Subject: Concerns Regarding the Tribu Agutaynen of Barangay New Agutaya

Dear Ms. Loriega,

I am writing to formally articulate our concerns regarding the Tribu Agutaynen of Barangay New
Agutaya, who appear to be neglecting several critical issues. This matter was previously
addressed during the Indigenous Peoples’ (IP) meeting convened on November 16, 2024, during
which we supplied a hard copy of the approved proposals for the IP Month Celebration
Activities, along with a detailed budget breakdown, which included information concerning the
sports prizes involved.

The difficulties we are currently facing stem from the actions of two former staff members—my
Secretary and Community Organizer—who did not appropriately fulfill their obligations and
acted without my consultation or approval. Their actions have led to a failure in achieving the
intended objectives and have manifested attempts to undermine my position as the Municipal
Indigenous Peoples Mandatory Representative by supporting an alternative candidate from their
barangay. This situation has been further exacerbated by Ms. Dina R. Yayen, my former
secretary, and her mother, who have concealed five original approved activity proposals from
Ms. Joan Emmyr B. Alutaya, which are essential for processing payments.

I had personally extended an invitation to my former secretary to participate in the


aforementioned meeting to discuss the documents located in her red folder and on her desk. Prior
to issuing her employee ID, which was found among the documents, I intended to request the
return of all materials that had been removed from the office without my consent or approval.
However, she explicitly declined my invitation to attend the meeting.

I will provide a notarized statement from another staff member who is familiar with these events.
Unfortunately, the individuals involved have opted not to acknowledge this information and
continue to engage in actions that contradict our previously established agreements. I sincerely
apologize for any inconvenience this situation may have caused; however, it is imperative to
clarify that the responsibility resides with the individuals in question. Further dissemination of
information that has already been thoroughly communicated appears unnecessary.
