1". lntroduction
The North Eastern Council (NEC), headquartered i4 Shillong,
recognizes the importance of providing valuabl,: learntng
opportunit'es to students through internship program. This policy
outlines t ie and procedures for orga rizing and
guidelines
conducting summer internships at the NEC.
This scheme seeks to engaqe students pursuing Unde- Graduate/
Post Graduate Degrees oi are Research Scholars 3nrolled in
recognizec U n iversity/lnstitution within lndia, as "inte'ns". These
'inteins" shall be given exposure to various
Vertica lslD iv isions/Un its within NEC and would be expected to
supplement the process of analysis within NEC through empirical
collection and collation of in- house and other informatron, For the
"lnterns" tre exposure to the functionlng of the Government may
be an add-on in furthering their future interests.
This internship policy involves no financial liability on the part of
NEC.

2. Purpose
To allow shoft term exposure of "selected candidate;" with the
different Verticals/Divisions/Units of NEC, Government of lndia as
'lnterns'. A list of domain areas for which lnternship can be pursued
is enclosed at Annexure 'A'.

3. Objectlve
The primary objective of the NEC's internship proqram is to
provide st.rdents with practical exposure to the func joninq of a
regional planning and develophent organizatior includinq
analysis. Through meaningful projects and mentorship, interns will
have the opportunity to apply their academic knowlejqe to real-
world scenarios and gain insights into the socio-econonic, cultural,
and environmental dynamics of the North Eastern reqic n of lndia. lt
will also allour young academic talent to be associated with the
NEC work for mutual benefit.

4. EligiblliW
The lnternship program is open to students pursuing undergraduate
or postgraduate degrees or are Research Scholar:; eniolled in

recognized Un iversity/ln stitution within lndia in relevant fields such


as social scienceg, economics, development studies, environmental
studies, public administration, engineering, etc. Applicants must
have completed at least two years of their undergraduate program
or be enrolled in a postgraduate program at a recognized institution.
Preference may be given to students from institutions within the
North Eastern region, although applications from students outside
the region will also be considered.
Applicants fulfilling following conditions are eligible to apply for the
internship:
a. Under-graduate students, having completed/appeared in the
term end exams of second year/4th semester of the bachelor
degree course and secured not less than 55% or equivalent
marks in 12th class.
b. Graduate students having completed/appeared in the term
end exams of first yearl2nd semester of their post graduate
programme or pursuing research/PhD and secured not less
than 55% or eguivalent marks in Graduation.
c. 50Yo of internship seats are reserved for students from the
North Eastern Region (NER), while the remaining seats are
open to students from other parts of lndia based on availability
and criteria.
d. 50% of seats should be reserved fpr women as far as possible.
e. The students who have appearSd in the final exam or just
completed Graduation/PG and wditing for admission for higher
studies may also be considered for internship provided that-
i. They have to secure 60% or more cumulative marks in all
the years/ semesters of their current graduation/ post-
graduat,on course till the date of application.
ii. The period between the month of declaration of result of
final exam and the desired month of internship should not
exceed six months
e.9. if the result is declared in the month of June then
he/she can
apply for the internship beginning till the month of
Decem ber.
iii Relaxation, if any, will be given by Secretary, NEC.

5, Duration
The duration of the internship program at NEC will typically be for a
period of maximum 2 months of which one month has to be
- be in person in NEC. The exact dates may vary
handatorily
depending on the academic calendar and organizational
requirements.

6. Logistics & Support:


lnterns will be requiredto have their own laptops. NEC shall
provide them working space, rnternet facility and other necessities

as deemed fit by the concerned Sector Heads.


lf interns are required to conduct field visits, TA/D/\ may be
provided to cover travel and associated expenses.

7. Application Proccss
lnterested students should submit their applications trrough the
designated online poftal on the NEC website. Till thr: time the
portal is fu nctional, applications in hard copy may be strbmitted to
Secretary, NEC. Applications must include a resume, a statement
of purpose outlining the applicant's interest in the internship,
academic transcriots. and anv other relevant doc Jments as
specified in the iniernship ann<iuncement. Shortlisted candidates
may be required to undergo an interview either in person or via
video conferencing. Planning Sector of NEC will f()rward the
application s to conterned sectors/vertica l.
procedure and conditions for applicants:
t. Applrcation can only be made six months in advance but not
later than L month before the month in which internship is
desired. For example, if any applicant wants to.i(iin internship
progr-ammewhichiscommencinginthemonthofAp12025 then
he/she can apply from the month of Oct 2024 to Ivlarch 2025.
ii. Applicants must also clearly indicate the area of interest.
iii. A candidate can apply for internship only orce during a
financial year.
The applicants who do not fulfill the eligibility con,jitions will be
rejected.
The selected applicant has to produce original m.rrksheets and
NOC (N o Objectio n Certificate )whic h i s :nclosed at
Annexure 'C'from the college/institution at the time of
joining, failing which his/her candidature shall be ,:ancelled.
8. Solectlon Critcria
Selection of interns will be based on academic merit (40%),
relevance of the applicant's field of study to the wcrk of NEC
(20%), demonstrated interest in the socio-i:conomrc d:velooment
of the North Eastern reqion(20%), and Comouter literacv
(20%).The number of interns Eelected each year will 'degrend on the
availability of projects and resources within the organizirtion.
Procedure for Selection and Other Modalities of the Sctreme:
i. All the applications received online will be made avaii,lble online to
the concerned Heads of Verticals/ Units/ Divisions/ Consultants in
NEC for further scrutiny and selection of eligible candicrates.
ii. The Heads of Verticals/ Divisions/ Units can take a maximum of l
(three) interns for Internship at a time. This number m ty be relaxed
beyond 3 (three) with the permission of Secretary, NEC. The
decision of the Secretary, NEC regarding the su;tability of a

candidate as intern shall be final and binding.


iii. The maximum number of interns at NEC should not exceed 36 at
any point.
iv. Up to 4-5 internship periods/terms may be offered each year from
each sector,
v. The selected candidates may be asked by the vertical/ division to
submit the soft copy of their N OC from their Head of rhe
DepartmenVPrincipa I by giving sufficient time before issuance of
the offer letter by the vertical head. lt also has to be indicated in
the NOC that the student would not be registered for any course
requiring his/her attendance in the class during the period of
internship. The vertical/division has to obtain the original NOC
issued by the college/institution at the time of joining of the
candidate and also verify hislher eligibility from the original
documents. lf any discrepancy is found. the candidature of the
candidate will be cancelled by the Vertical sector.
vi. The concerned vertical/division will upload the list of selected
candidates on NEC website.
vii. Depending upon the number of applications received against a
particular domain/area, NEC reserves the right to fix up the
eligibility criteria, limit the number of applicants to be called for a
particular period and to decide about the mode of screening
thereof.
viii. fhe concerned
heads of Verticals/Divisions/Units/Consultants shall
be personally responsible for ensuring that the work programme
and output mutually agreed upon with the lntern is satisfactorily
completed. lnterns shall be required to submit a brief reporupaper
at the end of their assignment to the Heads of the concerned
Verticals/Divisions/Units/Consulta nts about their learning
experience.
ix. Seminars/presentation can be conducted by the concerned
Heads of particular Vertica ls/Divisions/Un its/Consultants for
their interns.
x. All applications should be centrally distributed from the Planning
Division. Planning Oivision will accordingly forward the applications
to concerned sectors who will further process.

9. lnternshipStructure

lnterns will be assigned to specific departments or project teams


within NEC based on their area of interest and organizational
needs. Each intern will be assigned a mentor who will provide
guidance and support throughouf the internship period. Interns will
be expected to work on assigned projects, participate in meetings
and tiaining sessions. and cbntribute to the overall objectives of
the department or team.

10. Code of Conduct


lnterns are expected to adhere to the rules and regulations of the

confidentialitv reqardinq seniitive information they rray come
across duri,rci their inteinshro. Anv misconduct or vibla:ion of the
code of conduct mav result in terinination of the internship. They
may not share information during or after their internsf ip without
the approval of NEC.

1t, Evaluation and Feedback


lnterns will be evaluated based on their performance during the
internship oeriod. At the end of the internship, r61s'65 will be
.equired'to submit a report detailing their activities, ltrarning and
recommendations. Feedback will be collected from both interns and
their mentoi's to assess the effectiveness of the internstlip program
and identify areas for improvement.

L2. Certification:
Upon successful completion of the internship program, interns will
be awarded a certificate by the North Eastern Council
acknowledging their participation and contributton. Thr-' certificate
will specifu the duration of the internship and the projects
undertaken by the intern. A certificate regarding successful
completion of lnternship shall be issued by the Sector Head of the
concerned Subject Division in the enclosed format at Anrrexur€'B'.

13. Attendance
While doing internship in NEC, the candidate shor.rld have a
minimum of 75% attendance and they have to mark ln and Out time
on daily basis. ln case of less than 75% attendance, no :xtension of
internship period is allowed and no experience certifi:ate will be
issued. The attendance record and the details of work supervision
shall be maintained by the Heads of the Verticals/ Divisicns.

14. Supervislon & Data Access Responsibillty


It may be strictly observed that the conduct of the interns and
their access to data shall be the sole responsibili:y of the
concerned Advrsers/Heads of Verticals onlv. The data ac issed bv
interns shall not be used for any purpose 6ther than thal for which
official permission has been granted by the sector head. An
undertaking may be obtained from the intern.
15. Scheme Review
NEC reserves the riqht to review the scheme at anv l:ime. The
