope of appeal.
• Participating Teams should ensure they have the necessary study or
reference materials for their use during the oral rounds of Competition.

• Upon completion of the Competition, the Organizing Committee reserves
the exclusive right to utilize the memorials submitted to them, as they
deem appropriate.
• The Organizing Committee retains the right, at its sole discretion, to take
appropriate action for any unethical, unprofessional and wrongful conduct
throughout the Moot Court Competition.
• The Organizing Committee's decision concerning the interpretation of
these rules or any other matters relating to the Moot Court Competition
shall be final and binding. If there is any situation not covered by these
rules, the decision of the Organizing Committee shall be conclusive.
• If any team member is notified or informed of any detail or information
concerning the Competition, it shall be deemed as if the said team has been
duly notified or informed.

COPYRIGHTS
The copyright over the memorials submitted for participation in the competition
is assigned by participants and shall vest completely and fully on the Organizers.
The Participants shall certify in writing the originality of materials contained
therein and shall be responsible for any claim or dispute arising out of the further
use and exhibition of these materials. Further use and exhibition of these
materials, electronically or otherwise, shall be the exclusive right of the Organizers
and they shall not be responsible for any liability to any person for any loss caused
by errors or omissions in the collection of information, or for the accuracy,
completeness, or adequacy of the information contained in these materials.

SCOUTING
I. Scouting by the speakers, researcher or any other person affiliated
with a team will lead to the immediate disqualification of such team.
II. Scouting shall be deemed to have happened if any person affiliated with
a team is found:
a) Witnessing, hearing, observing, etc. the oral submissions in a Round,
except where the Round is one in which the team to which he/she
is affiliated is participating in; or
b) Reading a Memorial of a team except where it is of the team to
which he/she is affiliated; or
c) The Memorials have been obtained on account of an exchange of
memorials prior to a Round of the team to which he/she is affiliated.
DISCLAIMER
The XXIX All India Moot Court Competition is based on a purely fictitious
compromise/problem, whereby the characters & the incidents or the course of
events in the compromise are completely imaginary and the same has no relation
to any person living or dead or any past/present real life incident. The All India
Moot Court Competition is made solely for the purpose of training law students of
India in developing an analytical bent of mind and serving the Bar and the Bench
to the best of their ability.
