GENERAL
1.1 Introduction
QatarEnergy has awarded CONTRACT GC23104000, EPIC FOR NEW LPG BOTTLING PLANT
AT RAS LAFFAN to ROOTS Energy who has in turn subcontracted the Detailed Design services
for the project to Black Cat Consulting and Engineering Services W.L.L. (BCCES).
BACKGROUND
As a part of the long-term strategic planning domestic refined products supply chain for the state
of Qatar, QatarEnergy had contracted ExxonMobil to carry out a study of the overall Refined
Product Supply Chain (RPSC) system. The ExxonMobil study identified weaknesses/bottlenecks
in the existing supply chain system and provided recommendations for its improvement that will
ensure strong system resiliency for the coming period up to 2040 and beyond.
The study highlighted that the existing SAMI LPG bottling plant, which is located in Doha
industrial area is capable of handling the domestic market demand through 2040 provided that
proposed project for connecting pipeline to the NGL complex in Mesaieed Industrial City (MIC)
is implemented as planned. This pipeline project is currently under EPIC stage (by others).
However, in order to improve the supply network resiliency against potential singular point failure
of the pipeline and the existing bottling plant as well as to allow for better optimization of the
bottled LPG and LPG bulk distribution, the ExxonMobil study has recommended an additional
new LPG bottling plant and new LPG supply sources in Ras Laffan.
The proposed LPG blending and LPG bottling facilities in Ras Laffan are expected to contribute
towards resiliency of LPG bottling and bulk LPG distribution to the domestic market. The project
is considered a strategic project and vital for the sustainability of refined products supply for the
state of Qatar.
FEED for this project was executed by QatarEnergy as two packages list below:-
1. Package 1: Proposed Blending plant facilities at Station A4, including new 4.5km 8” LPG
transfer pipeline to LPG bottling plant.
2. Package 2: Proposed LPG Bottling plant at Ras Laffan.
2.1 Project Objective
The objective of this project is to install a new Liquefied Petroleum Gas (LPG) bottling plant and
associated facilities at Ras Laffan (Package 2) that will improve LPG cylinder and bulk LPG
supply resiliency in case of failure of the existing LPG bottling facility in SAMI, Doha.
2.2 Document Objective
Objective of this document is to define the materials and equipment criticality ratings in
accordance with the guidelines provided in CORP-ENG-STD-036 for this project. The criticality
rating facilitates the specification of the minimum requirements for material certification and
inspection levels at the manufacturing location. This document shall be read in conjunction with
the approved project specifications and data sheet.

DEFINITIONS
3.1 Use of Language
Throughout this document, the words, “will”, “may”, “should”, “shall” and “must”, when used in
context of actions by the CONTRACTOR or the CONTRACTOR’s Agents such as suppliers,
subcontractors, and others where such works/services have been assigned, have specific
meanings as follows:
• “Will” Signifies a feature which the CONTRACTOR/SUPPLIER may assume to be
already present.
• “May” Signifies a feature, which is discretionary in the context in which it is applied.
• “Should” is used where a provision is preferred.
• “Shall” is used where a provision is mandatory by the specification.
• “Must” is used only where a provision is a statutory requirement.
3.2 Definitions
For the purpose of this specification the following definitions shall apply:
“COMPANY”, denotes QatarEnergy.
“CONTRACTOR/PURCHASER”, denotes Roots Energy and Engineering Services W.L.L.
“CONSULTANT” denotes Black Cat Consulting and Engineering Services W.L.L. (BCCES), the
organization awarded by CONTRACTOR to perform detailed engineering activities for the
project
“VENDOR/SUPPLIER”, Means the party, which manufactures and/or supplies materials,
equipment and services to perform the duties as specified by the CONTRACTOR.
“SUBCONTRACTOR” Means the party which shall perform assigned works or services as
specified by the CONTRACTOR.
“OEM” means Original Equipment Manufacturer, i.e. the party that has manufactured the
equipment to VENDOR/SUPPLIER.
“THIRD PARTY INSPECTION/CERTIFYING AGENCY”, The (independent) party, which entered
into contract with QatarEnergy or Contractor/Subcontractor for the Inspection/certification of the
project’s Material, equipment, packages, and facilities.
“INSPECTOR” CONTRACTOR Representatives or member from CONTRACTOR nominated
Agencies duly appointed in writing by CONTRACTOR to act on its behalf and authorized to carry
out inspection activities.

4.1 Order of Precedence
In the event of any conflict between the requirements of QatarEnergy Corporate Regulations
and Philosophies and the Shell DEPs, CONTRACTOR shall report the conflict to QatarEnergy
for decision-making. The following order of precedence shall be applied, in decreasing level of
authority:
1. Qatar Statutory Regulations
2. QatarEnergy Corporate Regulations
3. QatarEnergy Corporate Philosophies
4. QatarEnergy Corporate Standards
5. QatarEnergy amendments to Shell DEPs
6. Project-Specific Amendments to Shell DEPs
7. Shell DEPs, Version 43. (See note 1)

10. QatarEnergy-recognized international / regional / national / industry Codes of practices

CONTRACTOR / CONSULTANT / VENDOR / SUPPLIER shall notify QatarEnergy for any
conflict and shall seek “approval for proceeding” in writing.

METHODOLOGY
5.1 General
Criticality evaluation is a formalized technique for assessing the importance of key materials,
and equipment procured for the project with respect to its design, manufacturing, construction,
installation, and the consequences of failure during use.
Based on the evaluation, it is therefore providing the guidelines for specifying the minimum
requirements for
• Materials Test Certificates.
• The extents of in-process (or manufacturing Stage wise) witnessed inspections.
The intention of this report is not to define an inspection and test plan for each equipment, rather
it is to provide the basic guidelines for further development of the ITP for each equipment or
materials in its own technical specifications by the discipline engineers.
5.2 Evaluation Guidelines
There are four levels of Criticality ratings (CR1, CR2, CR3, and CR4), where CR1 is the most
critical, and CR4 is the least critical.
With each criticality rating, the required quality intervention level (QIL) is also defined as QIL1,
QIL2, QIL3, or QIL4 which in turn defines the minimum QA/QC activities as per Appendix C of
reference [1].
There are five Tables provided in this report in Attachment 1, to include
1. Table 1: Mechanical Equipment (Static and Rotating), based on Reference [1] Appendix
D1, and D2.
2. Table 2: Instrumented Systems equipment, based on Reference [1] Appendix D3.
3. Table 3: Electrical Equipment, based on Reference [1] Appendix D4.

5.3 Items Which Default to CR1


The following items shall default to CR1 rating
1. Design maturity Rating as 4 (i.e., prototype design)
2. Complex manufacturing process as 4.
3. Safety Critical elements (SCE) such as Safety Relief valves, F&G detection, and ESD
systems.
Therefore, on the criticality tables there are two ratings provided: -
➢ Calculated Rating (prior to applying the default criteria).
➢ Minimum Rating (after application of default criteria).
5.4 Material test Certificates as per BS EN 10204:2004.
1. Material test certificate type have been provided in accordance with the certification
requirements mentioned in the FEED Specifications/ documents.
2. For low criticality ratings (CR3 & CR 4), Type 3.1, or Type 2.2 material test certification shall
be specified as deemed applicable.
3. For Higher criticality ratings (CR1 & CR2), or as dictated by QP-STD-R-001, Material
certification in accordance with EN10204:2004 type 3.2 and 3.1 to be specified. Since this
project is with non- sour service, QP-STD-R-001 is not applicable and no 3.2 certification
envisaged.
4. In general Type 2.2 is specified wherever materials, or equipment is standard off-shelf items,
or Type 3.1 is not relevant to the scope of supply or nature of the materials.

5.5 Other Considerations / Notes


1. Involvement of TPI/TPC shall be as per Reference [1] Appendix C.
2. TPC is generally assigned by VENDOR/SUPPLIER for issuing the EN 10204 Type 3.2 MTC’s
(if applicable). The level of witness by the TPC is not the scope of this document since this
shall be identified by the TPC on a case-by-case basis on the actual equipment/materials
ITP based on the relevant code requirements.
3. ASME (or AI) inspector involvement is similarly not covered under this document. The scope
of the AI (assigned by the VENDOR/SUPPLIER) shall be defined by the AI agency in
accordance with the codes and standards.
4. Definition of Site acceptance tests (SAT) requirements is not the scope of this document.
The SAT requirements shall be determined and identified separately by the EPIC
CONTRACTOR based on the Contractual requirements for the project. Separate
deliverables related to SAT shall be submitted to COMPANY for approval.
5. It is to be highlighted and noted that this document DOES NOT provide Vessel category for
Pressure vessels as per Shell DEP 31.22.00.30. For Pressure vessel criticality rating
workouts, refer to individual Mechanical datasheets for subject pressure vessels.
6. When spare parts are ordered, they shall be inspected and tested by the same shop
inspection and testing procedures as the original items to which the parts apply.
7. For Witnessed Factory inspections (FAT), the PURCHASER shall notify COMPANY with at
least 4 calendar weeks’ notice.
8. Class or Category of Inspections and testing by CONTRACTOR shall not relieve the
MANUFACTURER/VENDOR from their contractual obligations to ensure conformance to the
specified Contracts or Purchase Order.
9. All inspection points required by a given class of inspection shall be included as a minimum
in the ITP which is part of the MANUFACTURER’S/VENDOR’S overall quality plan.
10. For Type 2.2,3.1,3.2 refer BS EN 10204:2004.
11. Apart from the BS EN 10204 Ty 3.1/3.2/2.2 Certification referred in this document, product
certifications such as ASME-Code Stamp, API, ATEX, UL, FM, KEMA, etc. are applicable as
per the governing project-specific requirements addressed in the specifications and
datasheets {CORP-ENG-STD-036 – Section 3.1 (14)}
