Introduction- Yesha / Dep order 25 1974 (Yesha) / Dep order no 53 1987 (Yesha)

DECS Order No. 11, s. 1987

“An act Granting Priority to Resident of Barangay, Municipality or City where the school is Located, in
the Appointment or Assignment of Classroom Public School Teachers.”

- Provide guidelines to be followed in hiring teachers. ( It clearly stated in this act that the First
priority before hiring the public school teacher is that it shall be resident of the Barangay where
the school is Located which it allow the )
- Use of local language where local culture should be enhanced in cultural minorities.

Executive no 335 1988, Higher education act of 1994

Enjoining all departments/ bureaus/agencies/instrumentalities of the government to take such steps


as are necessary for the purpose of using Filipino language in official transactions, communications
and correspondence.

- Signed by President Corazon C. Aquino on August 25, 1988 ( The order was issued on the belief
that the use of Filipino in official dealings, communications, and correspondence in government
offices will result in a greater understanding and appreciation )
- Reiteration of several orders and memoranda issued by President Ferdinand E. Marcos; e.g.
Executive Order No. 96 (October 24, 1967) decreeing that all government edifices, buildings and
offices be named in Pilipino (now Filipino). This executive is a repititaimed to further promote
the use of the national language in governmental affairs, building upon previous orders. These
initiatives collectively aimed to strengthen the presence and usage of Filipino as a means of
fostering national identity and unity within the Philippines.

The Language Policy of the Commission on Higher Education (Higher Education Act of 1994)

-In 1994, Republic Act No. 7722, creating the Commission on Higher Education ( CHED ) was signed.

- CHED shall be independent and separate from the DECS and attached to the office of the
President.
- First step undertaken by CHED was to update the General Education Curriculum ( GEC ). ( That
tertiary courses leading to an initial bachelor degree covering a 4 curriculum years)
- The requirements of GEC are embodied in the CHED Memorandum Order ( CMO ) No. 59, s.
1996.

Executive order 210- Yesha

DepEd Memorandum No. 81, s.2003

“English language be used as medium of instructions.”

- Section 7, Article XIV of the 1987 Constitution provides that the purpose of communication and
instruction, the official language of the Philippines are Filipino and until otherwise provided by
law, English.
- Signed by former President Gloria Macapagal-Arroyo to strengthen the use of the English
language as a medium of instruction in the educational system. ( Since President Gloria
macapagal arroyo is the president during that time she has a power in the constitution and
existing laws, that why she do hereby order. )

Section 1. Declaration of Policies (according to section 1 English should be taught as a second language
starting with the first grade, and that English should be the medium of instruction in all public and
private school)

Section 2. Institution of higher Education ( institution of higher education are hereby encourage to
adopt the use of the English language as the primary medium of instruction)

Section 3. Proficiency of Teachers before a teacher take the subject they shall need to evaluate their
proficiency in English.

FUNDAMENTAL REQUIREMENTS FOR A STRONG MOTHER TONGUE-BASED MULTILINGUAL


EDUCATION ( MLE )

The said DepEd Order established a framework that provides curricular guidance of teachers, school
managers, instructional quality assurance for teachers and other educational leaders. In order to provide
a strong MTBMLE program, there are the fundamental requirements

Fundamental Requirements

1. A working orthography (alphabet and spelling). ( For the chosen local language)
2. Development, production and distribution of inexpensive instructional materials with special
priority to beginning reading and children’s literature.
3. Learner’s first language (LI)as the primary medium of instruction ( MOI ) from pre-school until at
least Grade 3. It shall be the main vehicle to teach understanding and mastery of the subjects.
4. Mother Tongue or the first Language (LI)as a subject and a language for teaching and learning
will be introduced in grade one for conceptual understanding.
5. The inclusion of additional languages such as Filipino or English and other local or foreign
languages that shall be introduced as separate language.
6. Filipino and English shall be the primary medium of instruction.
