1. (a) Explain the powers and functions of the Prime


Minister.
(b) The Governor of a State dismisses the government
of Mr. 'A', without giving him an opportunity to
prove his majority on the floor of the house. ls the
governor's action valid ? Decide.

Unit IV

7. (a) Discuss the effects of national emergency.


(b) The Governor of a state dissolved the state assembly
on the advice of the Chief Minister retaining him
as the Chief Minister till fresh election was held.
The Governor acted without consulting the centre.
The Central Government did not approve Governor's
action and imposed President's rule. The justiciability
of President's rule is challenged. Decide.

8. Point out the limitation of the Parliament on amending


the Constitution. Refer to cases.
