All the District Collectors in the state are invited to the references read above
and in the reference 3rd read above, certain instructed were issued for making
adjustment of teachers within the District, duly analyzing school wise and subject
wise requirements based on the student enrolment.
Further, in the reference 4th read above, in continuation of the above said
guidelines , the Government have issued following further guidelines are issued to
facilitate the adjustment of teachers from surplus schools to those with shortages ,
ensuring rninimal disruption in line with guidelines issued in the reference 3.d read
above.
(r) The District l,evel Committee constituted vide reference r cited may
exercise discretion in making local decisions, such as considering subject-
specific needs or addressing the requirements of schools, to enhance their
overall functioning during these adjustments. Such actions must have valid
reasons with fulI justification.
(II) The committee is instructed to implement the stage-wise measures as
mentioned in the reference 3d cited, for identifting surplus teachers and
deploying/positioning them to needy schools. These actions must be
carried out in strict adherence to the staffing pattern prescribed for
Primary, Upper Primary, and High Schools as per G.O.Ms.No.z5, School
Education (Ser.II) Department, dated 12.o8.2o2r, read with Rule 9 of
G.O.Ms.No.5, School Education (Ser II) Dept., 2'-or-2o25.
(III) The committee shall ensure the following while identifying surplus
teachers and deploying/positioning them to needy schools:
i. Teachers working in Tribal Areas shall not be adjusted to schools in
plain areas; adjustments must be confined within the Tribal Area
itself. However, in the event of a teacher deficit in Tribal Areas,
teachers from plain areas may be deputed to Tribal area schools,
following the same order of preference as prescribed.
ii. Teachers who are junior in the cadre (as per seniority) should be
identified as surplus during the process.
iii. Under no circumstances shall teachers be deputed on work
adjustment to schools on a mutual basis (e.g. A to B and B to A),
triangular basis (e.g., A to B, B to C and C to A) or other similar
arrangement.
iv. The Teachers who are adjusted and assigned to a new school under
these orders must report to the new school by 13.o6.zoz5 and begin
their duties there.
v. It is important to note that these arrangements are purely
temporary and do not constitute a transfer to a new school. The
teacher's salary will continue to be drawn and paid from their
previous station.
vi. The District Collectors shall furnish the details of teachers who have
been adjusted to needy schools to the Director of School Education,
Telangana, Hyderabad, by 3oth June, 2025 and the Director of
School Education shall monitor the entire process.
Therefore, all the District Collectors in the state are hereby authorize to make
adjustment of teachers within the District duly analyzing school wise and subject
wise requirements based on the student enrolment. Further, the District Collectors to
issued speaking orders while making such adjustments detailing the necessity. The
teachers so adjusted and drafted to a school as per the orders issued, should repor tin
the new school immediately and work from there. The said arrangements are purely
temporary and con not be considered as transfer to new school. The salary of the
individual will be drawn and paid from the individual will be drawn and paid from
the individual's previous station itself.
Therefore, all the District Collectors in the state are requested to take
necessary steps for work adjustment of surplus teachers within the District as per the
guidelines and issue order for work adjustment.

The Director, School Education in the reference 3'd cited have issued
certain guidelines authorizing the District Collectors to make adjustment of
teachers within the District, duly analyzing school wise and subject wise
requirements based on the student enrolment.
2. In continuation of the guidelines rssued in the reference 3'd cited, the
following further guidelines are issued to facilitate the adjustment of teachers
from surplus schools to those with shortages, ensuring minimal disruption in line
with the guidelines issued in the reference 3'd cited.
(I) The D strict Level Committee constituted vide reference 1'r citedmay
exercise discretron in making local decisions, such as considering subject-
specific needs or addressing the requirements of schools, to enhance their
overall Functioning during these adjustments. Such actions must have
valid reasons with full justification.
(lI) The committee is instructed to implement the slage-wise measures as
mentioned in the reference 3'" cited, for identifying surplus teachers and
deploy ing/ position ing them to needy schools. These actions must be
carried out in strict adherence to the staffing pattern prescribed for
Primary, Upper Primary, and High Schools as per G.O.Ms.No.25, School
Educalion (Ser.lI) Department, dated 12.08,2021, read with Rule 9 of
G.O.Ms.No.5, School Education (Ser II) Deptt., 25-01-2023.

(as per seniority) within the district.

Further, in the Iirst instance the following steps are to be taken while
making work adjustment while deputing the surplus teachers:
Stage - 1. A. Surplus teachers shall be adjusted in the same Gram
Panchayat as per above norms. If two primary schools are
functioning in the same premises, those schools shall be
treated as one school unit and teachers shall be adjusted as
per need. If still there are surplus teachers, they sha-ll be
adjusted to other needy schools.
B. If two Upper Primary Schools or one upper Primary School
& one Primary School are functioning in the same premises,
those schools may be treated as one school unit and teachers
shall be adjustcd as per necd. If still there erre surplus
teachers, they shall be adjusted to other needy schools.

C. If two High Schools are functioning in the same premises,


those schools may be treated as one school unit and teachers
shall be adjusted as per need. If still there are surplus
teachers, they shall be adjusted to other needy schools.
Stage - 2. In case if no requirement in the same Gram Panchayath,
surplus teachers shall be adjusted in the same School
Complex within Mandal.
Stage - 3. In case if no requirement in the School Complex within
Mandal, the surplus teachers may be adjusted in adjacent /
nearby school complex within same Mandal.
Stage -4. In case if no requirement in the School Complex situated
adjacent / nearby school complex withir same Mandal, the
surplus teachers may be adjusted in adjacent Mandal /
nearby Mandal.
Stage - 5. In case if no requirement in nearby I adjacent Mandal, all
such surplus teachers may be adjusted in other Mandals
within the District.
'l'herefore, it is decided and hereby authorize District Collectors to
n-rake adjustment of teachers within the District duly analysing school wise
ancl subject wise requirements based on the student enrolment. Further, the
District Collectors to issue speaking orders while making such adjustments
