The Minister of Finance of Odisha Mohan Charan Majhi presents the State budget 2025-26 with
total outlay of ₹2,90,000 crore.
Part 1
● The State's economy is projected to grow at 7.2% in 2024-25, outperforming the national
growth rate of 6.4%, and is expected to exceed 8% in the medium term.
● In the services sector the Government will focus on ITeS and Global Capability Centres
and also focus on Tier–II and Tier–III cities in the State.
● Chankaya Niti Sutra says: “Karya purusha karena lakshyam sampadyate” meaning
“with determined human efforts, the task will surely be completed.”

Agriculture and Allied Sectors
● Workforce Dependency: 48% of the workforce relies on agriculture and allied sectors,
with over 80% of the population residing in rural areas.
● Budget Allocation: The budget for the agriculture and allied sectors has been increased
to Rs. 37,838 crore for 2025-26, marking a 12% rise compared to the previous year.

Crop Diversification
● Promotion of Non-Paddy Crops: The crop diversification program encourages the
cultivation of millets, pulses, oilseeds, vegetables, and other high-value crops in upland
and medium-upland areas instead of paddy.
● Area Diversification: Approximately 2 lakh hectares will be diversified to non-paddy
crops in the ayacut of Mega Lift Irrigation Projects.
● Budget Allocation: Rs. 695 crore has been allocated for this program.
● Millets Promotion: Millets are being promoted to address nutrition and sustainability in
the agrifood system. The "Shree Anna Abhijan" has been extended to 177 blocks across
all 30 districts.
Post-Harvest Management
● Cold Storage Policy: The Union government has introduced a Cold Storage Policy to
improve the financial viability of cold stores and encourage private entrepreneurs. The
policy provides capital investment subsidies of up to 60% and tariff subsidies of 50% on
the total electricity bill for seven years. It also offers financial assistance to revive non-
functional cold storages.
● State Government Commitment: Rs. 252 crore has been committed for financial
assistance from 2025-26 to 2029-30 to build new cold storage units at all 58 Sub-Divisions
and restore non-functional ones.

New Schemes for Water Resources Department
● Comprehensive Flood Management: This scheme integrates pre-disaster activities and
flood risk reduction, enhancing preparedness and promoting sustainable practices. It
includes river dredging to facilitate smooth discharge to the sea. Rs. 386 crore has been
proposed for this scheme.
● River Rejuvenation: Aims to restore the natural flow and health of rivers/rivulets that
have been silted up, overexploited, and polluted. At least 2-3 rivers like Prachidhara and
Gobari will be taken up this year.
● Intra-State Linking of Rivers: Addresses water management challenges, including
irrigation and water availability for domestic and industrial uses. Five such links have
been identified, and survey work will be initiated shortly.
● Mahanadi River Front Development: Planned on the Mahanadi at Sambalpur and
Cuttack to transform river banks into vibrant hubs for cultural activities.
Specific Schemes:
● Pradhan Mantri Matsya Sampad Yojana (PMMSY): Rs. 245 crore allocated to
modernize and strengthen the value chain, including post-harvest management and fish
farmers' income. This includes the upgrade and modernization of the existing Astaranga
Fishing Harbour and a state-of-the-art Integrated Aquapark at Sambalpur.
● Mukhyamantri Kamadhenu Yojana: Provides support to farmers for establishing small
dairy units, subsidies for calf feed and fodder production, insurance support for cows,
and cash incentives for pouring milk during the lean season. Rs. 146 crore has been
allocated for this scheme.
● Prani Sampad Samruddhi Yojana (PSSY): Rs. 171 crore allocated for poultry and small
animal development.
● Mukhyamantri Prani Kalyan Yojana (MPKY): Rs. 34 crore allocated to support private
goshalas, establish new goshalas, and support stray animal rescue and care centers in 24
Urban Local Bodies.
● Goal for Management and Treatment of Animals (GOMATA): Rs. 55 crore allocated to
provide comprehensive veterinary health care services to farmers.

Co-operation Department
● Cooperative Inclusion: By 2036, the government aims to bring all 55 lakh farmers of the
state under the cooperative fold.
● Model Mandis: Setting up Model Mandis across the state.
● Kisan Credit Card: The Union Finance Minister increased the credit limit for Kisan
Credit Card holders from Rs. 3 lakhs to Rs. 5 lakhs in the Union Budget 2025-26,
benefiting 60 lakh Kisan Credit Card holders in the state.
Infrastructure Development
● Funding: Odisha secured a Rs 7,000 crore interest-free 50-year loan from the
Government of India for capital investment (2024–25 fiscal year).
● Road Projects:
○ Atal Expressway: A strategic road linking Motu (Malkangiri) to Tiring
(Mayurbhanj) to improve connectivity.
○ Bhubaneswar Decongestion Plan: The Outer Ring Road and other critical
projects (total cost: Rs 13,000 crore) aim to ease traffic.
○ Road Development Programme (RDP): State highways will be upgraded to 4-
lane standards, and district roads to 2-lane standards.
● Highways Authority of Odisha: An autonomous body will coordinate efforts across
departments (Works, Rural Development, Urban Development, Water Resources, etc.) to
build 75,000 km of world-class roads by 2029–30.
Urban Development
● A 7,000 sq km metropolitan region will be developed around Bhubaneswar, Khurda,
Jatni, Cuttack, Paradip, and Puri.
● The Samruddha Sahara scheme (Rs 408 crore) aims to modernize urban areas with
innovation, sustainability, and inclusivity.

Port-Led Development
Leveraging Odisha’s 480 km coastline and mineral resources, port-led industrialization will
drive economic growth, aligning with Viksit Bharat 2047.
Vision 2036
Odisha aims to become a prosperous, empowered state through transformative sectors like
infrastructure, urbanization, agriculture, industrialization, and sports, ensuring equitable
opportunities for all citizens.
Maritime Sector
● The government collaborates with IIT Madras to outline the comprehensive Odisha
Maritime Perspective Plan, which includes:
○ Developing new ports at Inchuri and Bahuda.
○ Establishing Mahanadi Riverine Port for ship repair and building.
○ Developing Subarnarekha and Astaranga ports for sustainable operations in the
BOOST (Build Own Operate Share Transfer) model.
○ Allocating Rs.210 crore for the inland water transport sector.

Aviation Sector
● Orissa is launching an umbrella program called Building & Management of Aviation
Assets and Network (B-MAAN), which aims to modernize and expand airports across
the state to meet the growing demand.

Handlooms, Textiles & Handicrafts
● The Promotion of Handloom Industry (POHI) aims to produce 99 Lakh sqr. Mtr. of
handloom cloth in the organized sector, employing around 81,000 people in
cooperatives.
● The Promotion of Handicraft Industries (POHI) proposes Rs.52 crore for skill training to
6000 artisans during 2025-26.
● The "construction of work-sheds" scheme covers 550 artisans, and bank finance and
margin money assistance will be given to 100 artisans.
● Heritage Craft and Weave Villages of National Importance will be developed in Kantilo,
Pipli, Balijore, Hirakud region, Cuttack, and Kotpad, focusing on linking tourism with
craft and weave development.
Odisha Tourism
● Allocation of Rs.820 crore to promote tourism as a key driver of Odisha's economic
growth and employment generation.
● Develop the hinterland in western Odisha as a Special Tourism Zone, leveraging the
magnificence of the Hirakud reservoir, breathtaking beauty of forests, wildlife in
Debrigarh, and the city of Sambalpur with its weaving and vibrant Sambalpuri folk
dance.
● Adventure tourism guidelines will be formulated to position Odisha as a hub for
adventure tourists. District museums will be developed in 10 districts to celebrate
Odisha's legacy and promote investment opportunities.
● The government plans to boost eco-tourism destinations, including modern and eco-
friendly amenities at Satkosia, Debrigarh, Similipal, Bhitarkanika, Mahendragiri, and
Chilika. The world-renowned Chilika Lake will be developed as a Special Tourism Zone
with integrated master planning schemes for eco-friendly boat engines and a Bird
Museum.
● Government to launch a new scheme called Shree Jagannath Darshan Yojana, offering
free Darshan of Lord Jagannath and Mahaprasad to poor devotees.
● Approved the project "Integrated Development of Maa Tarini Temple Complex at
Ghatagaon, Keonjhar" with an estimated cost of Rs.225 crore.
Gramanchala Unnati
● The Pradhan Mantri Gram Sadak Yojana (PMGSY) focuses on connecting rural growth
centers and agricultural markets for better economic integration and development. The
scheme proposes Rs.1700 crore for PMGSY works during 2025-26.
● Setu Bandhana Yojana aims to enhance rural connectivity through the construction of
bridges on rural roads and important Panchayat Samiti roads. The scheme also includes
bridge-cum-weir projects to store water during Monsoon for minor irrigation, domestic

use, livestock feeding, ground water recharging, creating a green environment, and
controlling soil erosion and reducing atmospheric temperature.
Rural Transformation
● The Bikashita Gaon Bikashita Odisha scheme aims to empower Rural Odisha and
promote inclusive development by investing Rs.5000 crore in three years. The scheme
focuses on improving road connectivity, civic amenities, educational facilities, and micro
tourism development while keeping development and politics separate.
● The government is committed to providing pucca houses to eligible rural households,
with an allocation of Rs.4500 crore under Pradhan Mantri Awaas Yojana (PMAY) Gram
to construct 5 lakh houses.
● A new scheme, Antyodaya Gruha Yojana, has been launched to provide concrete
houses to the poorest families living below the poverty line with an approved outlay of
Rs 7550 crore. At least 2,25,000 new concrete houses will be sanctioned in the next three
years.
● MGNREGS aims to provide livelihood security by guaranteeing at least 100 days of
wage employment to rural households, with a budget provision of Rs.2500 crore.
● Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DU-GKY) aims to enhance
efficiency and employment opportunities for rural youth aged 18 to 35 by providing
placement-linked skill training. A budget provision of Rs.160 crore has been proposed
for DU-GKY.
Drinking Water
● The Prime Minister has extended the Jal Jeevan Mission to 2028 and allocated substantial
funds in the Union budget 2025-26 to support ongoing projects. Odisha’s ambitious goal
of achieving full piped water supply coverage by 2026.
● The proposed allocations include Rs.7000 crore under the Jal Jeevan Mission and Rs.1600
crore under the BASUDHA scheme for piped water supply.
● An investment of Rs.2000 crore will be made through schemes like AMRUT, SUJAL, and
Finance Commission grants to enhance public health, reduce waterborne diseases, and
promote sustainable urban living.
Swachha Odisha
● Rs.300 crore has been proposed under Swachcha Bharat Mission (Gramin) for
implementing Solid & Liquid Waste Management (SLWM) initiatives across Rural
Odisha.
● Launched a new scheme Swachha Odisha with an outlay of Rs.261 crore to enhance
solid, liquid, and wastewater management in cities and towns.
○ 100% bioremediation of legacy waste

○ Establishment of biogas plants in larger cities
○ Strengthening solid waste management systems.
● Rs 640 crore is allocated to develop efficient drainage 12 systems under schemes like
“Storm Water Drainage” and “Sewerage and Drainage Project”.

Labour Welfare
● A high-level task force has been constituted in 14 districts of Odisha to monitor
measures to curb distress migration at the grassroots level.
● Rs.12 crore has been allocated for the Safety and Welfare of Migrant Workers for FY
2025-26, with a special emphasis on the State Action Plan.
● The government has increased financial assistance to Construction Workers registered
under BoCW Board from 2 lakhs to 3 lakhs for normal deaths and 4 lakhs to 6 lakhs for
accidental deaths.
Nari Shakti
● Government has successfully implemented the SUBHADRA scheme, the largest in the
history of Odisha, to empower women. Over a five-year period, the government will
provide Rs. 50,000/- to eligible women, with over 1.07 crore women applying for the
scheme in their own name. Over 98 lakh women have received the first instalment.
● The government plans to roll out the SUBHADRA PLUS umbrella scheme to take up
new initiatives, such as "Kishori Subhadra", "Subhadra Sanchay", "Subhadra Surakhya",
"Subhadra Sakhi", "Subhadra Yatri", "Subhadra Sangh (Subhadra Club), "Kuha Subhadra
(Call Centre), "Subhadra Sahyogi", "Subhadra Scholars", and "Sujogya Subhadra".
● To ensure the safety and security of women, the government proposes a new scheme
called "MukhyaMantri Kanya Bibaha Yojana" for mass marriages.
● The Mukhyamantri Sampoorna Pusti Yojana (MSPY) aims to improve the nutrition of
women, adolescent girls, and children across the state with a budget of Rs. 526 crore.
● The Odisha Pusti Mission will be established with Rs. 100 crore funding in the financial
year 2025-26 to ensure effective delivery of nutritional support to beneficiaries.
● To strengthen support for pregnant and lactating women, the government has decided
to join Pradhan Mantri Matru Vandana Yojana (PMMVY) and enhance maternity
benefits from Rs. 10,000 to Rs. 12,000 in case of birth of a girl child.
Child Development
● On August 15, 2025, 16.95 lakh pre-school children in Anganwadi Centres will receive
uniforms under the Malati Devi Prak Vidyalaya Paridhan Yojana.
● Advika, an adolescent-centric scheme, aims to end child marriage and empower
adolescents through education on cybersecurity and financial literacy.
● The Ashirbad sub-scheme under Jashoda is being implemented to protect children who
have lost one or both parents due to COVID-19.
● The government is also implementing the Aama Kuni Pilla campaign, a home-based
and parent-led early stimulation program for children under 3 years of age, to sensitize
parents about the importance of early childhood stimulation and education.
● The "Aame Padhiba Aama Bhasare" initiative aims to facilitate early childhood
education in the mother tongue, aligning with the New Education Policy.

Investing in People
● The State Government has allocated over Rs.31,000 crore for school education in 2025-
26, an 18% increase from the previous year and the highest allocation among
Departments.
● Godabarisha Mishra Adarsha Prathamik Vidyalaya, inspired by Satyabadi Bakul Bana
Vidyalaya, aims to establish holistic learning centers at the Panchayat level, upgrading
around 7000 elementary schools with advanced infrastructure, learning resources, and
life skills education.
● The Panchasakha Shikhya Setu Abhiyan utilizes voluntary contributions from alumni
and corporate bodies to upgrade school infrastructure, including improved classrooms,
separate toilets, kitchens, open-air auditoriums, prayer halls, drinking water facilities,
and playgrounds.
● To ensure better nutritional support for students pursuing school education, the Mid-
Day Meal program will cover Class-IX & X of Government and Aided schools,
providing one additional egg and three protein-iron rich laddoos per week.
● The Gangadhar Meher Shikshya Manakbrudhi Yojana proposes free bicycles for Class IX
students and uniforms for Class I to VIII students during 2025-26.
● The Mukhyamantri Shikhya Puraskar scheme aims to reward the best-performing
districts, blocks, schools, and stakeholders, promoting community engagement, healthy
competition, and improved outcomes.
● Vyasakabi Fakir Mohan Scholarship provides financial assistance to students pursuing
Odia Honors and PG Courses within and outside Odisha.
● Gopabandhu Shikhya Sahayata Yojana provides Rs.20,000 annually to underprivileged
students.
● Uttam Chhatrabruti scheme offers 100% free scholarships for 30 SC/ST students per
year for postgraduate and doctoral studies abroad.
● Proposed Rs 45 crore for Godabarish Vidyarthi Protsahan Yojana to support 15,000
meritorious students completing their +2 education, with an annual cash incentive of
Rs.30,000/-.
● To provide quality English-medium education to ST & SC students under the
ANWESHA scheme, students are admitted to reputed private, aided, and government
schools in district headquarters and urban areas.
● Launch a new scheme “Odia Diaspora: O-SAMPARK” with an allocation of Rs.10 crore
to have continuous engagement with people of Odisha staying abroad.

● Recruiting over 5000 doctors and paramedics to ensure availability in state-owned
medical facilities, including remote locations.
● Opening three premier national institutes: National Institute of Pharmaceutical
Education and Research (NIPER), All India Institute of Speech and Hearing (AIISH), and
National Forensic Sciences University (NFSU).
● Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, implemented alongside
Gopabandhu Jana Arogya Yojana, will enable eligible beneficiaries to avail accessible,
affordable, and quality health care services at as many as 29,000 empaneled Government
and private hospitals across the country.
● Swasthya Sahaya scheme aims at mitigating communicable and non-communicable
diseases, managing logistics, training, research, and strengthening of OPD, Public
Health Laboratory, and Stem cell laboratory and other support services.
● Rs.997 crore is proposed under the "Nirmal" scheme to ensure healthy and hygienic
hospitals by strengthening ancillary services.
● Odisha's KHUSHI scheme promotes menstrual hygiene and awareness.
Food Security
● Odisha provides food security to around 80% of the state's population through the
Targeted Public Distribution System (TPDS).
● The NFSA Scheme extends food security coverage to over 81 lakh families under the
Priority Household (PHH) category and 12.50 lakh families under the Antyodaya Anna
Yojana (AAY).
● To address micro-nutritional deficiencies, fortified rice is supplied across all 30 districts
for the PDS, ICDS, and PM-POSHAN programmes.

● The Similipal Biosphere Reserve, a vast biodiversity hotspot, faces threats from
deforestation, poaching, and forest fires. A Joint Task Force has been created to
strengthen protection measures in the reserve.
● The new scheme "Ama Similipala Jojana" has an outlay of Rs.50 crore for the overall
upkeep and development of the national biosphere reserve.
● The government plans to extend AI-based fire monitoring and protection surveillance
systems to Debrigarh Sanctuary and Satkosia landscape, covering Dhenkanal, Angul,
Satkosia, and Mahanadi Wildlife Divisions.
● To promote eco-friendly transportation, the government aims to induct e-buses into the
fleet, targeting up to 20% adoption. 400 e-buses will be deployed in various cities under
the PM-e-Bus Seva scheme, with an allocation of Rs.47 crore.
● To encourage electric vehicle adoption, the government proposes the Green Odisha EV
Policy, which includes enhanced incentives for electric four-wheelers, buses, and trucks.
● Public EV charging stations will be established at 100 strategic locations across the state
through a Public-Private Partnership model.
● The inland water transport sector will be enhanced with the introduction of solar-
powered boats and launches.
