Park, 87.70 Acres area is for Buffer (Green Belt), M.58 Acres area is for Truck
Parking, 113.57 Acre area is earmarked for Road and 1,6.46 Acres area
earmarked for BMRDA road as per CDP Nelamangala [The site plan is enclosed
as Annexure-Il]. Total rvater requirement for the industriai area is 8.08 MLD
(Domestic : 2.68 MLD + Indusfri aJ:5 .4 MLD) rvill be met from HemavatLr-iRiver.
Total waste water generated ts 4.8M MLD (Domestic effluent: 2.744 MLD +
Industrial effluent: 2I MLD). Domestic waste water will be treated in STP of 2.2
N4LD and industriai effluent will be treated in ETP oi 2.8 MLD capacity. Total
Power requirement is 63.3 MVA will be sourced from KPTCL/ BESCOM. The
project cost is Rs.677.33Crores.

3. The project proposal has been considered bv SEAC on 15s & 16ihMarch
2013 and fons *"r" issued vide ]etter dated 66 April 201.3 for cond.ucting
Environment Impact Assessment Studv. The EiA has been conducted by M/s.
ABC Techno Labs India Prirzate Limited who is accredited from NABET vide
No. NABET /EIA/7316/RA001, Rev 09, August201l Valid up to 15ft November *s/
201'6.Pubiic consultation was held on 15ft July 2074 and Supplementary Public
hearing was held on 9e December 2014. The final combined EIA report has
been submitted on 12s March 2075.

4. Based on the inJormation submitted by you and presentation made by


Environmental consultant, M/s.ABC Techno Labs India Prjvate Limited No.2
2ndStreet, Thangam Colony, Anna Nagar West, Cherurai Tamil Nadu -60C040.
The State Level Expert Appraisa-l Cornmittee (SEAC) examined the proposal in
the rneeting held on 30ft & 31st March 2015 and sth & 6m ]une 2015 and has
recorrunended for issue of Environmental Clearance.

5. The State Environmental Impact Assessment Authoriw (SEIAA)


Karnataka has considered the project in its meeting held on 29e June 2015 and
after due consideration of the relevant documents submitted by the project I
proponent and additionai clarifications furnished in response to its v
observations and the appraisal and recommendation of the SEAC, have
accorded environmental clearance as per the prorrisions of Environmental
Impact Assessment Noti{icatton-2006 and its subsequent amendments, subjeci
to strict compliance of the following terms and conditions :-

from day one. The cell a-lsoensuresthat the ceil manages/ maintains all
the environmentaj aspects such as seurage treatment, solid waste
disposal,maintenanceof greenbelt areas,etc.
3. A11required sanitary and h;igienic measuresshould be in place before
starting construction activities and to be maintained throughout the
construction phase. Sufficient nurnber of toilets/batlrooms shall be
provided with required mobile toilets, mobile STP for conslruction work
force.
4. A First Aid Room should be provided in the Project both during
constructionand operation of the project.
5. Adequate drinking water and sanitary facilities should be provided for
consiruction workers at the site. The safe disposal of wastewater and
-solidwastesgeneratedduring the conslructionphaseshouid be ensured.
6. Pfovision shall be made for the housing of constructionlabourersr.t'ithin
the site with all necessaryinfraskuciures. The housing may be in the
form of temporary structuresto be removed aJterthe completion of the
project.The facilities shall include the crdche.
7. Provision should be made for the supply of fuei (keroseneor cooking
gas); utensils such as pressure cookers etc, to the labourers during
constructionphase.
8. AII the labourers to be engagedfor constructionshould be screenedfor
health and adequately treated before engaging them to i,r'ork at the site
and detailed report submitted to SEiAA. Safety standards as per
National Building Code (NBC) should be ensured.
9. For dis-infectionof wastewaterr,vhichis not meant for recycling for toilet
flushing, use ultra violet radiation and not chlorination. For treated
wastewater meant for reuse for toilet flushing, disinfect by using
chlorination.
10. AII the topsoil excavatedduring construction activities should be stored
for use in horticultare / landscapedevelopmentwithin the project site.
11. Disposalof muck, consfructiondebris during constructionphase should
not create any adverse effect on the neighbouring communities and be
disposedtaking the necessaryprecautionsfor general safety and health
aspectsof people, only in approved sitesr.t'iththe approval of competent

15. The diesel requiredfor operating DG sets shall be stored in underground
tanks and if required, clearancefrom Chief Controller of Explosives shaii
be taken.
16. Vehicles hired for bringing construction material to the site shouid be in
good condition and should conJorm to the applicable air and noise
emission standards and should be operated only during non-peak hours.
17. Ambient noise levels should conjorm to the residential standards both
during dav and night. Incremental pollution ioad.s on the ambient air
and noise quality should be closely monitored during construction
phase. Adequate fiIeasures to reduce air and noise pollution during
consfruction keeping in mind CPCB norms on noise lirnits.
18. Fly ash should be used as building material in the construction as per the
provisiors of Fly Ash Notification of September L999 and amended as on
August 2003.
19. Readv mixeci concrete must be used in builciing consiruction.
20. Storm water control and its re-use as per CGWB and BIS standards for
various applications.
21.Water demand during corstruction should be reduced by use of pre-
mixed concrete, curing agents and other best practices and orLly tertiary
lreated water shall be used for conskuction as per G.o. No. FEE 188 ENV
2003 dated 1.4.08.2003.
22. No ground rarater is to be drawn without perrnjssion from the
Central/State Ground Water Authority.
23. Separation of grey and black u'ater should be done by the use of dual
plumbing line for separation of grey and biack rvater.
24.Treatment of 700% grey water by decentralized treatment shoulcl be
done.
25" The provision of Energy Conservation Building code, 2006 shatl be fulty
complied with.
26. Roof shouid meet prescriptive requirement as per Energy Conseryation
Building Code, 2007by using appropriate thermal insulation material.

32. The project Authorities shall ensure that the illerinnel Rr'ilrlino Code,
2005 is complied with and adhered to.
33. The project authorities shali not use Kharab land if any, for any purpose
and keep available to the general public duly displa,ving a board as
public property. No structure of any kind be put up in the Kharab jand
and shall be afforested ar-rdmaintained as green belt oniy.
34. The authorities should include the condition while issuing plots to the
prospective indirzidual industrips fhaf therzchorrlci develop greenbelt of
at least 33 % of the plot area.
35. The industria-l units in the industrial area and the associated facilities
shail be strictly in accordance with the norms laid down by the
Karnataka State Govemment and KSPCB/CPCB.

r.rdth regard to establishment of STP/CETP, buff er zone, green be1t,
ccnCitions to be incorporated in the lease document v;hile ailotting plots

37. The project Authorities shall ensure the time specification prescribed by
the Honourable High Court of Karnataka in \41P.No. 1,958/2071,(LB -
RES - PIL) on 04.72.201.2for different actir,rities involved in construction
work.
38. The existing water body, canals and rajakaluve and other drainage and
water bound structures if any shali be retained unaltered with due buffer
zone of 15 meter alround maintained under free cover.
39. The project authorities shall leave 30 mfrs buffer from the boundary of
Iake and 15 meters on either side of the channel f nala and other r.vater
bodies if any and this shall be free from any permanent strucf.rres. The
bulfer so maintained shail be planted with indigenous tree species such
as Neem, Akash Mallige, Mahagoni, FIonge, Kadamba Ficus, etc. and
maintained as green belt.
40. The natural sioping pattern of the project site shall lemain unaltered and
Y the natural hydrology of the area be maintained as it is to ensure natural
flow of storn'r water.
41. Lakes and other vrraterbodies within andf or at the vicinity of the project
area shall be protected and conserved.
42. The project Authority will undertake all relevant measures, as indicated
during the Pubiic Hearing for impicline the Socio-econ-omrccondiiions
of the surrounding area.

2. The installation of the Sewage Trealment Plarrt (STP) / Effluent
Trealment Plant (ETP) sha-ll be got certi-fied by an independent expert
and a report in this regard should be submitted to the SEIAA before ihe
project is commissioned for operation. Treated effluent emanating from
STP shall be recycled/reused to the maximum extent possible. Treatment
of 700% $ey water by decentralized treatment should be done.
Discharge of treated sewage shali conJorm to the norms & standards of
the Karnataka State Pollution Control Board. Treated seu/ageshould be
used for flushing, gardening, etc. as proposed. Necessar-vmeasures
should be made to mitigate the odour problem from STP.
3. The solid waste generated should be properly collected and segregated.
Wet garbage should be composted and dty / inert solid waste should be
disposed off to the appror.ed sites for iand filling aJter recovering
recvciable material.
4. Diesel power generating sets proposed as souice of backup power for
elevators and common area illumination during cperaticn phase should
be of enclosed type and con-form to rules made under the Environment
(Protection) Act, L986. The height of stack of DG sets should be equal to
the height needed for the combined capacity of ail proposed DG sets.
Use low sulphur diesel. The location of the DG sets may be decided with
in consultation with Karnataka State Pollution Control Board.
5. Noise should be conlroiled to ensure that it does not exceed the
prescribed standards. During night time the noise levels measured at the
boundary of the building shail be resfricted to the permissible levels to
comply with the preva-lent regulations.
6. The project proponent shali ensure development of a minimum of 33% of
the pioject area which shali inciude the buffer zone anci green belt
developed by individuai industries. The project AuthoriW ma.v*
