1. INTRODUCTION
National Iranian Oil Engineering and Construction Company (NIOEC) Under Terms and Conditions
of an EPC Contract has Intended to Revamp/Perform The RAFSANJAN-YAZD 16” Buried Pipeline
and Extend Related Facilities in Order to Increase Local Transmission Rate of Petroleum Products.
Project Objective is to increase Operating Capacity for RAFSANJAN and YAZD Facilities to 115000
BPD and 87000 BPD Respectively.

2. SCOPE

- This document describes material specifications for piping components, which will be installed in
YAZD, RAFSANJAN PUMP STATIONS, PROJECT of Iranian Oil Pipeline
&Telecommunication Company.

- The material classification is based on service, design pressure & temperature, list of all piping
materials including pipes, fittings, flanges & accessories, valves is specified in each class. In
addition to material, rating, facing, pressure & temperature limit, corrosion allowance & branch
connections have been specified for each class of piping.

- This document excludes the following:

Pressure vessels, heat exchangers, pumps, and other fluid handling or


processing equipment, including internal piping and connections for external piping.
Piping inside building (Plumbing).

3. TERMS AND DEFINITION

4. CODES AND STANDARDS

- The offered material shall be in compliance with the requirements of the standards and
specifications mentioned here in. The vendors may offer their equivalent standard products;
however any deviation from the specified standards and specifications should be clearly indicated
and separately listed in the quotation.

- The CONTRACTOR shall be in possession of all the standards listed below and shall make them
available to all personnel involved in executing the work, including OWNER personnel. The
latest revision of the standard at contract award shall apply.

7. GENERAL

7-1- Piping specifications are classified for the general purpose selection of material for each
class of services. The maximum design pressure and design temperature, together with the
fluid service, govern the selection of material specification.

7-2- Deviations of material from class specifications may occur due to specific design conditions.
These deviations are permissible if they are equal or better than the individual class
requirements and prior owner's approval shall be obtained before execution.

7-3- Special items refer to as Sp's are those materials which are not covered by piping material
specifications and are assigned an item number listed in the specialty item list and on flow
diagrams and drawings.

7-4- All carbon steel weld joints having pipe wall thickness of 25 mm and larger shall be post
weld treated in accordance with ASME B31.3, Chapter V, Clause 331. (if required)

7-5- Pressure/ Temperature ratings of flanged components are based on ASME b16.5 and ASME
B31.3. All Pressures indicated in the piping classes are gauge values unless noted otherwise.

8. PIPE

8-1- Pipe nominal diameters should be in accordance with ASME B36.10 for wrought steel and
ASME B36.19 for stainless steel pipe, but nominal diameters of 1/8", 1/4", 3/8", 1-1/4", 2-
1/2", 3-1/2", 5", 22" shall not be used, except where required to connect to equipment. This
non-standard piping shall be converted to the standard piping as near as possible.
8-2- General requirements of pipes shall be in accordance with IPS-M-PI-190.
8-3- Welded pipe to API 5L Gr.B shall be HFW or submerged arc welded at least one pass on
both inside and outside.
8-4- All pipe threads shall conform to taper threads as per ANSI B1.20.1 unless otherwise
specified.
8-5- Galvanized pipe shall be supplied threaded and coupled; threaded shall be free of
galvanizing.
8-6- Butt welding ends shall conform to ANSI B 16.25
8-7- Wall thickness of pipes has been calculated by following formula according to ASME
8-8- B31.3:

8-10- Design temperature as indicated in related P&ID is in the range of temperature limit which is
defined in ASME B31.3. So no temperature effect shall be considered.

9. FITTINGS
9-1- General requirements of fittings shall be in accordance with IPS-M-PI-150.
9-2- Fittings size 1/2" to 1-1/2" shall be screwed or socket welding forged carbon steel and their
dimensions shall conform to ASME B16.11.
9-3- Fittings size 2" and above shall be of carbon steel butt welding types. Dimensions of butt-
welding fittings for carbon steel, ferritic alloy steel and stainless steel shall conform to
ASME B16.9.
9-4- Screwed Fittings for galvanized material shall conform to ANSI B16.11.
9-5- Fittings welding seam up to NPS 16" shall be seamless and for the others shall be same as
pipe.
9-6- All elbows shall be long radius unless otherwise stated in drawings.
9-7- When wall thickness of fittings is specified “to match pipe“, fittings of commercially
available wall thickness shall be used, even though wall thickness of such fittings may be
slightly heavier than the pipe. Internally taper bore fittings shall be used if thickness exceeds
that of pipe by more than 1.6 mm.
9-8- Weldolet, sockolet and threadolet dimensions shall conform to MSS-SP-97.
9-9- Plugs 2" and smaller shall be solid forged steel.
9-10- Usage of unions shall be restricted to utilities only.

10. JOINTS
10-1- Threaded Joints shall be in accordance with ASME B1.20.1.
10-2- All thread joints irrespective of pressure and temperature on lines carries toxic fluid
shall be seal welded with a full strength fillet weld.
10-3- When threaded joints are designed to be seal welded, thread sealing compound shall not be
used
10-4- Butt welding ends according to ANSI-B16.25.
10-5- Socket welding ends according to ANSI-B16.11

11. FLANGES

11-1- Minimum flange rating for piping work shall be class 150 as per ANSI B16.5.
11-2- Flange faces shall have serrated concentric finish unless otherwise noted.
11-3- ON all flanged connections, flanges, valves etc., the requirement of ASME B16.5, ASME
B16.47 series B shall apply. For raised face flanges, the resultant surface finish, as judged by
visual comparison with AARH standards, shall have a 500 micro inch maximum roughness
for class 150 and 300 flanges, and 250 micro inch maximum roughness for higher rated
flanges.
11-4- Dimensions of orifice flanges shall conform to ASME B16.36.
11-5- Neck of W.N. flanges shall suit pipe-bore and thickness; bore of S.W. flanges shall suit pipe
O.D. and its thickness.
11-6- Threads for screwed flanges shall conform to taper thread as per ASME B1.20.1 unless
otherwise stated.

12. BENDS, MITERS AND REDUCERS FABRICATED FROM PIPE

12-1- Cold bends with a bend radius of 5 times nominal pipe diameter may be used in case of non-
availability of prefabricated elbows on lines 1-1/2 " pipe size and below as much as
minimum with prior owner approval.
12-2- Miter elbows and fabricated reducers constructed of pipe may be used in low pressure utility
service for line sizes greater than 24" with prior owner approval.
12-3- For 1-1/2" pipe sizes and below, for socket weld and threaded piping, reducers swaged from
pipe may be used with prior owner approval.

13. GASKETS

13-1- Flat ring, non asbestos aramid fiber based gasket with 2 mm thickness shall be used for classes
150.

13-2- Spiral wound, 304 SS with expanded graphite ring, 4 mm thickness with carbon steel external
centering ring for class 600 and 300. Both inner and outer centering ring for class 900 shall be
used.

13-3- Non-metallic gaskets for flanged pipe joints shall conform to ASME B16.21, for sizes up to
24" as per ANSI B16.5 and size 26” and above shall be as per API 605.

13-4- Spiral wound gaskets shall conform to API-601 for sizes up to 24”, and API-605 for sizes 26”
and above.

14. BOLT AND NUTS

14-1- Stub-bolt shall conform to ANSI B18.2.1

14-2- Nuts shall be hexagonal heavy series in accordance with ASME B18.2.2.

14-3- Stud-bolt length shall be the effective thread length according to ASME b16.5.

14-4- All external Carbon and low alloy steel bolts and Nuts should be hot dip galvanized or PTFE
coated.

15. THREAD SEALANT

15-1- Up to 200°C, threaded joints shall be with 1" wide PTFE jointing tape or compound.

15-2- Above 200°C, threaded joints shall be made with grafoil type and seal welded with a full
strength fillet weld.
16. VALVES

16-1- All valves shall be reduced bore (port) or regular pattern generally. Where full bore (port)
valves are required, they shall be indicated on drawings.

16-2- Face to face dimension of flanged valves shall conform to ASME B16.10 to the extent covered.

16-3- Flange dimensions of steel, alloy steel and stainless steel flanged valves shall conform to
ASME B16.5.

16-4- Flange facing shall meet the requirements specified in clauses 10.2 and 10.3 of this
specification.

16-5- Weld end valves shall be specified with bore to match mating pipe.

16-6- Flanged valves shall be used in place of socket weld and screwed valves in 1" and 1-1/2" sizes
when mounted directly to flanged vessel, vent, drain and level control connection.

16-7- Manually operated valves shall be gear or wrench operated type as following table:

16-8- The gear operated valves shall have the following characteristics:

- Thoroughly tight box and protected stem.
16.9. Gate valves
Gate valves shall be solid wedge, outside screw and yoke, bolted bonnet, bolted gland, renewable
seats and suitable for repacking under pressure when fully open.

16.10. Globe valves


Globe valves shall be swivel plug type disc, outside screw and yoke, bolted bonnet, bolted gland,
straight pattern, renewable seats and suitable for repacking under pressure when fully open.

16.11. Check valves


All check valves shall be bolted cover renewable seat. Flanged check valves shall be swing type; regular

pattern and socket weld check valves shall be ball type, horizontal pattern.
Check valves may be mounted in the vertical (upward flow) or horizontal position unless limited by
the item description in the individual line class.

16.12. Ball valves


Ball valves before and after meter prover systems shall be full bore and block and bleed type.
Ball valves shall be fire safe design, secondary seal, anti blow out stem, antistatic device, renewable
and PTFE seats suitable for repacking under pressure when fully open, equipped with position indicator
and locking device.
The ball valves shall be float or trunnion mounted in the following sizes:

17. BRANCHES

17-1- All branches in butt-welding lines shall be checked for reinforcement according to
requirements of ASME B31.3.

17-2- Lateral branches in utility services and drain lines may be pipe to pipe and for process services
may also be pipe to pipe, but owner approval is necessary.

17-3- If threaded branch outlet fitting (threadolet) is used in pipelines for hydro test, it shall be seal
welded after hydro test.

18. MATERIALS

18-1- The carbon content by ladle analysis shall be 0.23% maximum for plate and 0.25% maximum
for forgings and castings.

18-2- The manufacturer shall ensure on a basis of regular production checks that the carbon
equivalent (CE) by ladle analysis does not exceed 0.45% where:

18-3- CE= C+Mn/6+ (Cr+Mo+V)/5+ (Cu+Ni)/15

18-4- All forging materials shall be normalized.

18-5- Seamless pipes shall be furnished in the hot formed, normalized, normalized and tempered or
quenched and tempered condition.

18-6- ERW pipe shall be of only HFW type made from hot rolled coil. The entire weld and HAZ
shall be normalized. Alternatively the pipe may be full body normalized, normalized and
tempered or quenched and tempered.

18-7- SAW pipe shall be furnished in the as-rolled, normalized, thermo-mechanically controlled
process or quenched and tempered condition.
