AN ORDER CREATING THE CY 2025 PROVINCIAL GOVERNMENT OF


CAGAYAN LOCAL GOVERNANCE TRANSITION TEAM (PGC-LGTT)

WHEREAS, the DILG issued Memorandum Circular No. 2025-016 providing


guidelines on the Establlishment and Operations of Local Governance
Transition Team (LGTT) in every Local Government Unit (LGU);

WHEREAS, in view of the 2025 National and Local Election results, it is


imperative to prepare for the turnover of responsibilities to ensure
continuity of an efficient and effective local governance;

NOW THEREFORE, I, MANUEL N. MAMBA, Governor of the Province


of Cagayan, by virtue of the powers vested in me by law, do hereby
order the creation of the CY 2025 Provincial Government of Cagayan Local
Governance Transition Team (PGC-LGTT).

SECTION 1. COMPOSITION. The CY 2025 PGC-LGTT shall be composed


of the following:

SECTION 2. DUTIES AND RESPONSIBILITIES. To ensure safe keeping


of LGU records and documents and the protection of LGU assets during
the election period; and to ensure the smooth local governance transition
to the newly-elected or re-elected local officials on 30 June 2025, the PGC-
LGTT shall perform the following tasks and responsibilities:

1. Conduct inventory of the following LGU properties:


a. Immovable properties such as land, permanent structures
such as buildings, infrastructure facilities and its
improvements, and machineries made immovable; and
b. Movable properties such as vehicles, office equipment,
furniture, fixtures, and office supply stocks, among others.

2. Gather, secure, and preserve all official documents and/or records of


LGU official transactions, as applicable to the LGU, such as, but not
limited to, the following documents:
1. Governance Assessment Report (CY 2024);
2. COA Report (CY 2024);
3. Contracts and Loan Agreements;
4. Provincial Development and Physical Framework Plan;
5. Provincial Development Investment Program;
6. Annual Investment Program (CY 2023 & 2024);
7. Capacity Development Agenda or Program;
8. Executive-Legislative Agenda;
9. Organizational Structure and Staffing Pattern;
10. Inventory of Personnel by Nature of Appointment;
11. Executive Orders, Ordinances and Resolutions;
12. LGU Results Matrices;
13. LGU Devolution Transition Plan;
14. Reengineering Plan on LGU Systems and
Procedures;
15. LGU Citizen's Charter;
16. Public Service Continuity Plan;
17. Gender and Development (GAD) Plan and Budget;
and
18. The following Full Disclosure Policy documents:
a. Annual Budget;

b. Statement of Indebtedness, Payments and Balances;
c. Statement of Receipts and Expenditures;
d. Annual Procurement Plan or Procurement List;
e. Annual GAD Accomplishment Report ;
f. Statement of Cash Flow;
g. Bid Results on Civil Works, Goods and Services, and
Consulting Services;
h. Report of Special Education Fund Utilization;
i. Trust Fund Utilization;
j. Human Resource Complement;
k. Unliquidated Cash Advances;
l. Supplemental Procurement Plan;
m. 20% Component of the IRA Utilization; and
n. Local Disaster Risk Reduction and Management Fund
Utilization.

3. Turnover accountabilities using the prescribed forms, in case of a


new set of incoming elected local officials; and update list of
accountabilities, in case of reelected officials;

4. Organize a turnover ceremony for the incoming local officials, to


include a briefing on the Governance Assessment Report and key
challenges, to be conducted on 30 June 2025; and

5. Facilitate training, dialogues, pre-election orientation, and post-


election debrief sessions for incoming officials.

SECTION 3. REPEALING CLAUSE. All prior issuances or parts thereof


inconsistent with this Executive Order are hereby repealed, amended or
otherwise modified accordingly.

SECTION 4. EFFECTIVITY. This Executive Order shall take effect


immediately upon signing hereof and shall remain effective until revoked.
