1. Composition and Structure:

Mandate: Each procuring entity (like a province, city, or municipality) must establish a single BAC for its
procurement activities.

BAC Members: The BAC should have at least five (5) members, but not more than seven (7).

Chairperson: The BAC chairperson must be at least a third-ranking permanent official of the procuring
entity, excluding the head of the entity.

Designation: The local chief executive designates the BAC members, who are personnel occupying
plantilla positions within the procuring entity.

Secretariat: The agency should create a Secretariat, or designate an organic office, to act as the main
support unit for the BAC.

Jury Duty: To ensure timely procurement, BAC members are on a "jury duty" type of assignment,
prioritizing BAC tasks until the Notice of Award is issued.

2. Functions:

Pre-Procurement Conference: Facilitates discussions on technical and financial aspects of the bid and
eligibility requirements.

Bid Solicitation and Submission: Handles the public invitation of bids and the handling of submitted
bids.

Bid Evaluation: Determines the eligibility of prospective bidders, receives and opens bids, conducts
evaluation, and undertakes post-qualification proceedings.

Contract Award Recommendation: Recommends the award of contracts based on the bid evaluation
results.

Transparency: Utilizes information and communications technology to promote transparency and


efficiency in procurement procedures.

Procurement Manual: The GPPB developed a Procurement Manual for LGUs to guide local government
procurement practitioners through the different steps involved in the whole procurement process under
RA 9184 and its IRR.

Republic Act No. 9184: The primary law governing government procurement in the Philippines.

Implementing Rules and Regulations (IRR) of RA 9184: Provides detailed guidelines for implementing the
law.
