Model Answer
The Parliament in India consists of the Lok sabha, Rajya sabha and the President. No
bill can become an act without the accent of the President. The choice of the
President’s action over a bill is called the veto power.
Vote Power of the President of India
Veto Power of the President of India is guided by Article 111 of the Indian
Constitution.
1. Absolute veto: Withholding of assent to the bill passed by the legislature. The
bill then ends and does not become an act.
2. Suspensive veto: The President exercises this veto when he returns a bill for
reconsideration of the Parliament which can be overridden by the legislature
with an ordinary majority. This veto is not available for money bills.
3. Pocket veto: Taking no action on the bill passed by the legislature. In this case,
the President neither ratifies nor rejects nor returns the bill, but simply keeps
the bill pending for an indefinite period.
The President holds a crucial position in Indian polity as he/she is the ultimate
authority for giving accent to legislations. Hence, only a thoughtful and public
welfare-oriented cause should drive use of these veto powers.
