2. Housing is one of the components of the big 4 agenda of President


Kenyatta under which he proposes to build 500,000 housing units. One of
the strategies the government is pursuing is the Private Public
Partnerships (PPP), where it will provide land and seek partnership with
strategic investors, who will fund and develop the housing projects. The
strategy envisions minimizing the construction costs to affordable levels so
that the low-income households can access them through mortgage. A
Chinese investor is interested in the government offer under PPP and they
propose to put up l 00,000 housing units wherever land will be available in
the counties.
The government through the county government of Nairobi has offered the
area that is currently occupied by Shauri-Moyo Estate as a development
site. Initially, the residents, who had resisted the proposed redevelopment
of the estate, lost a case they had launched at the high court, but the
government was obligated to ensure they are moved out in a humane
manner.
Due to your training and networks, you have been hired as a lead advisor
by
the Chinese investor.
Advice on: -
(a) The role and composition of critical professionals that would be
required to realize the project objectives.

 Design of public works that includes the roads and
sewerage system of the project.

(c) The process that will be undertaken to achieve 'humane
displacement' of the residents.
 Identification of people to be settled with the help of local
leaders under the umbrella of Settlement Executive Committee
(SEC)
 Consultative meetings are supposed to be organized for the
relevant stakeholders so as to provide a platform for common
understanding and coordination.
 All the target groups are then sensitized on the process so as to
build trust and ownership of the process by the local
community.
 Residents of the affected area are then served with notices to
vacate. Such notices are served in time to allow the affected
households to make arrangements to move.
 The affected families are allocated rooms at the decanting site
before the actual relocation take place.
 The residents are issued with letters of offer and MoU. Such
documents bear the name of the household head and the ID
number, room number to be occupied at the decanting site,
amount of rent to be paid, tenancy agreement and condition of
temporary relocation-that the person is expected to relocate
back.
 The Ministry of Housing provides transport for household
goods and families during the actual movement to the
decanting site.
 Removal of structures. The structure owners are responsible
for clearing the site.
 Estate management-all the residents are required to abide by
the rules set out on the estate management including rent
payment and service charges

(d) The process the Government and the investor would be required to
follow before they break ground
 Inception stage- Brief, feasibility study, appointment of architect,
project cost, site visit.
 Outline design stage-preparation of cost estimates, outline proposals,
other consultant appointments.
 Scheme design stage
 Detailed design stage
 Tender and contract stage
