Topic: Ensuring International Peace and Security Through Arms Control and Disarmament
Position Paper for the United Nations
General Assembly First Committee (DISEC)
Commitment to Arms Control and Disarmament
The State of Qatar remains strongly dedicated to maintaining international peace and security
through the principles of weapons control, disarmament, and nonproliferation. Recognizing the
importance of diplomacy and multilateralism in minimizing global security risks, Qatar calls for
collective action to regulate and limit the spread of conventional and unconventional weapons.
Support for International Legal Frameworks
Qatar fully supports international legal frameworks such as the Arms Trade Treaty (ATT) and the
Treaty on Non-Proliferation of Nuclear Weapons. As a non-nuclear weapon state, Qatar
emphasizes the necessity of nuclear disarmament as a critical step toward global stability. We
urge nuclear-armed states to comply with Article VI of the NPT and actively explore weapons
reduction measures in good faith. Furthermore, Qatar supports efforts to prevent the development
and spread of weapons of mass destruction (WMDs), underlining the importance of strengthened
global enforcement mechanisms.
Regulation of Emerging Military Technologies
Qatar acknowledges the growing worries about developing military technologies, such as lethal
automated weapon systems (LAWS). Given the ethical and security threats posed by AI-powered
warfare, Qatar advocates for stronger international rules to ensure that these technologies are
developed and employed responsibly within the context of international humanitarian law. We
support continuing UN-led discussions aimed at establishing legally binding rules governing the
use of such technologies.
Regional Stability and Counterterrorism Efforts
Regional stability remains a top goal for Qatar, especially in the Middle East, where continuing
wars have increased arms competitions and illegal arms trafficking. Qatar supports the creation
of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction as a
critical step toward long-term peace and stability. Furthermore, Qatar remains committed to
counterterrorism operations, acknowledging the link between illegal weaponry proliferation and
terrorist organizations. To that aim, Qatar actively collaborates with international organizations
to disrupt the supply networks that feed armed conflict and terrorist activity.
Conclusion
In closing, the State of Qatar reinforces its unshakable commitment to weapons control,
disarmament, and non-proliferation as critical foundations of international security. We urge all
member nations to support global disarmament efforts through constructive discourse and
cooperative involvement. Only by collaborative efforts can we create a more secure and stable
planet for future generations.
