d) achieve a stable population by 2045
Which of the above statements are correct?
a) C&A

The National Population Policy 2000 aims to bring the total fertility rate (TFR) to
replacement level by 2010 and to achieve a stable population by 2045, at a level consistent
with sustainable economic growth, social development, and environmental protection.
Although these objectives are higher and the time frame to achieve them is shorter than with
past programs, the 2000 policy may be more appealing to the public. It envisages achieving
replacement-level TFR (about two children per woman) through “promotional and
motivational measures” that emphasize quality of life, rather than through numerical targets
for the use of specific contraceptive methods, which plagued previous programs. One well-
publicized aspect of the National Population Policy 2000 concerns the allocation of seats in
the Indian parliament. The policy recommends freezing the current number of seats for
another 25 years to avoid penalizing states that have complied with previous population
policies.

Vishaka Vs State of Rajasthan
Bhanwari Devi, a social worker from Rajasthan, was brutally gang-raped by five men for
preventing a child marriage. Determined to seek justice, she decided to go to court. In a
shocking decision, the trial court acquitted all five accused. Vishaka, a Group for Women’s
Education and Research, took up the cause of Bhanwari Devi. It joined forces with four other
women’s organisations, and filed a petition before the Supreme Court of India on the issue of
sexual harassment at the workplace.
On August 13, 1997, the Supreme Court commissioned the Vishaka guidelines that defined
sexual harassment and put the onus on the employers to provide a safe working environment
for women.

was being harassed by the accused, Suhas Katti, when she refused to marry him.
He would send defamatory and obscene messages to her online in a Yahoo message group.
To add to her agony, she began to receive phone calls from unknown people soliciting sex
work. The victim filed a complaint in February 2004, and within seven months the accused
was convicted. In an age of merciless trolls and other forms of online harassment, this
judgment acts as a tool that woman can use to safeguard their dignity.

acid and provide adequate compensation to the victim. Taking cognizance of the number of

B the state cannot give any financial support to educational institutions run by religious
communities.
C In India, both state and religion can, and often do, interact and intervene in each other's
affairs within the legally prescribed and judicially settled parameters
D religion is relegated entirely to the private sphere and has no place in public life
whatsoever.
Ans: C
Explanation:
the western concept of secularism requires complete separation of religion and state.
However, in India, neither in law nor in practice any 'wall of separation' between religion and
the State exists. In India, both state and religion can, and often do, interact and intervene in
each other's affairs within the legally prescribed and judicially settled parameters.
In other words, Indian secularism does not require a total banishment of religion from the
State affairs. As per the western model, the state cannot give any financial support to
educational institutions run by religious communities.
On the other hand, Indian model has chosen a positive mode of engagement.
In India, the state provides all religious minorities the right to establish and maintain their
own educational institutions which may receive assistance from state.
In western concept of secularism, religion is relegated entirely to the private sphere and has
no place in public life whatsoever. The western model prohibits any public policy to be
drafted on the basis of religion therefore; state is absolutely distanced from the religious
activities and practices of its citizens.
