3 General Flight Rules
3.1 Noise Certification Belgium
Take-off and landing on Belgian aerodromes of civil subsonic jet aeroplanes is forbidden unless granted noise
certification to the standards specified in Part II, Chapter 3, Volume 1 of ICAO Annex 16.
This prohibition applies only to civil subsonic jet aeroplanes with a by-pass ratio of less than two and with a
MTOW of 34000kg or more, or with a certified maximum internal accommodation for the aeroplane type in
question consisting of more than 19 passenger seats, excluding any seats for crew only.
This prohibition does not apply to:
a) take-off and landing performed by aircraft carrying members of the Belgian Royal Family, the Belgian
government, the regional and community governments and foreign Royal Families and heads of state
or leaders of foreign governments, presidents and commissioners of the European Union, on official
missions;
b) take-off and landing performed with regard to missions in case of disasters or for the purpose of
medical assistance;
c) take-off and landing concerning military missions;
d) take-off and landing performed in exceptional conditions such as:
- flights on which there is immediate danger to the life or health of persons, as well as animals;
- flights diverted for meteorological reasons.

Exceptionally and on explicit justified request, the Minister of Transport may authorize a take-off or landing of
a noncompliant aircraft. The operator of a flight seeking an exemption shall obtain prior permission from the
CAA.
Between 2200 and 0500‡, flights of re-certificated civil subsonic jet aircraft are only authorized in clean
configuration (landing gear and wing flaps retracted).
4 Instrument Flight Rules
4.1 IFR Flight in Class G Airspace
In the Belgian part of the Brussels FIR, IFR flights in class G airspace are subject to CAA approval.

Eligible flights are those overflights that enter and exit MUAC FRA (FL245 - FL660). Additional eligible flights
are those that depart from or arrive at aerodromes below the lateral area of MUAC FRA or in its proximity and
have a requested flight level above FL245 within the MUAC FRA.

8.1 ATC Phraseologies
Standard Clearances for Departing Aircraft
Contents
Standard clearances for departing aircraft do not contain the cleared level. They will contain the initial level,
except when this element is included in the SID description.
Clearances on a SID
When a departing aircraft on a SID is cleared to climb to a level higher than the initially cleared level or the
level(s) specified in the SID, the aircraft shall follow the published vertical profile of the SID, unless such
restrictions are explicitly cancelled by ATC. The ICAO standard phraseologies for "Clearances on a SID" are
not used.
Standard Clearances for Arriving Aircraft
Contents
Standard clearances for arriving aircraft do not contain the cleared level. They will contain the initial level,
except when this element in included in the STAR description.
Clearances on a STAR
When an arriving aircraft on a STAR is cleared to descend to a level lower than the level or level(s) specified
in the STAR, the aircraft shall follow the published vertical profile of the STAR, unless such restrictions are
explicitly cancelled by ATC. Published minimum levels based on terrain clearance shall always be applied.
The ICAO standard phraseologies for "Clearances on a STAR" are not used.
General - Level Changes, Reports and Rates
Following additional phraseologies are used:
a) clearance to cancel level restriction(s) of the vertical profile of a SID during climb: “CLIMB TO (level)
[LEVEL RESTRICTION(S) (SID designator) CANCELLED (or) LEVEL RESTRICTION(S) (SID designator) AT
(point) CANCELLED]”;
b) clearance to cancel level restriction(s) of the vertical profile of a STAR during descend: “DESCEND TO
(level) [LEVEL RESTRICTION(S) (STAR designator) CANCELLED (or) LEVEL RESTRICTION(S) (STAR
designator) AT (point) CANCELLED]”.
The phraseologies for the following circumstances are not used:
a) clearance to climb on a SID which has published level and/or speed restrictions, where the pilot is to
climb to the cleared level and comply with published level restrictions, follow the lateral profile of the
SID; and comply with published speed restrictions or ATC issued speed control instructions as
applicable;
b) clearance to cancel level restriction(s) of the vertical profile of a SID during climb;
c) clearance to cancel specific level restriction(s) of the vertical profile of a SID during climb;
d) clearance to cancel speed restrictions of a SID during climb;
e) clearance to cancel specific speed restrictions of a SID during climb;
f) clearance to climb and to cancel speed and level restrictions of a SID;
g) clearance to descend on a STAR which has published level and/or speed restrictions, where the pilot
is to descend to the cleared level and comply with published level restrictions, follow the lateral
profile of the STAR and comply with published speed restrictions or ATC issued speed control
instructions;
h) clearance to cancel level restrictions of a STAR during descent;
i) clearance to cancel specific level restrictions of a STAR during descent;

Area Control Services - Issuance of a Clearance
The phraseology “FLIGHT PLANNED ROUTE” is used.
Approach Control Services
Departure Instructions
a) The phraseology “CLEARED VIA (designation)” is used.
b) The phraseology for clearance to proceed direct with advance notice of a future instruction to rejoin
the SID is not used.
Arrival Instructions
a) The phraseology “CLEARED (or PROCEED) VIA (designation)” is used.
b) The phraseology “CLEARED TO (clearance limit) VIA (designation)” is used.
c) The phraseology “CLEARED (or PROCEED) VIA (details of the route to be followed)” is used.
d) The phraseology for clearance to proceed direct with advance notice of a future instruction to rejoin
the STAR is not used.
ATS Surveillance Services - Speed Control
The phraseology “RESUME PUBLISHED SPEED)” is not used.
8.2 Reduced Reporting Procedures for Flight Within Brussels UTA
Pilots shall apply the following procedures in order to reduce the air-ground communication. Unless
otherwise instructed by ATC:
• The initial call after a FREQ change shall only contain aircraft identification and actual level, with the
addition of cleared level for climbing or descending ACFT.
• Any position report, if required subsequently, shall only contain aircraft identification, position and
time.
• Level changes shall only be reported on leaving assigned levels.
• Pilots shall, in the absence of prior instructions from ATC to change FREQ, indicate that the aircraft is
going to leave the Brussels UIR by reporting: "APPROACHING THE UIR BOUNDARY" unless crossing
the Brussels/Hannover UIR boundary.
• Aircraft that are not capable of replying on SSR with 4096 codes on Mode A, nor with automatic
pressure-altitude transmission on Mode C, but that have been exceptionally authorized to operate in
the Brussels UIR, shall make an abbreviated position report over all "on request" reporting points.

8.3 Position Reporting
When a controlled flight has been exempted from the requirement to report over compulsory reporting points
pilots shall, unless automated position reporting is in effect, resume voice or CPDLC position reporting:
a) when so instructed;
b) when advised that the ATS surveillance service has been terminated, or;
c) when advised that the ATS surveillance identification is lost.

10 Miscellaneous
10.1 Wind Shear Warnings
Wind Shear warnings are not issued as wind shear is not considered a factor in the Brussels FIR. The rare
wind shear reports from pilots are included in the MET REPORT and ATIS.
11 Emergency
11.1 Fuel Dumping
Except in case of emergency, fuel dumping should be carried out over the North Sea at or above FL100.
In case of emergency, fuel dumping shall, whenever possible, not be carried out:
• over the congested area of cities, towns or settlements;
• in holding patterns;
• less than 900m (3000ft) above other ACFT.
