Perambulatory Clauses:
1. Recognizing the crucial roles of space technologies in early warning, weather monitoring,
and disaster preparedness,
2. Worried by mounting natural disasters due to climate change and the growing militarization
of space,
3. Recalling the Outer Space Treaty of 1967 and the 2015-2030 Sendai Framework for Disaster
Risk Reduction,
4. Poland's accession to the EU Civil Protection Mechanism and the European Space Agency is
acknowledged. Welcoming the work of UNOOSA in promoting peaceful and equitable access
to space,
5. Highlighting the need for regional collaboration in mitigating cross-border disaster risks and
satellite data sharing,
6. Worried about poor space governance and growing space junk menacing crucial satellites,
7. Alarmed by the lack of universal space governance and the rising amount of space debris
that threatens critical satellite infrastructure,
Operative Clauses:
1. Calls upon all Member States to reiterate their commitment to the peaceful and sustainable
use of outer space, in line with the 1967 Outer Space Treaty
2. Calls for the creation of an International Code of Conduct by spacefaring nations and private
parties, prohibiting the weaponization of outer space and promoting responsible behaviour
3. That the space-based technology, like Earth observation satellites, be utilized for near-real-
time monitoring of natural hazards and climate change
4. Recommends the establishment of a UN Global Satellite Data Hub under the auspices of
UNOOSA to provide disaster-risk nations with access to space data for response and
preparedness
5. Supports regional agreements on cooperation related to sharing space-based resources and
early warning systems across borders in the event of natural disasters
6. Promotes the establishment of public-private partnerships to advance disaster prediction
innovation through the use of space technology and artificial intelligence
7. Encourages Member States to increase investment in the infrastructure for space debris
tracking and removal to protect satellite assets essential to disaster management
8. Calls for the creation of internationally agreed-upon protocols for space traffic coordination
to avert satellite collisions, particularly in emergency situations
9. Invites universities, research institutions, and space agencies to join cooperative endeavours
on open-access research on the intersection between space technology and disaster
resilience
10. Recommends regular international simulation exercises among disaster response agencies
and space command units to ensure coordinated efforts during crises
11. Recommendation that UNOOSA and UNDRR jointly prepare guidelines for the integration of
space technologies into national disaster risk reduction strategies.
12. Supports programs providing finance and technical support to developing countries for
setting up regional satellite-based observation systems
13. Calls for the formulation of international codes for the commercial exploitation of outer
space for the sake of guaranteeing peaceful intentions and mutual benefit
14. Promotes the establishment of regional "Space-For-Good" partnerships to strengthen
cooperation on climate change adaptation and disaster response activities
15. Suggests the inclusion of satellite communications in emergency response logistics for
providing communication in disaster-hit and remote locations
16. Reiterates the need for engaging youth in space and climate action through education
campaigns, competitions, and exchange programs
17. Promotes the creation of sustainable launch technology and eco-friendly satellite design to
minimize the environmental impact of space missions
18. Encourages Member States to integrate space-based disaster risk solutions into national
development plans and climate adaptation strategies
19. Requests the United Nations to organize an annual Space and Disaster Resilience Forum to
review progress, share best practices, and plan future activities.
