1. INTRODUCTION:
This regulation lays down rules for the accurate monitoring, reporting and verification of carbon
dioxide (CO2) emissions and of other relevant information from ships arriving at, within or
departing from ports under the jurisdiction of a Member State, in order to promote the reduction
of CO2 emissions from maritime transport in a cost effective manner.
This regulation should enter into force on 1st July 2015 to ensure that the member states and
relevant stakeholders have sufficient time to take the necessary measures for the effective
application of this regulation before the first reporting period starting of 1 st January 2018.
1.1 APPLICABILITY:
This regulation applies to ships above 5 000 gross tonnage in respect of CO2 emissions
released during their voyages from their last port of call to a port of call under the jurisdiction of
a Member State and from a port of call under the jurisdiction of a Member State to their next
port of call, as well as within ports of call under the jurisdiction of a Member State.
1.2 SUBMISSION OF MONITORING PLAN:
The company shall prepare for each of their ships monitoring plan which consists of, a
complete and transparent documentation of the monitoring methods and CO2 emissions report,
including others relevant information for the concerned ship.
By 31 August 2017, the monitoring plan shall be submitted to the Verifiers for approval.
MONITORING & REPORTING:
The first period to be included in the report is from 1st January 2018 until 31st of December
2018 and be submitted to EU Commission by 30 April 2019.
1.3 VERIFICATION:
Verification by accredited verifiers should ensure for each successive period of monitoring that
emissions reports are correct and in compliance with the requirements set out in this
regulation. Verifiers should check data credibility by comparing reported data with estimated

data based on ship tracking data and characteristics. Such estimates could be provided by the
commission.
In order to ensure impartiality, verifiers should be independent and competent legal entities.
1.4 DOCUMENT OF COMPLIANCE:
If the emissions report meets all requirements stated in the regulation, the verifier shall issue
the document of compliance to the ship. The document of compliance shall be valid for a
period of 18 months after the end of the reporting period.
1.5 PENALTIES FOR NON-COMPLIANCE:
Non-compliance with the provision of this regulation should result in the application of
penalties. Member States should lay down rules on those penalties. Those penalties should be
effective, proportionate and dissuasive.
In the case of ships having failed to comply with monitoring and reporting requirements for two
or more consecutive reporting periods and where other enforcement measures have failed to
ensure compliance, it is appropriate to provide for the possibility of expulsion. Such a measure
should be applied in such a way as to allow the situation of Non-compliance to be rectified
within a reasonable period of time.
