Subject: Regarding implementation of Interim Orders passed in CWP 8615
of 2025 in Advertisements 42-67/2024.

Dear Sir/Madam,

We are writing to bring to your attention that we are petitioners in CWP


13329 of 2025 which is merged in CWP 8615 of 2025. The interim orders passed
by the Hon'ble Punjab and Haryana High Court in Civil Writ Petition No. 8615
of 2025 state that "the selection process pursuant to the advertisement in
question shall remain stayed."

It is therefore requested that the Haryana Public Service Commission take


immediate steps to implement the interim order and stay the selection process
related to the advertisement No. 42-67/2024 (Assistant Professor, College Cadre).
Since the next date hearing in aforementioned CWP’s is on 23.05.2025,
you are humbly requested to cancel the upcoming screening tests till the final
decision in terms of the law laid down in Parmila Case with respect to selection
in question.

RAKESH V/S STATE OF HARYANA AND OTHERS

Present: Mr. Sumit Sangwan, Advocate for the petitioner

It is inter alia contended that the petitioner is an applicant for

the post of Assistant Director(Technical)/Principal ITI (Group B) in response

to advertisement 15/2024, dated 18.05.2024. He appeared in the Screening

Test and its result was announced on 28.09.2024, but individual marks of

candidates were not made known. As per the criteria, dated 04.07.2024,

Annexure P-3, candidates four times the number of advertised posts are

required to be called for next stage of selection, i.e., Subject Knowledge

Test. The petitioner was not called for the Test, which was conducted on

06.10.2024, and its result was declared on 28.10.2024. Vide announcement,

dated 22.10.2024, Annexure P-9, the detailed marks of all the candidates

who appeared for the Screening Test were declared, and the petitioner came

to know that the candidates for the Subject Knowledge Test were shortlisted

category wise, and on the basis of merit as per law laid down by this Court

vide judgment dated 08.01.2024 rendered in CWP-23917-2023 titled

Parmila v. State of Haryana and another, Annexure P-14, which has been

upheld by the Division Bench. Therefore, the respondents should not be

allowed to proceed with the selection process in violation of law.

accepts notice on behalf of respondents no.1 & 2; Mr. Balvinder Sangwan,

Advocate, accepts notice on behalf of respondent no.3/HPSC. They seek

time to file reply.
