On 6 January 1921, the police in United Provinces fired at peasants near Rae Bareli. Jawaharlal Nehru
wanted to go to the place of firing but was stopped by the police. Agitated and angry, Nehru addressed the
peasants who gathered around him. This is how he later described the meeting:
‘They behaved as brave men, calm and unruffled in the face of danger. I do not know how they felt, but I know
what my feelings were. For a moment, my blood was up, non-violence was almost forgotten – but for a
moment only. The thought of the great leader, who by God’s goodness has been sent to lead us to victory,
came to me, and I saw the kisans seated and standing near me, less excited, more peaceful than I was – and
the moment of weakness passed, I spoke to them in all humility on non-violence – I needed the lesson more
than they – and they heeded me and peacefully dispersed.’

35. Read the source given below and answer the questions that follow: - [4]
Multi-purpose projects and large dams have also been the cause of many new environmental movements like the
‘Narmada Bachao Andolan’ and the ‘Tehri Dam Andolan’ etc. Resistance to these projects has primarily been due
to the large-scale displacement of local communities. Local people often had to give up their land, livelihood and
their meagre access and control over resources for the greater good of the nation. So, it is the landowners and
large farmers, industrialists and few urban centres who are benefiting from such projects.
Irrigation has also changed the cropping pattern of many regions with farmers shifting to water intensive and
commercial crops. This has great ecological consequences like salinisation of the soil. At the same time, it has
transformed the social landscape i.e. increasing the social gap between the richer land owners and the landless
poor. As we can see, the dams did create conflicts between people wanting different uses and benefits from the
same water resources. In Gujarat, the Sabarmati-basin farmers were agitated and almost caused a riot over the
higher priority given to water supply in urban areas, particularly during droughts. Inter-state water disputes are also
becoming common with regard to sharing the costs and benefits of the multi-purpose project.
35.1. Mention one problem caused to the local people due to construction of Multi- (1)
purpose River Valley Projects.
35.2. Propose one solution for problems of local people due to construction of large dams. (1)
35.3. Despite having many advantages, water availability by large dams has led to over- (2)
irrigation. Substantiate the statement with two impacts on soil and cropping pattern.
36. Read the given source and answer the questions that follow: [4]
Kerala has a low Infant Mortality Rate because it has adequate provision of basic health and educational facilities.
Similarly, in some states the Public Distribution System (PDS) functions well. Health and nutritional status of
people of such states is certainly likely to be better. It surprising that a small country in our neighbourhood, Sri
Lanka, is much ahead of us in every respect and a big country like ours has such a low rank in the world. Though
Nepal has less than half the per capita income of India, yet it is not far behind India in life expectancy and literacy
levels. Many improvements have been suggested in calculating HDI and many new components have been added
to the Human Development Report but, by pre-fixing Human to Development, it has made it very clear that what is
important in development is what is happening to citizens of a country. It is people, their health, their wellbeing, that
is most important.
36.1. What is most important in development? Mention two points. (2)
36.2. What role does PDS play in people’s wellbeing? Analyse two points. (2)
