1.0 LOGIN PAGE

Click on “Login” button
After entering all the above fields click on “LOGIN” button, after log-in, successful welcome
page would be displayed as in below screen.
Note: After every 10 continuous wrong attempts from same IP the system would
automatically change the password and mail it to registered Email ID.
Welcome page would be displayed after successful Login as in below screen. Need to be click
on Utility Applications for MoRTH Utility Portal.
1.1 MoRTH Utility Portal Dashboard
Welcome page ‘MoRTH Utility Portal’ would be displayed after click on Utility applications as in
below screen.
2.0 My Applications
On clicking of my applications, the user would view list of all the applications he has created so far
including the status the applications.
3.0 Add New Application
To add new Application details, the user needs to click on “Add New” link in right most columns.
On clicking of Add New or Add New Application button below screen appears for filling up New
Application
The user now needs to furnish details as required in the application which would be done
through multiple parts.
3.1 Fill Details
To add Application Categories/Items details, the user needs to click on “Fill Details” link in
Application categories column for each Application. Here the user would be able to enter
Location Information, Details of Plot (distance from highway, terrain etc.), Attach Required
Documents, pay required fees and finally preview the entire application
After click on the “Fill Details” Link window would open showing in the following screen.
3.2 Add Location details of an Application Record
To add new location details, the user needs to click on the link “Add New”
After click on the “Add New” Link window would open showing in the following screen.
The user would select highway and enter (Km from & Km To), based on the KM range
entered, the stretch would automatically come and the user would select the stretch. Now
the user would enter latitude & longitude of starting & ending location.
The user would then specify the plot details i.e. it is on right of left side of highway, shape of
plot of rectangular or irregular, length & width of plot, total area of plot and would upload
the plot map.
The user would then one of the options provided (in case of fuel station ) and finally click on
submit. The location details would be saved.
The user can Edit the data by clicking on “Edit” link adjacent of the location details added. The user can
also delete the details if required.
3.3 Detail Form
User need to fill required fields of Detail Form and Click on Submit Details.
The user can edit these details by clicking on “Detail Form” link again. All form
parameters would be pre filled and the user can make changes and click on “Submit
Details” button.
3.4 Attach Required Documents
For each type of application the user is required to submit supporting documents as proof of
information. The user would click on “Documents” and in the following screen would see list
of documents required to be submitted along with the form.
The user would click on “Upload” link and form would appear where the user would click
“Chose File”. The user would then select the file on his system and click on “save Record”.
The page would refresh and system would again show list of documents required. If the user
has uploaded a documents, then system would give link to view the document uploaded and
if the user wishes to change the documents, then he needs to click on “Edit” adjacent to the
document name.
User can Edit and View uploaded files too as below screen shows Edit and View button.
3.5 Preview
User can Preview of Completed application also through Preview button.
3.6 Application Fees
Each application has to be submitted with application fees and penalty if applicable. Later on when
approval is done, the provisional fee and when final approval is done then final fees is to be submitted.
For all there the user needs to click on “Fee” link adjacent to the application. A new window would open
where all fee components would be listed.
3.7 Edit Application
The user can make changes in this at any point of time by clicking on “Edit” link in the table listing all
existing applications that are not yet submitted
All data would be prefilled and user can make changes to the sames as per requirement and
click on "Save Record”
3.8 Delete Application
To delete an Application the user would need to click on “Delete” button adjacent to each Application.
The system would ask for confirmation and once clicked ok, the record would be deleted.
4.0 Application Submit
Once the user has filled in all details, the user needs to click on “Submit Button” adjacent to
the application (rightmost column)
In the next screen the user would be prompted to select the office to which the
application needs to be submitted.
On clicking the office name, the application would be submitted.

As user Select office to submit application then, below screen appears.
5.0 Others
In Other Information, User could see Technical Instructions, change password option of this application.
5.1 Change Password
In this functionality user could be change password as per requirement. To change password click on
the “change password” Link as shown below.
After Click on change password link screen will appear
The user would enter all required fields and click on “Submit” button.
5.2 Update Basic Details
In this functionality user can view and edit “Update Basic Details”.
After Click on “Update Basic Details” link below screen will appear
6.0 Log Off
In this functionality after click on “Log off” link to log off from Application.
After Click On log off application go’s to login page.
