PREFACE
Barangay Guza is one of the barangays of the Municipality of Manay in the
Province of Davao Oriental. It is located at mid-portion of the municipality with a
kilometer distance of 8 from the municipal poblacion. It is also 78 kilometers from
the City of Mati and 243 kilometers from Davao City.
The RA 2370 (1959) has given the barangay an autonomy for being one of a
quasi-municipal corporations. The devolution of power enabled the barangay to be
responsive to the needs of the people; to be accountable if these needs are
responded or solved; to be self- reliant and manage/generates its own resources.
In 1990, the creation of RA 7160 has mandated and given the barangay the
power to manage the entire covered areas. The local government unit shall have a
comprehensive multi-sectoral Development Plan to be initiated by its Development
Council and approved by its Sanggunian as the basis in implementing various
development programs, projects and activities geared towards the general welfare
of the constituency of the barangay.
The development council shall assist the corresponding Sanggunian in setting
the direction of economic and social development and coordinating development
efforts within its territorial jurisdiction. It is the community itself who has the
general perspective about the barangay what they want to achieve in the future.
The formulation of the CBDP as anchored on participatory approach may lead to the
establishment of the sense of ownership of the plans being developed.
The Barangay Development Council has formulated a Five Year
Comprehensive Barangay Development Plan thruthe Community Based Monitoring
System.
OBJECTIVES:
1. To set the direction of the barangay within five year planning period from
2020 – 2024.
2. To promote the efficient and equitable utilization, acquisition and
disposition of land, limited resources and valuable commodity and to promote
equitable distribution of social, economic services and facilities.
3. To maintain and regulate identified area to meet the standard
environmental requirements.
4. To minimize and resolve conflicts between and among government
agencies related to the use, management and disposition of land.

5. To guide future leaders in prioritizing their development thrust and
policies.
SCOPE OF THE PLAN:
The Five Year Comprehensive Barangay Development Plan is a multi-sectoral
framework that covers the following areas:
A) The Barangay profile describes the characteristics and the general
situation of the barangay. Statistical data on the various sectors are being shown
which uses the gathered data from the CBMS Database.
B) Development Framework shows the general direction of the barangay;
their vision, mission and goals. Poverty reduction agenda and the five-year
development plan.
D) Implementing Mechanism stresses the specific activities on how, when
and where to get resources and who will implement the development plan as well
as the issues and concerns of the different puroks.
METHODOLOGY:
The Comprehensive Barangay Development Plan (CBDP) was formulated by
the Barangay Development Council through the use of the Community Based
Monitoring System gathered in the community and was validated by the council
which was participated by the barangay council, Purok Presidents and other sectors
in the barangay.
The data on Perimeter Survey was gathered using the available data of the
Municipal Planning and Development Coordinator (MPDC). However, due to some of
the additional data from 2017, there were some data that were revalidated and
repositioned.
Joint consultation and orientation to the barangay council and barangay
planner was done before conducting the actual barangay planning. During the
actual planning using CBMS tools, FGD, grouping with a series of workshop and
reporting were used / adopted.
After the planning session, the MPDC Staff conducted a write-shop followed
by the critiquing together with the different barangay sectors concerned in order to
have inputs for the improvement of the plan and after the presentation of the 5
year development plan. It was presented to the barangay assembly for their
information and approval.

Barangay Guza
According to the history, the vast fertile soil of the barangay was filled
with the weeds natively known called as “Guza”. Other people in the barangay
had no recognition of the said plant so they called the place as “Kagusagusaan”
in the native or the place which Guza weeds were abundant until it was named
as Barangay Guza.
As the World War II broke up on 1940’s, Domingo Banoy Sr. was the
Tenientedel Barrio (1940 – 1945) who first initiated the construction of the
school building. The works Domingo Banoy Sr. was then continued by
TeodoroLindo who served from (1946 – 1949) then followed by BaseleoMapayo
(1950 – 1960).
After the war broke up in the year 1960’s Gorgonio Macasambat was then
elected as the Barangay Captain from 1961 to 1968 that initiated some of the
pilot roads as well as logging roads, school cottage, Home Economics building,
Reading Center and school recreational facilities such as basketball pavements.
Barangay Guza, which was a part of its Mother Barangay Manreza had fully
separated and became a regular barangay on April 17, 1968 as the Provincial
Board of Davao Oriental passed a Resolution No. 56 series of 1968 and approved
the creation of the said barangay.
In 1969 to 1981, Olimpio Similatan followed Gorgonio Macasambat and
served as the barangay Captain for Guza who then initiated the construction of
the school fence and their 1st Barangay Hall. Melencio Espada Jr. on the other
hand became the Officer Incharge (OIC) during the revolutionary government
from 1987 to 1989.
In 1990’s, this was the decade of Implementation of Local Government
Code and the Autonomy of the Local Government Units. Elected Captain
Victorino Lindo (1990 – 2001) initiated also some of the major transformations
of the barangay such as; Multi – purpose Pavements, Day Care Center,
Barangay Health Center, Barangay Water System, additional school buildings,

barangay site fence, Barangay Electrification, Improvement of Barangay Roads
and the construction of the Barangay Stage.
With the continuing development from 2002 up to the present, Hon.
Romerico Macasambat continues to initiate major developments in the context of
community participation in the barangay such as the construction of the Covered
Court, Improvement of their Barangay Water System as well as the farm to
market roads, Concreting of the fence of the barangay hall and its dirty kitchen
and electrification projects. Concepcion Donato was elected however on her
untimely death on the year 2015 Jhonel Lindo, 1st Barangay Kagawad continued
as Punong Barangay until 2019. On the elections of 2019, Daisy Donato was
elected.

2.1 PHYSICAL FEATURES
2.1.1 Geographical Location
Barangay Guza is 7.27 kilometers away from the Municipality of Manay. It
is 74.27 kilometers from Mati and 242.27 kilometers from Davao City. The
Eastern parts of Barangay Guza are shared Barangay Lambog and Barangay San
Fermin, Barangay Concepcion in the Western portion and Barangay San Fermin
in the Northern part, and Barangay Manreza in the Southern part. It is located
lies between 7˚14.615’N Latitude and 126˚29.104’E Longitude.
2.1.2 Total Land Area
Barangay Guza has a total land area of 454.58 hectares, representing the
8 puroks or 0.84% of the total land area of the municipality. Among these
puroks, PurokSinuwatan has the largest of them with 25.31% and the least area
is PurokLongagon with 6.32% from the total barangay land area. However, two
of the barangay puroks are located outside the boundary area of the Barangay
Guza namely; PurokRendero and Boundary. These puroks share land area with
the PurokButayan of the Barangay Central.

2.1.3 Topography and Slope classification
The Barangay has an irregular topography. Table below shows that Purok
Tagaluwa and Sinuwatan has the highest elevation of 500 masl and 30-50%
slope.The rest of the sitios belong to the lower elevation ranging from 100-400
masl and 15-50% slope.

2.1.4 Surface Drainage
The barangay has numerous creeks and some of them are water
tributaries of the Manay River.

2.1.5 Climate and Rainfall
The barangay falls under Type II climate that characterized by no strong
winds or storm the whole year round and rainfall or more or less evenly
distributed throughout the year. The climate prevailing in the area is normal
except during summer wherein the barangay experiences a high degree
temperature that sometimes reaches to 320C., while the lowest is 160C., also
during the months of August to December; due to Climate Change the weather
condition of the barangay is badly affected.
2.1.6 Soil Type
The barangay has a sandy loam soil especially to nearby creeks and flat
portion. All areas both lower and higher elevation are very much suited for
permanent crops like banana, coconut, cash crops and even for pasture.

2.1.7 Land Capability
There are certain portions of the land area of the barangay capable for
agricultural cultivation and even other purposes such as for forage and pasture
requirement for the livestock.

2.1.8 Land Suitability

2.2 EDUCATIONAL AND HEALTH SERVICES FACILITIES
2.2.1 Medical Health Facility/Personnel Services
The barangay is located within the mid part of the municipality in which
medical facility like municipal health center/ hospital are not so far to be reached
by the barangay constituent; however because of the condition of the road
people from the barangay find it difficult to go to the Municipal Health Center or
in any private clinics thus they only rely on the Barangay Health Center for
consultation by the midwife before going to the municipal hospital. While for
major cases that it needs more advanced facilities, patients are referred to Mati,
Tagum and even to Davao City.

The barangay has 14 Barangay Health Workers (BHW), 1 Midwife, 1
Barangay Sanitary Inspector (BSI) and 1 Barangay Nutrition Scholar (BNS). The
health personnel in the barangay have conducted regular immunization, pre-natal
check-up for the pregnant women and feedings to the children.

2.2.2 Education
Educational Institutions
Barangay Guza has one public elementary school located in barangay
proper which caters complete garden 1- 6. It has also Guza Day Care Center for
kindergartens.

Children coming from the fardestsitio will have to walk half a kilometer
before reaching the elementary as well as the day care center.

2.3 MODE OF PUBLIC TRANSPORTATION
2.3.1 Mode of Transportation
Barangay Guza is accessible to any transportation facilities, but the most
common means of transportation from barangay proper is by single motor
(habal-habal), However for residents going to their respective puroks will have
to walk on the foot trails.
2.4 CREDIT INSTITUTIONS
2.4.1 Credit Facilitation
Table below shows that 23 HH have availed of credit facilities to private
lending institutions. Repayment scheme involves daily payment (arawan),
weekly and monthly at a rate ranging from 1.5% to 10% per month.

2.5 POWER & ELECTRIC SUPPLY
2.5.1 Fuel Used for Cooking
Majority of the residents used firewood / charcoal as fuel for cooking
which has a total of 273 or 98.55% from the total households of the barangay.

2.5.2 Electric Service
The Davao Oriental Electric Cooperative (DORECO) is supplying the
electric needs of the barangay. A total of 226 households availed of the services
of the power company while a total of 11 households are still unserved. Reason
for this include: distance from the main line, affordability level of the households
and financial constraints on the part of the barangay government. Thus, some of
the households resort for another source of electricity such as the use of
renewable energy such as Solar Lights with 1 household or 0.36% of the total
households in the barangay.

2.6 Solid Waste Management
Only few of the constituents adopted the segregation of biodegradable
from non-biodegradable. Most of the households used Burning as one of the
mode for Solid Waste Management which constitutes to 193 households or
69.67% of the total household population of the barangay. Other households in
the far-flung puroks adopt composting and dumping in pit with cover and
throwing of garbages in rivers/vacant lots and etc as their method of garbage
disposal. Households also implements more than one of the solid waste
management.

2.7 Development Administration
2.7.1 Barangay Government Administration
2.7.2 Barangay Government Structure
Barangay Guza is presently governed by the normal flow of Barangay
Government Structure as illustrated below. The barangay council as the highest
governing body manages the whole government administration. It is composed
of Punong Barangay, Barangay Kagawad, Barangay Treasurer and Barangay
Secretary. Barangay Development Coucil is responsible in the formulation of the
development plans, programs and projects implemented in tha barangay.
Several barangay institutions are also organized that include, Barangay
Peace and Order Council (BPOC), Barangay Disaster Coordinating Council
(BDCC), Barangay Anti-Drug Abuse Council (BADAC), Barangay Health Workers
(BHWs), Barangay Nutrition Scholar (BNS), Barangay Council for the Protection
of Women and Children (BCPWC), LupongTagapamayapa, Agriculture Makamasa
Barangay Extension Technician (AMBET), Barangay Tanod (BT), Barangay
Sanitary Inspector (BSI), Women’s Organization, Senior Citizens Organization,
Barangay Tribal Council (BTC), Barangay Health Response Team (BHERT),
Barangay Human Rights Action Center (BHRAC), Barangay Physical Fitness and
Sports Devt Council (BPFSDC), Barangay Ecological Solid Waste Management
Committee (BESWMC), Barangay Crisis Management Committee (BCMC),
Barangay Violence Againsts Women Desk (BZAWD). These institutions or bodies
perform specific functions supportive of the efficient and effective operations of
the Barangay.
Barangay functionaries rendered services directed towards the general
welfare of its constituency, the general assembly. Based on the flow of the

An Executive Summary

COMMUNITY BASED MONITORING SYSTEM
The Community-Based Monitoring System (CBMS) is a diagnostic tool to
assess poverty in the barangay, municipal, city, and provincial level. It provides
policymakers and program implementers with a good information base for
tracking the impacts of macroeconomic reforms and various policy shocks.
It is an organized way of collecting information at the local level for use of
LGUs, national government agencies, NGOs, and civil society for planning,
program implementation and monitoring. CBMS is a tool intended for a more
improved governance and greater transparency and accountability in resource
allocation.
The CBMS addresses the lack of necessary disaggregated data for
diagnosing extent of poverty at the local level, determines the causes of poverty,
serves as guide for formulating appropriate policies and programs, identifies
eligible beneficiaries, and assesses the impact of policies and programs.
Benefits to be derived from the CBMS include building up of the capacity
of the members of the community to participate in the development planning
and monitoring process, enrichment of existing LGU databases, enhancement of
the preparation of socioeconomic profiles, development and investment plans,
aids in diagnosing poverty at the local level and in formulating appropriate
interventions, identifying resource allocations and eligible beneficiaries.
CBMS has been adopted by local government units in the Philippines since
2000. Various policy issuances by LGUs and national government agencies
including the Department of the Interior and Local Government , the National
Anti-Poverty Commission (NAPC), and the National Statistical Coordination Board
(NSCB) have recognized the usefulness of CBMS for generating the necessary
disaggregated data for various thematic concerns including local planning,
grassroots participatory budgeting, poverty diagnosis, monitoring the Millennium
Development Goals (MDG), disaster-risk reduction management (DRRM) and
climate change adaptation (CCA), gender and development, impact monitoring,
and food insecurity among others. Technical support to LGUs on the
implementation and use of the standard CBMS modules on data collection (CBMS
paper-track and CBMS Accelerated Poverty Profiling using tablets), data
processing and use of CBMS data in preparing local development profiles and
plans is being provided by a pool of accredited CBMS trainers from the DILG and
the CBMS International Network Office of DLSU.
Pursuant to RA 8425, the Social Reform and Poverty Alleviation Act, which
sets the policy to the state to “adopt and area-based sectoral and focused
intervention to poverty alleviation,” thus, the YAMAN PINOY by the Department
of Trade and Industry is one of the programs under the BUB which is identified
by the LPRAT Members of the Municipality of Manay.

This chapter shows information about the barangay survey conducted thru
the Community Based Monitoring System.
4.1 Population Size, Growth and Density
Barangay Del Pilar has a total population of 1,526 individuals and 480
households with an average household size of 3.17 (Table 16).

Distribution of Population
Based on the data gathered during CBMS, Barangay Guza has a total
population of 973 individuals or 277 households (Table 17). These consist of 522
male individuals or 53.64% and 451 female individuals or 46.35% from the total
population of the barangay. The highest number of males and females are
observed in Purok 2 with a total of 114 Males or 11.71% and 95 Females or
9.76% respectively. The lowest number of population of both sexes is observed
in Purok 5 with 22 males or 0.21% 14 or 1.43% and from the total population.
The Highest number of households that consist of 62 households or
22.38% is observed in Purok 1. The lowest number of households with 10
household or 3.61% is observed in Purok 5.

Age and Sex Distribution
The highest number or percentage of age by both sexes is within bracket
23-60 years old with a total number of 473 individuals or 48.61%. Second is age
bracket 6-12 years old with a total of 142 individuals or 17.90%.The lowest is in
age bracket 13-17 years old with 81 or 8.32%.

Among the age brackets, 23-60 years old have the highest number of
males with 251 individuals or 25.79% and females with 222 individuals or
22.81% of the total population. The lowest number of male is within the bracket
of 61 Above with a total of 33 males or 3.39% and the bracket of 13-17 years
old for females with 36 or 4.00%. It is clearly shows that males are dominantly
in the whole bracket with 522 individuals or 53.65% compared to females with
451 individuals or 46.35% of the total population (Table 18).

Civil Status
Table 19 shows the civil status of the barangay that Married status has
the highest number with 156 individuals or 16.03% by both sexes. Followed by
the Single status by both sexes with a total of 156 or 16.03% and last is the
Divorced / Separated status by both sexes with a total of 2 or 0.20%. However,
there are missing entries in the CBMS data banking which constituents to 683
entries or 70.119% of the total population.

Population by Mother Tongue
Mandaya is dominant with all of the people used to communicate in
everyday living. However, people used also the Bisayan Language for the visitors
of the place (Table 20).

Religious Affiliation
With regards to religious affiliation of Barangay Guza, Roman Catholic has
the highest number in the barangay which account to 45.42% of the total
population, while Other Protestants which ranks second with 24.66%. Faith
Tabernacle on the other hand has 18.08% of the total population. Door of
Faith, Alliance of Bible Christian Community and Jesus Christ Saves Global
Outreach has the low number of its members both with 0.10% of the total
population, (Table 22).

5. Human Development
This chapter shows information about the barangay survey conducted thru
the Community Based Monitoring System on Human Development.
5.1 Health and Nutrition
5.1.1 Incidence of Diseases in the Barangay
Based on the survey conducted a total of 4 households availed treatments
for illness in which the highest recorded is in Purok 2 and 4 with both 4 HH or
0.72% from the total household population of the barangay. There is also no
recorded death for both the Children below 5, Maternal Death or any death due
to pregnancy in which the barangay is keeping an eye on this matter and the
BHWs are doing their best to monitor pregnant and children’s health, thus,
continuing the health related programs are relevant.

Most people seek immediate medical assistance to the Public Hospital
(municipality / city) with 3 or 1.08% of the households in the barangay while
some go directly to Public Hospital (District) with 1 or 0.36% of the total
household population of the barangay. One of the reasons identified is because
of the present condition of the roads especially that is passable during rainy
season, thus, the barangay should continue the road concreting projects in able
to have a climate-smart roads that can be passable even during rainy season
especially on those areas in the interior of the barangay.

5.1.2 Nutritional Status
Out of population aging 0-5 years old, majority of them are normal when
it comes to their Nutrition Status. Table below shows the magnitude of
malnourished children ages 0-5 years old. The occurrence of a normal nutritional
status of the children in the barangay is contributed to the strict implementation
of the Nutrition Programs both by the barangay and the municipal government,
thus, the barangay will continue such programs in relation to the nutrition in the
barangay.

households or 58.12% of the total household in the barangay.

5.2.2 Households with Access to Sanitary Toilet
Majority of the households of Barangay Guza implemented the use of
Water Sealed, sewer Septic Tank, Used Exclusively by the Household with 215 or
44.79% of the total HH population in the Barangay while there are still 71
households or 14.79% which has no Toilet in their Household. The need of toilet

bowl and cement is one of the reasons for such inaccessibility to Sanitary Toilets,
thus, a need to continue the Sanitary Programs in the barangay is needed.

5.4 Education
5.4.1 Education Status
Barangay Guza currently has a Day Care Center and Pre-school located in
the barangay proper. In which both prepares primary pupils for the grade
school. In the validation, some of the kids in the brackets are helping currently
their parents for the daily living and in the farm. Some of them take turns in
education in order to help. Alternative Learning System also helped in reducing
the number of illiteracy in the barangay as those people with higher ages could
finish the school thru this new system.

Barangay Guza is generally peaceful with no surveyed victims of crime in the
past 12 month in the year 2017. Thus, equipping the Bantay Tanod and keeping
their strengthening programs is a must in order to maintain the peace and order in
the barangay.

6. Economic Development
This chapter shows information about the barangay survey conducted thru
the Community Based Monitoring System on Economic Development.
6.1 Unemployment Rate
As defined by the Philippine Statistics Authority (PSA), Unemployed includes
all person who are 16 years old and over as of their last birthday and are reported
as without work or had no job or business during the basic survey reference period.
Based on the survey, a total of 219 or 39.17% of the total population have
employment while 340 or 60.82% have no employment which comprises a total of
559 or 57.45% of the total barangay population whose ages from 18-60 years old.

Unemployed to the number of persons in the Labor Force.

Thus, the total Unemployment Rate is equal to 60.82% for Barangay
Guza.
6.2 Households and Income
Income below poverty threshold is defined as the minimum income /
expenditure required for a family / individual to meet the basic food and non-food
requirements. As to the CBMS Survey there are a total of 186 households that have
an income below the Poverty Threshold or 67.14% of the total household population
of the barangay. The highest number is in Purok 1 with 50 households or 18.05%
while the lowest is in Purok 5 and 7 with 7 or 2.52% of the total household
population of the barangay. Thus, the need of access to programs to basic needs is
very significant.

6.3 Households Experiencing Food Shortage
Based on the CBMS Census there are no household in the barangay that
experienced Food Shortage for the past 12 months.
6.4 Inputs and Outputs of Agriculture
Agricultural Output
Barangay Guza is an agriculture based barangay in which Coconut, Corn
and Abaca are the common crops planted and harvested. Table below shows the
over-all crop yield in kilograms per purok on all crops in which Purok 4 has the
highest number of crop yields with 6,000 kg followed by Purok 1 with 5,000
kilograms. The total crop yield of the barangay based on the census is 11,770
kilograms.

Agricultural Facilities
As an agricultural barangay, farm tools are useful in the different stages
of production. Many of the farmers have their own tools and even equipment to
facilitate production processes.

6.5 Labor Force and Employment
Barangay Guza is an Agricultural area. Coconut, corn and banana are the
main sources of farmer’s income or farming. Other sources are derived few cash
crops. Aside from these, the barangay has also livelihood activities done by the
community as majority of the women are housekeepers. The total number of

total population of the barangay.

As to the Job Status of the workers in the barangay most of them Short

Working for Private Household is the usual type of worker in the barangay
which comprises of 141 or 14.49% followed by Working with Self Employed
without any paid employees which consists of 83 or 8.53% of the total

7. Programs Implemented in the Barangay
This chapter shows information about the barangay survey conducted thru
the Community Based Monitoring System on Human Development.
7.1 Programs Implemented
During the survey, each household were asked if they had availed
programs that were implemented in the barangay. Majority of the households in
the barangays are members of the DSWD’s 4Ps Program or the Pantawid
Pamilya Program which composed 39 or 14.07% of the total household
population in the barangay.

This chapter shows information about the barangay survey conducted thru
the Community Based Monitoring System on the LGU Specific Indicators.
8.1 Voting Population
According to the CBMS Census a total of 469 or 48.20% of the total
population of the barangay are registered voters wherein the highest number is in
Purok 1 with 142 or 14.59% of the total population of Barangay Guza.

8.2 Person With Disabilities
Person With Disabilities or PWDs are those who have long term physical,
mental, intellectual or sensory impairment which in interaction with various barriers
may hinder their full effective participation in society in equal basis with others
(UNCRPD Article 1). In Barangay Guza, there are seven (7) PWDs surveyed which
comprises 2.52% of the total population of the barangay. Most of them live in Purok
3 and 4 with both have 2 or 0.72% of the PWDs in the barangay. Thus, the need to
convene these PWDs is one of the thrust not only by the Municipal Government but
also with the barangay and continuing the programs under the social sector is a
necessity.

8.3 Overseas Filipino Worker
An Overseas Filipino Worker is a person of Filipino origin who lives outside the
Philippines. This term applies to Filipinos who are abroad indefinitely as citizens or as
permanent residents of a different country and to those Filipino citizens abroad for a
limited, definite period, such as work contract or as a student. In Barangay Guza,
there is one identified OFWs as of 2017.

8.4 Solo Parent
A Solo Parent as identified by RA 8972 or known as the Solo welfare act of
2000 as follows; a. A woman who gives birth as a result of rape and other crimes
against chastity even without a final conviction, b. Parent left solo or alone with the
responsibility of parenthood due to different circumstances, c. Unmarried mother
who has preferred to keep and rear her/his child/children of having others care for
them or give them up to a welfare institution, d. Any other person who solely
provides parental care and support to a child or children, and e. Any family member
who assumes the responsibility of head of the family as a result of the death,
abandonment, disappearance pr prolonged absence of the parents or solo parent. In
Barangay Guza, there are six (6) Solo Parents surveyed or 2.16% of the total
household population. Giving significance to this people by giving them livelihood is
essential.

8.5 Access to Internet
Internet nowadays plays a big role in the development and for education. As
such, the internet is provided by the Telecommunication companies such as Globe
and Smart. Barangay Guza as of the survey has a sluggish communication signal in
which internet access is poor. The barangay is planning to tap any of those
companies to have atleast a repeater signal tower in order for the populace to have
an access to internet and telecommunication signal.

8.6 Access to Insurance Systems
Social Security System was created in 1969 under Republic Act 1161, known
as the Social Security Law, to provide maternity, sickness, disability, retirement,
death and make available loans to its member in private setting while the
Government counterpart for this is the Government Service Insurance System
(GSIS). In Barangay Guza, there are thirty five household members that availed an
insurance system which comprise of 3.59% of the total population of the barangay.

Vision:
Barangay Guza envisioned a sustainable sufficient socio – economic and
infrastructure development beneficial to general welfare and united, concern
God–fearing community, in pursuit of balanced ecology.
Mission:
Through the efforts of the Barangay Government of Guza to support
adequate / sufficient socio – economic and infrastructure, relevant information
and management on environment in pursuing the development needs and
improved quality of life of the community.

In the next (5) years, the barangay will implement and utilize land

Social Development Goal
In the next five (5) years, Barangay Guza will have a maintained clean

order and sports activities strongly developed.
Infrastructure Development Goal
In the next five (5) years, Barangay Guza will have a sufficient supply of
potable water, transportation facilities, proper drainage structures and stable
power and electricity.
Environment Development Goal
In the next five (5) years, the barangay constituent has enough
knowledge on forest management and proper waste disposal, environmentally
friendly and healthy families.
Local Governance Development Goal
In the next five (5) years, the barangay will have efficient and effective
local governance and have a common understanding between the barangay
officials in the implementation of policies, ordinances and programs with the
active participation and commitment of the community to all legal obligations as

importance of the Barangay Development Plan.
Punong Barangay Daisy Donato opened the activity for the BDP verification and
the planning process.
