Highlights of NDMP 2019


• An Inclusive Plan focusing on more vulnerable groups like women,
children, SC/ST, elderly and persons with disabilities.

• The Plan addresses mitigation, risk reduction, preparedness and


response aspects for 17 disasters.

• Mainstreaming and coherence between SFDRR, SDGs and COP 21


are other cross-cutting issues.

• Capacity Development, Disaster Risk Governance and International


Cooperation are other important topics covered in the Plan.

• Another major feature added is the inclusion of time frames and


providing an indicative grouping of various elements of the plan
into the time frames.

Coordination Mechanism for Implementation of DDMPs


• The DDMPs should be –
– Multi-hazard
– Multi-level, and
– Multi-Stakeholder

• The DDMP emphasises the roles and responsibilities of all


concerned stakeholders at the time of a disaster and also the
coordination required amongst them.

• In order to prepare for and ensure effective coordination and


implementation of DDMPs, the best way would be to practice and
rehearse it regularly when there is no disaster.

• This helps in understanding – What to do & How to do, at the time


of any disaster. Who will do what can also be made clear by doing
this.

Some General Guidelines for DDMPs


• DDMPs should be developed in the right context of district – No
irrelevant and inapplicable information.

• Community focused DDMP and an operational plan.

• Roles and responsibilities of various stakeholders and functionaries


at district level and below should be clearly specified.

• Multi-hazard profile of districts with historical data base relating to


all disasters – time and place of occurrence.

• Micro-level plan - information and actionable points down to village


level should be included.

• Some other important issues to be addressed in the plan include -


Water crisis, Lightening, mapping of rivers, etc.

Disaster Management Plans of Ministries

• Section 37 (1) – Every Ministry or Department of Govt. of
India shall
– (a) prepare a disaster management plan specifying…..
– (b) review and update annually the plan referred to in clause (a)
– (c) forward a copy of the plan referred to in clause (a) or clause (b), ……
to the National Authority for its approval
• (2) Every Ministry of Department of the Govt. of India shall –
– (a) make, while preparing DM Plan under clause (a) of sub-section (1),
provisions for financing the activities specified therein;
– (b) furnish a status report regarding the implementation of the Plan
referred to in clause (a) of sub-section (1) to the National Authority, as
and when required by it.

Linkages between Plans


• Horizontal Linkages –
– Ministries and Departments of GoI to draw their DM
Plans as per NDMP and also in consonance with
respective National Guidelines issued by NDMA.

– Similarly, DM Plans of Departments of State


Government should be in line with the State Disaster
Management Plan (SDMP) and other guidelines issued
by respective State Governments.

Linkages between Plans (Contd.)

• Vertical Linkages –
– NDMP to provide guidelines for States to develop their
SDMPs and so is for States to develop their SDMPs in line
with NDMP and National Guidelines.

– SDMPs should be developed in line with the provisions of


NDMP/National Guidelines and also provide guidelines for
development of DDMP. SDMPs are most important linkage
between National Plan and District level Plan.

– DDMPs should be developed in line with the provisions of


SDMP and other guidelines issued by respective State
Governments.
