Introduction

On-the-job training is done to partially complement a certain class that needs a certain

amount of time. It encourages the pursuit of the objectives of broadening students' knowledge

and expertise earned in the classroom and applying theories and concepts to better fulfill the

requirements of their profession.

This is a fantastic chance for the trainee to experience a work setting where they will be

exposed to various work situations that will help them develop as people and provide them the

hands-on experience, they need to learn new skills for their future careers. Develop a passion for

your work, professionalism, and a dedication to the people you serve. They must keep a

professional demeanor and respect all managers while they collaborate with a wide range of

experts. The trainee's internship gives them the opportunity to put the pertinent professional

theories and norms into practice.

Students need to understand how crucial on-the-job training is to their future professions.

When applying for a job, on-the-job training (OJT) is crucial since employers may inquire as to

whether the training is appropriate for the position. Due to the intense rivalry among job seekers,

excellent job performance is required. If an intern performs well, the business might decide to

hire them once they graduate. Thus, if a student is fortunate enough to work for the organization

they hope to work for in the future, they will have the chance to demonstrate their skills to that

organization, which will make them that organization's most valuable asset.

Historical Background
The Commission on Elections (Komisyon sa Halalan), abbreviated as COMELEC, is

one of the three constitutional commissions of the Philippines. Its principal role is to enforce all

laws and regulations relative to the conduct of elections in the Philippines.

The COMELEC was created by a 1940 amendment to the 1935 Constitution of the

Philippines. Prior to the creation of the COMELEC, supervision over the conduct of elections

was vested by law in the Executive Bureau under the Department of Interior and, later directly

by the same department. The secretary of interior saw to it that local authorities performed the

ministerial duties assigned to them by the Election Code. He decided administrative questions

concerning elections. The courts, however, exercised exclusive and final jurisdiction over

questions affecting the right to vote as well as contested elections of local elective officials.

Elections contests involving members of the National Assembly were judged solely by an

electoral commission composed of three justices of the Supreme Court and six members of the

National Assembly.

The constitutional amendment creating the Commission on Elections was finally

approved on December 2, 1940. On June 21, 1941, Commonwealth Act No. 657 was enacted

reorganizing the Commission on Elections as a constitutional entity. The members of the

statutory commission continued as members of the constitutional commission.

The chairman and members of the commission had a fixed term of nine years each – a

member being replaced every three years except in the first commission. They could be removed

from office only by impeachment. They were provided with fixed salaries which could neither be

increased nor diminished during their term of office. These were safeguards to ensure the

independence of the commission.

The administrative control of elections exercised by the secretary of interior was

transferred to the Commission on Elections. The commission was vested with the exclusive

charge of enforcing and administering all laws relative to elections and power to decide all

questions affecting elections, except those involving the right to vote, which were left to final

judicial determination. The courts and electoral tribunals retained their original powers over

election contests.

Department/ Area of Assignment

Commission on Elections Masantol Office is the department I was assigned to do


my On-the-Job Training Program, the Commission on Elections Masantol (COMELEC)
it was created by a 1940 amendment to the 1935 Constitution of the Philippines. Prior to

I was assigned to this office to help them by assisting the people and employees in
finding the list of the names of the voters like when they are asking for Vote’s
Certificates which is an Valid I.D that people needs in getting for having Financial
Assistance from DOLE Program like TUPAD or the SPES Beneficiaries. And we also
assist when they are doing a profiling or interview about the personal information
Another task that they assigned to me together with my other OJT students is to arranged
the Voters people of Masantol if thy were still active in voting for this coming election,
we also entertain the people who come in the office and assisting them to their concerns
in the Commission on Elections of Municipality of Masantol, Pampanga.
