FOREWORD
T he core mandate of the University of Embu is anchored on
quality higher education, impactful research, strategic
engagement with stakeholders, fostering outcome-oriented
collaborations, promotion of sustainable development
through commercialization of viable innovations, and development of
well-rounded professionals. As a learning community, the University
pays outmost attention on nurturing young students and professionals
who form the bulk of the University Community population. The
University takes cognizance of the fact that personal style and comfort
should always be considered, dressing appropriately and thoughtfully can
have a significant impact on how others perceive professionals and
students and how we feel about ourselves. Appropriate dressing among
University Community members is a reflection in self-expression,
professionalism, and credibility. Therefore, the Dress Code Policy is
important to all people involved in education, to guide students’
development not only as students but as professionals, citizens and
unique persons in the social context within and beyond the University.
It is therefore paramount for the University to develop policies and
practices for the holistic growth and development of all students, in the
face of social dynamics which have emerged in a rapidly changing society.
This Policy therefore seeks to bring together principles that will enable
the University of Embu in meeting the dress code standards of the
University community irrespective of their diverse backgrounds. It
involves recognizing, valuing and developing each member of the

University community as a holistic and a unique person. The Policy will
be continually reviewed to ensure efficient delivery of service to its
stakeholders through effective implementation. I am pleased to present
the Dress Code Policy and looking forward to its effective
implementation.

The implementation of this policy will make the University a
world class University in nurturing holistic professionals through
promoting a culture of professionalism, decency and respectability as it
sets out the expectations of the University in relation to personal
appearance, grooming, formal and professional wear.
The main objective of this Policy is to establish a culture of
professionalism through decency that will enhance distinctiveness.
Further, it will promote a brand that will enhance marketability. Decent
dressing promotes a conducive learning and working environment in
which members of the University are able to perform efficiently.
Moreover, it involves creating an environment where members of the
University relive their commitment to treat each other with courtesy,
respect and dignity as well as ensuring that members behave within the
professional standards.

The University community has a role to play in encouraging the meeting
of the dress code standards. The sensitization to the University
community to adhere to the dress code shall be done by the University
management. The implementation of this Dress Code Policy is a
responsibility to all members of the University community in various
areas such as lecture halls, dining hall, library, offices among other areas.
Positive reinforcement and encouraging decent dressing are the
preferred approaches to ensure the University community complies with
the dress code. This may include rewarding the best groomed student,
both male and female annually.
Persons visiting the University shall be acquainted with the information
regarding the existence of this Policy.

DEFINITION OF TERMS
Branding: to create a unique image of the University of Embu.
Decency: respectable wear that conforms to the accepted standards of
the University of Embu.
Distinctiveness: the quality of being easily distinguishable.
Entry/Service point: these are places where the University community
use to enter the University or places where they are served in the
University such as gates, library, lecture halls, cafeteria, and students’
mess among others.
Dress Code: acceptable wear.
Marketability: the ability of an individual or an institution to attract
employers or clients.
Nurture: the ability to develop a holistic personality.
Outrageous hair color: Any color which is not black.
Professionalism: the conduct that characterizes a person as
knowledgeable and skillful.
Promote: implies to actively encourage.
Student Leaders/Student council: leaders of the University of Embu
Students’ Association.
Students’ conduct: the manner in which a person behaves, especially in
a particular place or situation.
Sexual harassment: Unwelcome, sexual advances, request for sexual
favours and other verbal or physical conduct of a sexual nature.
The Committee: to the University Dress Code Committee.
University Community: Regular, Part-time, School-based, Weekend,
Evening, International and Visiting students, Interns, Casuals and staff
both teaching and non-teaching; Uniformed and Non-uniformed.
Dress Code Policy
CHAPTER ONE:
1.0 INTRODUCTION
The University Dress Code is important to all people involved in
education, as it guides students’ development not only as students but as
professionals, citizens and unique persons in the social context within
and beyond the University. It is therefore paramount for the University
to develop policies and practices which provide for the holistic growth
and development of all students, especially today in the face of the social
dynamics which have emerged in a rapidly changing society. The main
objective of the Dress Code is to establish a culture of professionalism,
enhance marketability and to promote a conducive working and learning
environment.
1.1 DRESS CODE STATEMENT
The University recognizes the importance of the appearance of the
University Community in creating a positive and professional image that
enhances the confidence of customers and employers. This Policy sets
out the expectations of the University in relation to personal appearance,
grooming, formal and professional wear. The Policy is necessary for the
University Community in order to:
a) Promote professional standards
b) Provide a positive and professional image of the University
c) Minimize vulnerability to sexual harassment
This Policy should be read in conjunction with rules and regulations
governing students’ conduct and welfare policy, occupational health and
safety policies, human resource policies & procedure, University Dress
Code.

Dress Code Policy
The Policy is designed to guide the University community on standards
of Dress Code, grooming and appearance. This Policy will be reviewed
after every five years or when need arises.
1.2 PURPOSE OF THE POLICY
The purpose of this Policy is to provide a framework to enhance
professionalism and decency for the University community members in
dressing, grooming and appearance within and outside the University
premises.
1.3 SCOPE
This Policy applies to all members of the University community.
1.4 DRESS CODE POLICY OBJECTIVES
This Policy aims to achieve the following objectives:
i. Establish a culture of professionalism, decency and distinctiveness.
ii. Promote University brand and marketability.
iii. Promote a conducive learning and working environment in which
members of the University perform optimally
iv. Create an environment where members of the University relive
their commitment to treat each other with courtesy, respect and
dignity.
v. Ensure that members of the University behave within the
standards set out in the Policy.

CHAPTER TWO:
2.0 DRESS CODE POLICY PROVISIONS
This chapter outlines ethical considerations, enforcement of Dress Code
Policy, obligations of students, staff and University Management, Dress
Code guidelines and communication as well as monitoring and review of
Dress Code Policy.
2.1 ETHICAL CONSIDERATIONS
Dress Codes are used to communicate to employees/students what their
organization/institution considers as appropriate working/learning
attire. A Dress Code policy enables employers/students to set
expectations regarding the image they want their company/institution to
convey. The ethical considerations needed in maintaining an effective
company/institution dress policy need to include religious, abled-
differently, gender/gender identity, protected activities, and practical
considerations and it should also reflect the University community
standards and expectations.
2.2 ENFORCEMENT OF THE POLICY
The enforcement and implementation of this Policy require concerted
efforts from all members of the University community to ensure its
success, particularly in ensuring the Dress Code standards are met.
Specifically, the following shall be done:
a) Sensitization of the University community on the adherence of the
set standards of the Dress Code.
b) Adherence to the Policy by University staff.
c) All members of staff will be expected to enforce decent dressing
among the students in their learning venues, offices and any other
University premise.

d) Positive reinforcement and encouraging decent dressing are the
preferred approaches to ensure the University community
complies with the Dress Code.
e) Other persons visiting the University such as parents, guardians,
suppliers, foreign students and other visitors will be advised to
adhere to the Dress Code Policy.
f) Ensuring all entry points to the University will be the first points
of interaction with Dress Code regulation.
2.3 OBLIGATIONS OF THE UNIVERSITY COMMUNITY
Students, members of staff and University Management have a
responsibility in ensuring the Dress Code is adhered to.
2.3.1 Students
i. All students shall adhere to the University Dress Code.
ii. The Students’ Council shall sensitize the students to comply with
the Dress Code.
2.3.2 Staff Members
i. All staff members shall adhere to the Dress Code.
ii. The Head of Sections shall sensitize the staff on the need to adhere
to the Dress Code and to the extent possible enforce the Dress
Code Policy.
iii. Staff members should be role models to the students in line with
the standards of the Dress Code.
2.3.3 University Management.
The University is committed to protecting and promoting its vision,
mission and core values by ensuring that students experience personal
and intellectual growth in a value –based education and learning-centered
environment. In regard to the Dress Code the University Management
commits to:

2.4 DRESS CODE GUIDELINES
The following are the minimum guidelines that all members of the
University community should consider as they abide by the Dress Code.
2.4.1 Appropriate Dress Code
The Dress Code will help to maintain decency, professionalism,
distinctiveness, marketability as well as branding of the University image.
2.4.1.1 Appropriate Female Grooming
i. Skirts/dresses/shorts with hem lines at the knee or below.
ii. Sweaters, fitting tops/dresses/skirts, trouser suits are acceptable.
iii. Blouses/tops with non-revealing necklines that do not reveal bare
midriffs.
iv. Clothing that do not reveal innerwear.
v. Items that are non-offensive and non-harmful arising from cultural
or religious norms will be respected.
vi. All offensive tattoos must be covered.
vii. Hair should be clean, neat and tidy at all times.

2.4.1.2 Appropriate Male Grooming
i. Beard and moustache should be
short and neatly trimmed and tidy.
ii. Fitting trousers and shirts
iii. Smart casual wear.
iv. Wearing of items arising from cultural or religious norms will be
respected.

v. Items that are non-offensive and non-harmful arising from
cultural or religious norms will be respected.
vi. All offensive tattoos must be covered.
vii. Hair should be clean, neat and tidy at all times.

2.4.2 Inappropriate Dress Code
Inappropriate attire includes but is not limited to the following:
i. Clothing that reveals too much of an individual’s back, chest,
stomach, thighs or innerwear.
ii. Clothes that are very tight and display body outline.
iii. Clothing that is intentionally ripped, torn or worn out.
iv. Clothing with slogans or offensive language or images or
promoting drugs or unlawful groups.
v. Slippers, gumboots or any other unofficial sandals. Gumboots may
be allowed during practical activities or in areas where they are
defined as protective gear.
vi. Mini-skirts/shorts that are above the knee, necklines that
are four inches below the shoulders to the front and to the back,
see- me -through, bare-backs among many others should be
avoided.
vii. Ensure that clothes are not excessively creased.
viii. Excessive facial/body piercings is discouraged.
ix. Excessive make up is discouraged.
x. Outrageous hair colour is discouraged.
xi. Baggy, sagging, worn out, unfinished or torn trousers are
unacceptable.
xii. Tops/dresses that are sleeveless are discouraged.
xiii. Display of bare chest is not allowed.
xiv. Earrings and studs are discouraged.

xv. Ragged trousers/skirts/shorts that expose the skin above the
knees are discouraged.

2.5 PERSONAL PRESENTATION AND GROOMING

2.6 DRESS CODE POLICY COMMUNICATION
As part of awareness creation on the provisions of the Dress Code policy:
a) The management shall ensure that the students and members of
staff are sensitized on the existence and provisions of this policy.
b) All students and staff shall be made aware of this policy as part of
their orientation and induction, and will be expected to adhere to
the Dress Code.
2.7 PENALTIES
Non-adherence to Dress Code will be subject to laid down relevant
disciplinary procedures for students and staff. Therefore, failure to
adhere to these standards may constitute misconduct and result in formal
disciplinary proceedings taken in line with the students’ and staff
disciplinary procedure.
3.0 MONITORING AND REVIEW OF THE DRESS CODE
POLICY AND PROCEDURE
Dress Code will be monitored and reviewed by Management from time
to time in order to ensure that it remains relevant to the needs of the
University Community. The University Management has the discretion
to establish a formal review process for the University Dress Code.
