Technical assistance service for the execution of an Urban Displacement


Profiling in the Metropolitan Area of Pemba,
Cabo Delgado, Mozambique

Purpose of CFP: Provision of technical services for the design, supervision and finalization of an
urban profiling exercise, to be performed in a collaborative way with active engagement and
leadership of the Government and participation of humanitarian and development stakeholders

Size of grant: 195.000,00 USD

Brief Background of the Project

Given the context in Northern Mozambique, the project proposes to work synergically on urban
dimension of displacement as an opportunity to ensure a better future to displaced and host
communities through increasing IDPs integration in urban areas. The project aims at supporting the
local authorities and communities in planning, coordination and training for durable solutions to
displacement, developing Neighborhood Action Plans through a community-participatory approach.
Through the planning process the communities will define physical interventions (community and
public services infrastructures) to be intervened; psychosocial support and awareness raising on
rights, services, and gender, contributing to the strengthening of the social cohesion while Providing

Entrepreneurship opportunities through packages and vocational training to women-led enterprises is
also a strategic goal of the project.

The profiling envisions two distinct outcomes: Firstly, to inform the wider institutional decision
making around planning and response towards durable solutions and secondly to strengthen the
capacities of local institutions to manage processes around supporting the sustainable integration of
IDPs in metropolitan areas. The results of the profiling intend to inform i) programming for
humanitarian and development actors; ii) measuring progress on pathways to solutions and iii) policy
dimension for solutions as well as overall strengthening existing DS coordination structures.

Main activities and outputs


The Implementing Partner will be undertaking main activities as follows (but not limited to):

• Develop a context specific urban profiling methodology and tool package, including the
lessons learned from in country and global application of the approach and suggestions for use
elsewhere.
• Produce thematic/Policy Briefs on specific topics important to the further development and
social cohesion of the city, including integration of IDPs, e.g.

• Deliver capacity development activities (including hybrid training modules, peer to peer
learning and on the job training for institutional focal points from municipality and local
authorities as well as enumerators, and other local actors).
• Produce a data use and Recommendations document for the Government authorities and
the responding actors in Pemba metropolitan area, outlining agreed upon suggestions for
planning and action for promotion of urban durable solutions.
• Produce a monitoring tool and approach, developed with the Municipality for them to take
forward.

Risk Analysis

The project operates in a fragile context, where the effects of the armed conflict are still influencing
fieldwork, capacity to work with authorities and communities as well as access with continuity the
target sites. For this reason, the project activities will be concentrated among the metropolitan area of
Pemba, where the impact of the conflict in lower and security conditions are up to now better than in
other sides of the region. The strong engagement of the Local, Provincial and regional authorities is
also a mitigation factor, since the profiling has been approved and endorsed as an integrated and
collaborative approach. The engagement of relevant humanitarian and development stakeholders is
also ensured by the set up and functioning of a solutions Working Group (SWG) chaired by the RCO
and also operational in Cabo Delgado, where agencies coordinate activities.
