ADMINISTRATIVE INSTRUCTION:
On behalf of the selection panel, we are pleased to offer you this written test in the
continuing selection process for the post of MEAL Manager for DRC Yemen. The aim
of this exercise is to evaluate your suitability for the role. This written test is designed
to further assess your knowledge, skills and abilities for this post.

A. Acknowledge Receipt. Upon receipt of this test immediately acknowledge


receipt through an e-mail reply, simply stating "received" in the subject line
and note the time (24 hour clock) in the message, with your name for
example: (Received – 21:30 – John Doe).

B. Format. The test must be submitted as MS Word attachment.

THE WRITTEN TEST: MEAL Manager Yemen

Please answer all questions in English and respond within 3 hours.

post.

1. An organisation working with IDPs is running a WASH and Livelihood project in


Yemen. The main objective of the project is to provide Integrated Emergency
Response for the displaced population. In 2018 the organisation intends to
implement 1,000 temporary employment positions through Cash-for-Work
activities; to construct 6,000 latrines and to distribute 5,000 NFI kits.

Prepare for this organisation an M & E Matrix, clearly identifying the purpose, the
data need, appropriate methodologies and time frames with responsible persons,
and clearly mention the relevant indicators that could be used to evaluate
progress, and to measure performance of the programme with emphasis on the
areas of inputs, outputs, outcomes and impacts.

2. As the recently appointed ME&L Manager for Yemen, you have been presented
with the results of a sample household survey. One of the findings include:
Women are primarily involved in income-generating activities. They have very
little savings, and are barely involved in financial decision making within the
household. You have been asked to investigate this further using qualitative
approach.

In not more than 2 pages, provide a draft design of this study to understand this
phenomenon in greater depth.

Your responses should consist of the following:

i) The methodology you are proposing (including an explanation of the


tool/s that you would rely on for data collection), the respondents, and
locations. Use your imagination. You do not need to be specific, but
relate it to the phenomenon being studied; and,

ii) A draft of one of the data collection tools that you proposed to use
(e.g., questions that would be asked for a questionnaire, or an
interview guide for a discussion, etc.).

3. As the recently appointed ME&L Manager for Yemen, you have been presented
with the results of a PDM analysis related to cash distributions. One of the
findings include: 99% of beneficiaries are satisfied. This data seems overly
optimistic. What do you think could explain such overly positive result and what
does it mean when you prepare the questionnaires?

how you did it, what you ‘learned’ and what you used the ‘learning’ for.
