REGULATION

The Resolution No. 96 of the year 2015 issued by the Central Bank of Libya on 30th April 2015 lays down
the obligation to present a Certificate of Inspection for all goods imported into Libya as a condition to
open a documentary Letter of Credit.
Additional requirements under ARN note No. 2020/68 of the Central Bank of Libya, where some
categories of goods shall comply with the Libyan standards.

Step 1 : Request for Certificate


Importer / Exporter lodges a Request for Certificate to a Bureau Veritas contact (please see
next page). Said request should include:
 List, designation of goods intended to be exported, importer / exporter details (name, address,
invoice, ...)
 Conformity documents available (ex: Third party test reports according to Libyan standard or
international when there is no applicable Libyan standard )
 Copy of the Letter of Credit (if any)
 Information related to local and provisional date of availability of goods to carry out their
physical inspection before shipment. (Filling up of the Request For Certificate (RFC) Form)

Step 2 : Documentary review / Testing


Bureau Veritas reviews all information provided and, as applicable, checks their adequacy
against the Libyan standards and the inspection requirements of the Letter of Credit. Laboratory
testing / analysis are conducted on samples if necessary.

Step 3 : Inspection
Prior export, Bureau Veritas inspects the consignment to:
 Check Products against Libyan standards
 Check consignment against details identified during the documentary review
 Identify inclusion of goods listed as prohibited
 If necessary, take samples for additional assessment
 Depending on LC requirements and nature of the goods, witness loading and seals the containers
